These revisions reflect the relocation of significant portions of the proposed trail alignment outside of FEMA floodzones per consultations with the Orange County Floodplain Administrator. Your office has already received the complete application package we previously submitted and issued the Division of Parks and Recreation a Neuse Buffer Authorization Certificate dated July 17, 2009. The proposed project involves construction of a natural surface hiking trail in the eastern portion of Eno River State Park in Durham and Orange Counties, NC. The proposed trail will span no greater than 6 feet in width, extend approximately 2.5 miles, and will be designated as part of the Mountains-To-Sea trail system. The amount of Zone 1 impacts to the wooded riparian buffer adjacent to the Eno River that may be impacted by trail construction since our most recent submission have been reduced from approximately 7,512 ft2 to 7,205 ft2 (307 ft2 net reduction) while Zone 2 impacts have been reduced from 25,628 ft2 to 21,370 ft2 (4,258 ft2 net reduction). Significant portions of the initial trail alignment have been relocated outside of the 50' riparian buffer to reduce impacts. However, proposed impacts to the riparian buffer are necessary due to topographic constraints, adjoining property encroachment, and recreational opportunity for park visitors to experience the Eno River riparian environment. You'll need to submit a revised application and get a modified buffer authorization from DWQ if any impacts to the buffer have changed. You won't have to redo the entire application, just the buffer impact table sheet of the PCN form, include a cover letter stating the changes, a plan sheet showing the new impacts and be sure to include the DWQ # on the submitted information. Significant portions of initial trail alignment have been moved outside of the 50' riparian buffer and FEMA floodplain, trail width is minimized, and trail surface will consist of existing natural material to avoid the addition of impervious surfaces. 1 b.
