I talked with Bill Breelan with Dalton Engineering on February 14, 2007 and he confirmed that this
project was not done for compensatory mitigation.
Daryl Lamb indicated that during the site visit, the designed, Tommy Burchette, stated that some
of the funding for the project was from the Clean Water Management Trust Fund.
