General Administration DOT is a cabinet-level department, organized under the Secretary of Transportation (See Figure 1). The programs required by the NPDES permit are implemented under DOT’s Highway Stormwater Program (HSP). Primary management of the HSP is shared by the Hydraulics Unit and the Roadside Environmental Unit (REU). Engineers from these units provide primary oversight and daily management of the programs under the HSP, as well as additional staff involved in the implementation and performance of the programs. Management Organization for Permit Programs Numerous divisions within DOT play important roles in administering the Department’s NPDES permit and are shown highlighted in Figure 1. Each program within the permit is managed by a unit within the Department, which may work closely with other units or consultants. Organization of each permit program is discussed below. If not provided below, contact information for the applicable staff can be found on DOT’s staff directory at https://apps.ncdot.gov/dot/directory/ 2.1 Illicit Discharge Detection and Elimination Program (IDDEP) (Part II.A) IDDEP is a sustainable program where training is integrated into other training opportunities for internal DOT staff and the public, and occurs on a regular basis. Identification of illicit connects, spills, and illegal dumping occur during the course of regular DOT work efforts and is reported to the IDDEP Manager for verification and further reporting to DEQ as needed. The IDDEP Manager will also communicate with other agencies to address concerns, such as the Departments of Health within the counties where illicit sanitary sewer discharges are found. Table 1. County Departments of Health • Work with DOT to address illicit sanitary discharges. 2.2 Stormwater System Inventory and Prioritization Program (Part II.B.1) Updates to the stormwater system inventory is in a sustainable process where GIS data is collected and integrated into DOT’s Enterprise GIS on a regular basis. Prioritization of watersheds for a field inventory procedure is coordinated between DOT and DEQ as needed. Table 2. NCDIT - Transportation Maintain computer systems to distribute GIS layers, provide base roadway layers. 2.3 BMP Retrofits Program (Part II.B.2) The BMP Retrofits Program is an ongoing process of identifying locations which would benefit from a retrofit and implementing appropriate designs to address water quality. Retrofits may be used in conjunction with the Research Program to test new ideas such as unique design concepts, new BMP types, and proprietary BMPs. Table 3. Special Training: Design engineers with experience in hydraulics and hydrology and understanding of stormwater quality, and optional training in confined space entry. 2.4 BMP Toolbox for Post-Construction Runoff (Part II.B.3) DOT’s BMP Toolbox was updated in 2014and is used by designers at DOT and professional engineering firms (PEFs) as design guidance. DOT continues to assess if additional SCM types need to be included and will develop additional chapters for the Toolbox as needed. Through the process of assessing SCMs, DOT evaluates the SCMs included in DEQ’s Stormwater Design Manual and other design-related SCMs. SCMs are further evaluated through the Retrofit and Research Programs before inclusion in the Toolbox. DOT Highway Stormwater Program August 28, 2019 Roles and Responsibilities for Permit No. NCS000250 Page 10 of 24 2.5 BMP Inspection and Maintenance Program (Part II.B.4) DOT has developed the Inspection and Maintenance (I&M) Program and manual, and continues to expand the Program’s implementation. Ongoing inspections of SCMs are performed by staff from the Roadside Environmental Unit’s central office and/or Division Engineer’s offices. A web-based tracking and reporting program (the Stormwater Control Management System, or SCMS) facilitates the inspection and maintenance of SCMs. The manual continues to be expanded with new SCMs as needed. DOT and DEQ have initiated the development of a Post-Construction Stormwater Program (PCSP) to implement the SCM Toolbox and identify watershed quality strategies. Table 6. DOT Highway Stormwater Program August 28, 2019 Roles and Responsibilities for Permit No. NCS000250 Page 14 of 24 2.7 Vegetation Management Program (Part II.B.6) The Vegetation Management Program is a mature program which implements appropriate pest control methods approved by the North Carolina Department of Agriculture and Consumer Services (NCDA&SC) and North Carolina State University, including application of pesticides and herbicides, and fertilizers. Staff involved in the application of these materials are trained or under the supervision of trained staff. Table 7.
