The North Carolina Division of Water Resources conducted an inspection of the Sound of the Sea
Condominiums WWTF on 9/11/2019. This inspection was conducted to verify that the facility is
operating in compliance with the conditions and limitations specified in Non -discharge Permit No.
WQ0007103. The findings and comments noted during this inspection are provided in the enclosed
copy of the inspection report entitled "Compliance Inspection Report". There were no significant issues or
findings noted during the inspection and therefore, a response to this inspection report is not required.

Inspection Summary:
A routine compliance inspection of the Sound of the Sea Condominiums WWTF was conducted on September 11, 2019.
The purpose of the evaluation was to verify that the facility is operating in compliance with the conditions and limitations
specified in Permit W00007103. Don Omara, Karrie Omara and Lee Buck were present during the inspection.
This facility consists of two separate treatment systems; an older 40,000 gpd Fluidyne Integrated Surge Anoxic Mix SBR
and a newer (2010-2011) 20,000gpd concrete extended aeration plant. The effluent from the SBR mixes with the flow from
the 20,000 gpd plant clarifier in a prefilter tank located at the 20,000 gpd plant. From this tank, it continues to the teriary
filters, chlorinator, contact chamber and then to effluent dosing tank. The 20,000 gpd plant clarifier is wasted to the SBR
anerobic chamber. From this chamber, the sludge moves through an underground 4-inch pipe to the lime stabilization tank
on the other side of the facility. Staff indicated that there are issues with sludge plugging up the pipe and getting up over the
wall of the stabilization tank due to design. The 20,000 gpd plant has additional design issues. The aeration tank diffuser
drops, and the flow splitter box can not be accessed from the plant walkway and the anoxic basin appears to be small in
size.
The facility is compliant with non -discharge permit WQ0007103. Please review the comment sections of the inspection

sent through an underground 4-inch pipe to a lime stabilization tank with mixer located near the
front pate of the facility. Barnes Environmental removes sludge —3 times in summer and once
every few months in the winter.

Comment: Staff documents activities in either an oDerational or maintenance loa book. Field Darameters are
Performed by staff, certification #5660, and Environment 1, Inc, certification #10, performs the
effluent and monitoring well parameters. There were several effluent total nitrogen violations in
2016 and 2017. These were addressed with the installation of a carbon feed system and a DO
sensor. MW #5 has had nitrate violations from 2013-2017. This well is in very close proximity to
neighboring SFR. septic.
