On August 23, 2019 a site inspection was conducted for the W&W/AFCO Steel facility located at the 341
Corbett Road, Nash County, North Carolina. A copy of the Compliance Inspection Report is enclosed for
your review. The site visit and file review revealed that the subject facility is covered by NPDES
Stormwater General Permit-NCG030000, Certificate of Coverage-NCG030326. Permit coverage
authorizes the discharge of stormwater from the facility to receiving waters designated as Stoney Creek,
a Class C;NSW waterbody in the Tar -Pamlico River Basin.
As a result of the inspection, the facility was found to be in compliance with the conditions of the
NCG030000 permit. Please refer to the enclosed Compliance Inspection Report for additional comments
and observations made during the inspection.
Please be advised that violations of the NPDES Stormwater General Permit are subject to a civil
penalty assessment of up to $25,000 per day for each violation. If you or your staff has any

Inspection Summary:
This facility is required to develop and maintain a SWPPP in accordance with Part II, Section A of the permit. All qualitative
and analytical monitoring records are required to be maintained with the SWPPP for a minimum of five (5) years. Records
appear to be current and complete.
Parameters for Zinc have caused the facility to fall into Tier II and then Tier III for analytical monitoring. The Plant Manager,
Roger Breeden, has monitored onsile and offsite stormwater, upstream and downstream at the property, to provide samples
for comparison. Results showed that almost all zinc samples exceeded benchmark parameters. It does not appear that
industrial activities at this site are a significant factor in the exceedance of the parameter. Roger Breeden will sample
downspouts to determine if the facility's roof is the cause of the zinc exceedances. Soil samples will also be provided to see
if zinc is naturally present in soil. The facility was found to be compliant with its industrial stormwater permit.
