If the pumping last longer than 6 (six) months from the date of this letter, then additional written authorization will be required from the Division of Water Quality. Wetland impact for the prison was approved by DWQ on February 10, 2003 under DWQ Project Number 02-1380. If you have any questions, please call me at 919-733-9646. Sullins, Deputy Director Division of Water Quality MEMORANDUM March 19, 2004 I" To: John Dorney Prom: Robert Tankard i1 i: Subject: Pump and Monitoring Plan Powell Pit Bertie County Please find attached the Pump and Monitoring Plan for the mine site south of Windsor off of Hwy. 308 in Bertie County. It is my understanding that the mine as proposed will be a short- term mining operation to provide sand for building the Bertie County Prison on the adjacent site. The borrow pits are approximately 200 feet to the wetlands. The proposal to put a rim ditch around the mine site and keep approximately three feet of water in it at all times should give the wetlands the hydraulic relief that is needed. The maximum depth of the mine will be approximately twenty feet with an average depth of fifteen feet. The dewatering for this mine will be limited with the total operation being finished within six months of the start date. Since the operation ofthis mine will be short term and the contractor will install the rim ditch between the mine and wetlands, there should be no impacts to the adjacent wetlands. This office recommends that the pump and monitoring plan be approved as is. Upon your recommendation, we are proposing to install a ditch (depth of 5') along the southern and eastern side of the pit boundary. (see attached drawing for location and cross-section of the ditch). This ditch will act as both the sed~ent basin and a holding area to minimize any water leaving the wetlands during pumping operations. We will maintain a depth of three foot of water in this ditch while pumping is required. An overflow device will be installed at the northeastern corner of the pit and the excess water will be directed to the ditch on the western boundary. We have not included monitoring wells, due to the time frame on the operation of this pit. This pit will be used for the construction of the Bertie County Prison.
