A 401/Transportation Permitting Unit rVC 1650 Mail Service Center Raleigh, NC 27699-1650 SUBJECT: Pipe Replacement on SR-1512 ('Wood Bridge Road), Iredell County Dear Mr. Wrenn: The North Carolina Department of Transportation requests authorization to replace an existing pipe on SR-1512 (Wood Bridge Road) in Iredell County. NCDOT proposes to replace a deteriorating 48.5-foot long, 60" CMP with a 50-foot long, 81" x 59" CMP with headwalls at both ends. The new pipe will be placed on the existing streambed grade due to the slope of the pipe (-2.5%) and also in an effort to prevent an existing headcut which is located approximately In £ et -pstre ,„ fro, prOgr°.,.. ng furthe, ups,,,.,,,... A temporary cofferdam pumping system will be used to divert the stream around the construction site as needed. Area affected by temporary cofferdam system will be graded and restored back to pre-project conditions. All Best Management Practice's will be utilized during the course of the project. The scope of the work will result in 11.5 feet of permanent impacts to an unnamed tributary to Third Creek, which is classified as Class C Waters by the Division of Water Quality. The project area is not located within ''L- mile of any critical watershed area. SR-1512 is not a rural or urban arterial; therefore, hazardous spill basins are not required. Enclosed is the hazardous spill basin checklist. This office has conducted a GIS and field survey for the project for historical sites and threatened/endangered species sites. No sites listed on the National Register of Historic Places are located in the viciniq of the project nor did there appear to be any eligible structures. The federally listed species for Iredell County (USFWS listed date January 31, 2008) include the Dwarf-flowered heartleaf (Hexaslvlis ncmipora) and the Bog Turtle (bemm.vs muhlenbergii). The Natural Heritage Program records document the nearest dwarf-flowered heartleaf location approximately 13.6 miles southwest of the proposed project in Catawba County. The heartleaf is usually found on dry to moist ravine slopes (usually north facing and of the oak-hickory-pine forest type) and in boggy areas near springheads. There is no potential habitat within the proposed project area, and no species were observed. Bog turtles are usually found in bogs, marshes, and wet pastures. There is no suitable habitat located within the project area. The proposed project will have a finding of "no effect" on the dwarf-flowered heartleaf (He_ aslylis numiora) species or bog turtle (ClemmYs muhlenbergii).
