SUBJECT: Compliance Evaluation Inspection
Wake Forest University, NCG500362

Dear Ms. Adkins:
Ron Boone, of the NC Division of Water Resources (DWR), Winston-Salem Regional Office,
visited Wake Forest University on September 24th, 2019, to perform a Compliance Evaluation
Inspection (CEI) in relation to the subject permit. The assistance and cooperation of Steve Fisenne,
Environmental Specialist, was greatly appreciated. Details of the inspection are recorded on the
attached EPA Water Compliance Inspection Report.
This inspection was conducted primarily to verify elimination of the discharge in relation to
the permittee's request for permit rescission. Mr. Boone verified that the cooling units that formerly
created the waste stream have in fact been fully decommissioned, drained of all operational fluids,
and locked and tagged out of commission. The units will eventually be salvaged once the permittee
programs the funds necessary to do so. Based on these observations, Mr. Boone recommends
immediate rescission of the permit.
Please remember, if the university, at any time in the future, reactivates these cooling units
and resumes this discharge, the university must notify the Division and apply for and attain a new
permit to discharge prior to discharging.
