The project site is comprised of one single-family residential lot, located at 143 Ocean Greens Lane in the Ocean
Greens Subdivision, adjacent to Piney Point Creek in Caswell Beach, Brunswick County. Travel south from US
Hwy 17 along SR 87 to SR 133. At Dosher Cutoff Road turn right and proceed to the next traffic light. Turn right
again onto SR 211, and proceed to Long Beach Road by making a left turn at the next traffic light. Continue south
on Long Beach Road and cross over the bridge to Oak Island. Travel straight through the traffic signal and
continue along Caswell Beach Road to the Ocean Greens subdivision located on the left side of the road. Turning
into the subdivision, travel on Ocean Greens Lane and 143 Ocean Greens Lane will be on the right side of the road
near the end of the cuI de sac.
A single-family residence is located on the lot, and community water and sewer serve the subdivision. The size of
the property is approximately .17 acres. The approximate elevation of the lot is 6.7 feet above normal water level.
The highgroundarea; is landscaped, maintained with grass and few natural trees (pine, mixed hardwoods) and
bushes. The length of the lot along the shoreline is approximately 42 feet. Highground soils are Wando Fine Sand
and Lafitt Muck composes the marsh substrate. The marsh! high ground interface consists of mixed high marsh
species, including, Sea Ox-eye (Borrichia frutescens), Salt Meadow Grass (Spartina patens) and Black Needlerush
(Juncus romerus). A border of high coastal marsh Black Needlerush (Juncus romerus) and Smooth Cordgrass
(Spartina alterniflora)) transitions to low marsh vegetation in the proximity of mean high water. From here a broad
expanse of Smooth Cordgrass (Spartina alterniflora) extends out approximately 400 feet to the waters of Piney
Point Creek. A fairly wide tidal slough (approximately 115 feet) cuts through the marsh in front of the applicant's
and the neighboring properties.
The adjacent shorelines have not been stabilized by bulkheads or rip'rap. Water depths in the dock and boat lift
area measure 6.51 to 8.55 below mean high water. Adjacent to the applicant's property, the width of the open
water of Piney Point Creek is 132 feet. The waters of Piney Point Creek have been classified SA by the NC
Division of Water Quality. The creek and adjacent marsh area are designated as a Primary Nursery Area (PNA) by
the NC Division of Marine Fisheries and are open to the taking of shellfish.
PROPOSED PROJECT
The applicants are proposing to construct a private pier and dock system with a boat lift to provide access from the
property to the waters of Piney Point Creek. The six foot wide pier structure would have a total length of 445 feet.
At the waterward end there would be anlO' x 10'uncovered stationary deck, a 7' x 12' floating dock, and a 10' x
12'uncovered boatlift. At approximately 108 feet waterward of mean high water, the proposed pier would cross
over a slough. To allow for navigation under the pier, the structure would be elevated over the slough to a height of
16' above mean high water and have a piling span of 12'. Near the proposed boatlift, water depths are
approximately - 8.5 below mean high water. The proposed dock and boatlift would extend approximately 25' to
30'into the creek. To accommodate the slough that runs through the area, the riparian corridors have. been
modified, in agreement with the affected property owners. The IS' setback from the riparian line has been waived
by both of the adjacent property owners.
10.ANTICIP ATED IMPACTS
Construction of the proposed project would result in the shading of 2370 square feet (.05 acres) of coastal
wetlands and the incorporation of 484 square feet (.01 acres) of Public Trust Area and Estuarine Waters. There
should not be any adverse navigational impacts resulting from placement of this structure. Temporary
increases in turbidity may be expected during construction.

Re: Narrative
I would like to construct a residential fixed pier from lot 143 Ocean Greens Lane,
Caswell Beach NC to Piney Point Creek. The intent of this narrative is to clarify the
request for the residential fixed pier at 143 Ocean Greens ~ the relocation of riparian
lines, and recapping on-site visits from Cama officers.
The process began with a site visit by Janet Russell and Caroline Bellis to determine the
feasibility and steps needed to obtain a Cama Major Permit and to move the Riparian
lines to the left of the existing lines so as to create less of an environmental impact. By
shifting the lines to the left would move the residential fixed pier so that it would cross
over less water and over more marsh. A follow-up visit by Jim Gregson was conducted
and verbally concluded that I would be able to shift the existing riparian lines provided
that all applications, and fees are submitted
The proposed fixed pier is to be constructed from the back of 143 Ocean Greens Lane to
Piney Point Creek. The pier is to be constructed of sah treated lumber. The pier will be
405 feet long, 6 feet wide, a 10'X 10' T-head, a 7' X 12' Floating dock, and will
terminate at Piney Point Creek. Moreover, the proposed fixed pier will cross the marsh
and will be no less than 3'6" above the substrate. '
