Sorry to keep bothering everyone about this, but before issuing a modified sewer extension permit, we wanted to make
sure we all understood what was installed, since it was CDBG-funded.
• The original plan and original permit were for 4,900 feet of 8" gravity, and one Pump Station and some
forcemain.
• What was installed was 2,000 feet of 8" gravity, a Pump Station and force main, and AN ADDITIONAL simplex
pump station and associated force main that wasn't on the original plan/permit (This eliminated a lot of the
gravity line in the original plan/permit).

I just want to make sure we're understanding each other. The plans always had one public pump station. However,
when they constructed the project, they added a SECOND pump station. This second pump station, that was not in the
original plans, was a private simplex pump station in a front yard with a 1" forcemain. By adding this second private
simplex pump station, they eliminated almost 2,000 feet of gravity sewer that was shown in the original application and
original permit, We just want to make sure you were aware that they added this second pump station, and therefore
only installed 2,790 If of 8" gravity, instead of the 4,900 If of 8" gravity that was in the original application and permit.

Hi Kirn/Julie,
We (DWR, RRO) issued a sewerline permit in July 2017 for a Saratoga sewerline that was funded by DWI to connect
old/failing septic systems. We had many conversations with Chonticha McDaniel at the time (and Julie, I think, I
apologize I can't remember).
Because of concerns of the receiving collection system and treatment plant (Stantonsburg), our permit limited and
-specified the houses that could connect to this new Saratoga line.
The original permit was for 4,900 If of 8" gravity. We recently received a request from the permitee to modify the
permit to Only include 2,800 If of 8" gravity. Apparently the project been installed, but they only installed 2,800 If of 8"
gravity. The reason they installed less gravity is because they put a simplex Pump station on one house and forcemained
to the gravity, eliminating the need for —2,000 feet of gravity (the simplex ps and Im is permitted by regulation, and will
not be included in the modified permit).
We will issue the modified permit, but since it was funded by DWI, we want to make sure you are aware of these
changes to the project.
Please let me know if you are okay with this change, or if we need to discuss further.

The last permit we issued for this project was a modified permit issued July 14, 2007. It was for 4,900 LF of 8" gravity,
300 LF of 3" FM, and a 50 GPM duplex grinder pump and 3,600 gallons of flow (10 homes).
It sounds like only 2,800 LF of gravity was installed. If that's the case, this is greater than a 101% deviation from what's
in the permit, and therefore a fast -track modification application would need to besubmitted (along with fee) that
shows what was actually installed, and we'd to issue another modified permit. After you received the newly modified
permit, the Engineering Certification that is attached to the new permit would need to be submitted to this office
along with record drawings and pump calcs.
The address for this office (Raleigh Regional) is on the fast -track application and on the permit that was issued.

Regarding Permit No. WQ0039049 for the Town of Saratoga, please find the attached record / as built drawings and
final certification for the sewer extension covered by the permit.
I have noted on the certification that the length originally permitted by this project was 4,900 LF of 8" gravity sewer
main. The installed length is closer to 2,800 LF. This difference is due to the various modifications and associated with
the project that could be supported by the interlocal agreement in place between Saratoga and Stantonsburg. With
these revisions, I am unsure whether the final permitted length of gravity sewer construction was ever updated to
reflect the final approved alignment and lengths that were grant eligible.
If your office requires that we resubmit a revised FTA form for good housekeeping measure, please advise. I will
forward the original certification to your office once you have informed me of the need for the revised permit
application so as to provide one complete package for your review. Thank you for your direction and assistance

Currently it's taking us around 6-7 weeks to review and issue permits. We'll try to get to this one in the next several
weeks since it's a modification request. Once we issue the new modified permit, we'll need the Engineering Certification
that is included in it to be signed and certified.
Just a couple questions from a cursory review of the As-Builts:
1. The application is requesting to revise the length of line from 4,900 to 2,800. Does the project still only serve
the addresses that are specified in the permit?
2. The As-Builts shows a private pump station with a 1" forcemain. Does this pump station and forcemain meet
the following "permitted by regulation" criteria?:

copy of the revised FTA application that modifies the previously issued permit WQ0039049. The Town has signed the
revised permit and is hereby intended to make application for a revised permit so that we can proceed with certification
and final acceptance of the improvements to the sanitary sewer system. Please advise as to whether you need anything
else from our office regarding this and I look forward to hearing from you on this matter.

Hi Mike,
The last permit we issued for this project was a modified permit issued July 14, 2007. It was for 4,900 LF of 8" gravity,
300 LF of 3" FM, and a 50 GPM duplex grinder pump and 3,600 gallons of flow (10 homes).
It sounds like only 2,800 LF of gravity was installed. if that's the case, this is greater than a 10% deviation from what's
in the permit, and therefore a fast -track modification application would need to be submitted (along with fee) that
shows what was actually installed, and we'd to issue another modified permit. After you received the newly modified
permit, the Engineering Certification that is attached to the new permit would need to be submitted to this office along
with record drawings and pump calcs.
The address for this office (Raleigh Regional) is on the fast -track application and on the permit that was issued.
