Dear Permittee:
The North Carolina Division of Water Resources conducted a limited inspection of the Selma Collection System
at the Johnston County Lift Station on September 7, 2019. This inspection was conducted in response to a
report of a sanitary sewer overflow of approximately 640,000 gallons at this lift station, which receives
wastewater Flow from the Town of Selma's collection system.
The spill inspection was conducted by Division of Water Resources staff from the Raleigh
Regional Office. The following violation(s) were noted during the inspection:

Description of Violation
High I&I resulted in spill of 640,000 gallons of wastewater at JoCo's pump station
large debris noted in collection system and abnormally high flows during a storm event
In addition, the issues below must also be addressed:
Compliance Issue(s):
The presence of large chunks of asphalt and concrete in the collection system is indicative of a serious inflow and infiltration
problem that must be corrected as soon as possible.
Remedial actions should have already been taken to correct this problem and prevent further occurrences in the
future. The Division of Water Resources may pursue enforcement action for this and any additional violations of
State law.
To prevent further action, please respond in writing to this office within 30 days upon your receipt of this Notice
of Violation regarding your plans or measures to be taken to address the indicated violations and other identified
issues, if applicable.

Inspection Summary:
Observed Town of Selmas main discharge into pump station into Johnston County Public Uti'ities collection system.
Excessive Flows resulting from Hurrican Conan rain had resulted in an SSO at th-s location. Observed asphalt mi;lings and
chunks of concrete and asphalt that had been removed from splitter box indicating a significant compromise has occurred in
Town of Selma's collection system. The observed sp;itter box collects all of the Town of Selma's wastewater except that
which comes from the oil terminal.
