Enclosed is a NWP 29 application for your review. This application is submitted on
behalf of Willowtree Brunswick, LLC for the construction of a medical park located near
Calabash, NC. The applicant plans to install roads and infrastructure and divide the property into
large lots for development. One ditch classified as an RPW will be relocated in order to make all
lots easily accessible and able to support large buildings. Total disturbance will be 0.27 acre of
the RPW. A ditch that is 0.35 acre in size will be constructed in a new location and will provide
mitigation. All wetlands have been avoided.
The Pre-Construction Notification form, associated maps, and site plan are enclosed for
your review. Ms. Kim Garvey of the Corps approved the wetland line in the field on 10/7/08.
Enclosed are copies of the survey that await her signature. Thank you for your assistance with
this project.

The site is partially wooded and partially in agricultural production. One house currently exists on the property.
Development in the vicinity of the project area is farmland, residential, or undeveloped.

The proposed work is required to provide access to uplands throughout the site.

The applicant proposes to develop the tract as a medical park. The tract will be subdivided into several large lots. Roads
and infrastructure will be installed and lots will be sold for individual development. One ditch classified as an RPW will be
relocated in order to make all lots easily accessible and able to support large buildings. Sediment traps and silt fencing
will be used to control sediment and erosion during construction.

D. Impact Justification and Mitigation
1. Avoidance and Minimization
1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project.
Impacts to wetlands were completely avoided and the only proposed impacts are to a ditch classified as Relatively
Permanent Waters. This feature spans the entire length of the site, so impacts could not be completely avoided. This
ditch needs to be relocated so that large lots can be developed on the tract. A new ditch will be constructed in its place.
Two culverts will be placed in the relocated ditch to maintain hydrologic flow under the proposed road.
1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques.
Construction will include a series of silt fences around jurisdictional areas to control sediment erosion. Because of this,
impacts will be strictly limited to the above mentioned acreages.
