This Parcel is designed to provide riparian buffer and nutrient offset mitigation credits for unavoidable impacts due to development within the Neuse River Basin, United States Geological Survey (USGS) 8-digit Hydrologic Unit Code (HUC – 03020201). This instrument is in accordance with 15A NCAC 02B.0295 and 15A NCAC 02B.0240. The BPDP has been designed in conjunction with the Buffalo Branch Stream Mitigation Bank (SAW # 2014-02129). The Buffalo Branch Parcel is located approximately four miles north of Selma in central Johnston County, NC (Figure 1). Within the Parcel, three unnamed tributaries traverse the site and exhibit diminished habitat value as a result of past and ongoing agricultural activities and ditching. The Parcel is located within Neuse River Basin USGS 14-digit HUC 03020201180050 and NC DWR Subbasin Number 03-04-06. To access the Parcel from the town of Selma, travel north approximately 4.9 miles on NC Hwy 96, and turn right onto Little Divine Road. Turn left on the first dirt road (Howard Road) in approximately 0.3 miles. Following Howard Road, the Parcel is on the left approximately 200 feet from Little Divine Road. The coordinates of the site are 35.607309°N and 78.288312°W (Figure 1). The Buffalo Branch Stream Mitigation Bank easement totals 31.63 acres and includes three unnamed tributaries that flow to Buffalo Creek. The Parcel is located in an area dominated by agriculture and livestock. A majority of the Parcel is utilized for livestock grazing and row-crop production. Additional land use practices including the maintenance and removal of riparian vegetation and the relocation, dredging and straightening of onsite streams has resulted in degraded water quality and unstable channel characteristics. The Buffalo Bank Stream Mitigation Bank provides a combination of stream restoration and stream enhancement on approximately 5,800 linear feet of streams within the conservation easement through a separate mitigation banking instrument. Restoration of the riparian buffer is anticipated to result in immediate water quality benefits within the vicinity of the Parcel through the removal of livestock access to Parcel streams. The riparian restoration activities within the Parcel also results in improved water quality within the downstream watershed. Unnamed tributary “A” is a perennial stream which flows from west to east across the Parcel. Unnamed tributaries B and C are intermittent streams, which flow into Reach A. Stream identifications were verified by the USACE during an IRT site visit on July 30th, 2014 and DWR site visit on December 19, 2014. The drainage area of the Parcel is 0.89 mi². The Buffalo Branch Parcel is an additional buffer and nutrient offset mitigation site included under the provisions of the EBX Neuse Riparian Buffer and Nutrient Offset Umbrella Mitigation Bank. The EBX Neuse Riparian Buffer and Nutrient Offset Umbrella Mitigation Bank was created to restore, enhance, and preserve stream systems with the adjacent riparian buffers and their functions and values to compensate in appropriate circumstances for unavoidable stream buffer impacts and nutrient reduction requirements. The buffer mitigation in this bank follows 15A NCAC 02B .0295 Consolidated Buffer Mitigation Rule as well as conditions specified in the EBX-Neuse I, LLC UMBI. Buffalo Branch Buffer/Nutrient Offset Site • USGS HUC 03020201 Monitoring Year 4 Report• Johnston County, NC • September 2019 2 1.2 Project Goals and Objectives The goals of this buffer and nutrient offset mitigation project are: - Improve the overall water quality and aquatic habitat in and around the unnamed tributaries of the Neuse River by reducing nutrient and sediment loads into the streams caused by development and agricultural influences. - Improve the richness and diversity of the plant species within the conservation easement. - Provide perpetual protection for the unnamed tributaries to the Buffalo Branch and associated riparian and upland buffers. These goals will be met through the following objectives: - Establishing a native plant community to match the native plant species at the Bank Site. - Reducing the quantities of exotic invasive species at the Bank Parcel through mechanical and chemical methods. - Establishing a conservation easement to provide long-term protection for the Bank Site. - Donation of the conservation easement and all of its interests, in perpetuity, to an accredited or approved land trust or stewardship program. 2.0 Project Area – Pre-Construction Condition Summary The Parcel is in the Coastal Plain Physiographic Province. Soils in the Coastal Plain region formed in sediment deposits several millions of years ago by oceans and streams; however, the floodplains along the Neuse River consist of fairly recent deposits. These deposits are not as weathered as the sediments in the Coastal Plain region. The site is located on the Buffalo Creek floodplain and has a gently rolling topography. Elevations range from 184 to 214 feet above mean sea level (NAD 27) based upon USGS mapping. The Buffalo Branch site’s tributaries and stormwater runoff from surrounding pastures drain into Buffalo Creek approximately 0.90 miles downstream of the parcel. Natural drainage patterns throughout the watershed have been altered by cultivation and dredging of the channels. Within the proposed mitigation area, the channels drain surface water and groundwater from the surrounding row crop agriculture and cattle pastures. The primary land use in the project vicinity is pastures and row crop production. The downstream portion of the project below Howard Road is primarily forested and pasture. Within the Bank Parcel, two prominent vegetative communities are present: active pasture and disturbed riparian hardwoods. A small unnamed tributary enters the project near the intersection of Hwy 96 and Little Divine Road, flowing through an active pasture and running across Howard Road into a wooded reach. Exotic species were also present throughout, including Chinese privet (Ligustrum sinense), Japanese honeysuckle (Lonicera japonica), and multiflora rose (Rosa multiflora). Buffalo Branch Buffer/Nutrient Offset Site • USGS HUC 03020201 Monitoring Year 4 Report• Johnston County, NC • September 2019 3 3.0 Bank Site Conditions 3.1 Restoration Plan Stream restoration and enhancement construction activities at the Bank Site were completed in late January 2016 in accordance with the Buffalo Branch Stream Mitigation Plan approved by the IRT. Neuse riparian buffers and other riparian areas were planted in early February 2016. Construction activities included stream restoration, stream enhancement, bank stabilization, and installation of stream structures. Draining and filling an onsite pond, and planting Neuse riparian buffers (0-50’) and other riparian areas (51-200’) within the conservation easement area were also completed. Monitoring devices were installed post-construction including 25 vegetation plots, three crest gauges, and a rain gauge. All photographs and data are attached in the appendices. On February 29, 2016, DWR staff conducted an on-site visit to inspect the As-Built conditions of the buffer mitigation and nutrient offset areas. The established microtopography on level surfaces promotes diffuse flow and surface water storage. In addition, subsurface hardpans were eliminated to promote vegetation growth and survival and to increase groundwater recharge rates. Where necessary, invasive species were treated with herbicide to ensure they do not become dominant within the Bank Site, or hinder the establishment, growth and survival of planted vegetation. The Buffalo Branch Bank Site was planted with bare root seedlings consisting of species previously observed on the Bank Site and selected species known to inhabit Coastal Plain Stream Swamp and Bottomland Hardwood Forest community types as described in Classification of the Natural Communities of North Carolina (Schafale and Weakley, 1990). Table 2 provides a listing of planted species and a summary of total stems planted at the Bank Site. A total of 23,800 individual stems, or 915 stems per acre, were planted within the Bank Site, which is above the desired 680 stems per acre. A total of 4,000 live stakes were also planted along streams banks to provide bank stability and aquatic cover as required per the stream mitigation plan approved by the IRT. The planted species were a mixture of hardwood tree species consistent with those found within a Coastal Plain Stream Swamp and Bottomland Hardwood Forest communities in the Coastal Plain region. Plant composition consisted of ten tree species. Temporary and permanent native herbaceous seed mix was applied simultaneously to the nutrient offset restoration areas within the Bank Site area. Temporary seed provides cover until the permanent seed applied becomes established. Temporary cover consisted of millet (Echinochloa crusgalli), annual rye grain (Secale cereale), and crimson clover (Trifolium incarnatum). Permanent ground cover consisted of switchgrass (Panicum virgatum), deertongue (Panicum clandestinman), black-eyed susan (Rudbeckia hirta), and riverbank wildrye (Elymus riparius). Buffalo Branch Buffer/Nutrient Offset Site • USGS HUC 03020201 Monitoring Year 4 Report• Johnston County, NC • September 2019 4 3.2 Vegetation Monitoring Plots Resource Environmental Solutions, LLC permanently installed 25 vegetation plots. The locations of each vegetation plot are depicted on Figure 2.2. The vegetation plots were randomly located throughout the Bank Site and each are 100 square meters in size (10 meter by 10-meter square plots). Vegetation monitoring was conducted in general accordance to CVS-EEP Protocol for Recording Vegetation (CVS- EEP, v4.2). Table 3 provides a success summary for each vegetation monitoring plot. Year 4 monitoring activities were performed on September 12, 2019. Based on the MY4 vegetation monitoring, all 25 vegetation monitoring plots are on track to meet the success criteria. The Site’s average Monitoring Year 4 planted stems per acre is 681 (Table 3). Table 4 provides a more detailed summary of stem counts and the type of planted species within each vegetation monitoring plot. The site’s average Year 4 stems per acre including volunteer species is 926. The number of planted stems per acre for the monitoring plots ranged from 445 to 931 stems per acre. The average planted stem height in Year 4 was 7.3 feet. 3.3 Photo Documentation Photo documentation is essential to monitoring the success criteria of the Bank Site. Photographs provide a visual representation of the onsite vegetation conditions. RES provides random photographs throughout the easement for annual monitoring purposes. Current conditions photographs of the Bank Site are located in Appendix B. Photographs of each vegetation monitoring plot are located in Appendix D. Vegetation Monitoring Plot Data Sheets are provided in Appendix E. Each Vegetation Monitoring Plot Data Sheet provides the measurements, location, and vigor of each planted tree within the vegetation monitoring plots. 4.0 Monitoring Conditions The Site will be monitored for one additional year or until the required success criteria have been met as determined by DWR. The Site is performing as planned and is on track to meeting its success criteria. Overall, the Site’s vegetation has established well in Year 4. An abundant amount of herbaceous ground cover as well as volunteer tree species were present during Year 4 monitoring activities. No problems or areas of concern were noted during Year 4 monitoring activities on the Buffalo Branch Bank Site. If site conditions or tree survival rates require remediation, supplemental planting and additional site modifications will be implemented. DWR will be notified if supplemental planting is to occur within Site. The Buffalo Branch Bank Site contains 25 vegetative monitoring plots, all of which are monitored and reported in general accordance with the CVS-EEP Protocol for Recording Vegetation (CVS-EEP, v4.2). Twenty-five 10x10 meter square plots have been permanently established following completion of the planting phase and at least two opposing corners have been permanently installed and surveyed for future use. The plant species, density, survival rates, and the cause of mortality, if identifiable, have been recorded within each plot. All vegetation plots are sampled and reported annually. The primary focus of the vegetative monitoring is solely on the tree stratum, although shrub and herbaceous species encountered may also be recorded but will not be counted towards the success criteria. Within Neuse buffer and nutrient offset restoration areas, success criteria is based on the survival of a minimum density of 320 trees per acre after five years of monitoring. A determination will be made regarding the success of the project following the collection and evaluation of ecological and physical monitoring data, photographs, and site observations. Buffalo Branch Buffer/Nutrient Offset Site • USGS HUC 03020201 Monitoring Year 4 Report• Johnston County, NC • September 2019 5 5.0 Neuse Riparian Buffer and Nutrient Offset Mitigation The Buffalo Branch Site provides Neuse buffer and nutrient offset mitigation credits for development impacts within the Neuse River Basin USGS HUC 03020201 (Figure 1). Of the 31.63 acres conservation easement (Figure 3), approximately 27.97 acres are dedicated to Neuse buffer restoration / preservation and nutrient offset restoration. A Neuse buffer restoration area of 14.2 acres (618,552 sf) is used to generate 14.2 acres (618,552 sf) of Neuse buffer credits. A Neuse buffer preservation area of 6.80 acres (296,210 sf) is used to generate 0.68 acres (29,621 sf) (preservation area divided by 10) of Neuse buffer credits. The remaining 6.97 acres of riparian restoration area within the Site (i.e. areas outside of the Neuse buffer) provides nutrient offset credits for nitrogen. The Site provides 15,843 pounds of Nitrogen Nutrient Offset credit. Table 1 provides a summary of mitigation credit for the Site. Table 1: Mitigation Credit Summary Table 1.
