Dear Permittee:
The North Carolina Division of Water Resources conducted an inspection of the Boardman -Cerro Gordo
Deemed Municipal Collection System on September 26, 2019. This inspection was conducted to verify that the
facility is operating in compliance with the conditions and limitations specified in 15A NCAC 02T .0403 as a
deemed system. The findings and comments noted during this inspection are provided in the enclosed
copy of the inspection report entitled "Compliance Inspection Report".
There were some issues or findings noted during the inspection that should be addressed, but a formal
response to this inspection report is not required.

Inspection Summary:
Overall the system is being operated well by Fairmont per their agreement.
This system is lightly loaded and oversized due to no mandatory connection requirement in the construction grant. This is
causing damage from H2S gas generation from long residency time which should be addressed; see comments in report.
Need to locate or obtain the pump station designs for records. Recommend using the applicable logs that DWR has
developed and keeping a pump station log on -site. Also recommend keeping a file for each pump station documenting all
O&M done.

Comment: The manhole receiving flow via force main from the South should be inspected at least annually
for degradation due to H2S gas effects especially given the condition of the downstream main
pump station's wetwell. This manhole should have been coated inside and should be
considered if damage starts to appear.

Main #1 has onsite generator and a bypass connection plus flow meter; the wetwell is showing moderate
damage due to H2S gas with pitting and aggregate starting to show and should be addressed soon to avoid
a much more expensive repair. Should be coated and consider chemical injection in Cerro Gordo due to low
flows. PS #2 was flooded by Hurricane Matthew; has a generator connection & Town has a portable unit.
Should consider strobe style visual and louder audible alarms when replacement is needed.

Comment: Signage does not indicate who owns the station nor whom is operating, but needs to.
There are
ongoing discussions about an ownership change, thus need to consider this information in the
future. Pump station logs could be better with more comprehensive information. Were tracking
pump run times and float checks only. Recommend using the Division's form and keep
a
monthly log at the site.
