We have also applied for US Army Corps of Engineers Nationwide Permit 14 for this project. The access road will cross two sections of an unnamed tributary of Stoney Creek on the grounds of a closed Federal Prison Camp. This project will use culverts to allow for the construction of a 28 foot wide road. The project will impact the buffer zone according to Neuse Buffer Rules; however road crossings are allowable according to NC DENR Division of Water Quality "Redbook" Surface Waters and Wetland Standards. The campus is mowed lawns with landscaping. The perimeter is a forested buffer with two small unnamed tributaries. The site is being converted to a headquarters for a military reserve unit and some buildings have been torn down and returned to vegetative cover. 3b.
