Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:* The site consists of a historic berm that was built primarily as an access road for the NC Dept. of Agriculture Cherry Research Farm property. The berm also serves to prevent minor flooding and delay the impact of larger flood events on the property. The berm is adjoined by open and forested land that contains large v✓etland areas. The majority of the surrounding area is mostly agricultural land with a few municipal and industrial properties. 4b. Explain the purpose of the proposed project:* The purpose of the proposed project is to repair four areas of an existing road and flood control berm to pre -breach conditions. These areas of the berm failed during flooding due to Hurricane Matthew in October 2016. 41. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* Four areas of the existing berm were overtopped and breached during Hurricane Matthew in October 2016 (see Sheet CE -101) . Historically, the berm has forced floodwater to backfill much more slowly from the east as the river wraps around the farm, allowing farm employees to move livestock and equipment to higher ground and evacuate the property. The breached condition of the berm limits the use of the berm for vehicular access and minimizes the inherent flood control benefits. Existing pipe culverts were found during site analysis in Breaches 1, 2, and 3. The pipes were buried and blocked which contributed to the berm failure. The proposed project plans to replace these culverts with larger diameter pipe to allow for adequate flow during storm events. Pipe lengths will be the same as original (see Sheet C- 502, Pipe Installation Details). Compacted fill will be placed in all four breach areas, returning the berm to its original elevation and grade. The plans call for rip rap outlet protection to be keyed in at each new pipe outlet to prevent scour within existing wetland areas (see Sheet C-501, RipRap Outlet Protection). This fill will result in permanent wetland impacts (see Sheet C-101 for impact areas and grading plan). Expected permanent wetland impacts include; Breach 1 - Impact W1 - Approx 0.02 -acres Breach 2 - Impact W2 - Approx 0.002 -acres Breach 3 - Impact W3 - Approx 0.003 -acres Total - Approx 0.025 -acres Approx 0.02 -acres of temporary wetland impacts are anticipated during rip rap outlet installation due to equipment access and grading practices. Temporarily impacted wetlands will be restored to original grades and contours and stabilized with a native NC wetland seed mix and mulch. Disturbed berm areas will be stabilized with erosion control blanket and seeded with erosion control mix (see Sheet C-501 for specs and notes). Wetland areas will be protected during construction with silt fencing, disturbed areas will be stabilized as soon as final grading has been completed. Typical construction equipment such as front end loaders, dump trucks, and backhoes will be used. Indirect impacts should be limited for the proposed work. Some sediment may erode into wetland areas during construction, but the proposed erosion control measures should limit any run-off. 4j. Please upload project drawings for the proposed project.
