BARRA FARMS CAPE FEAR REGIONAL MITIGATION BANK
Cumberland County, North Carolina

ECOLOGICAL SIGNIFICANCE

ECOBANK has established a regional stream and wetland mitigation bank within the Coastal
Plain region of the Cape Fear River Basin. The mitigation bank is designed to provide up-front,
compensatory wetland and stream mitigation for in-kind, unavoidable wetland stream impacts in
the Bank's service area. The mitigation bank comprises the Barra Farms property located along
the upper reaches of Harrison Creek in Cumberland County. The Barra Farms Cape Fear
Regional Mitigation Bank (Barra Farms Bank) is composed of approximately 2,400:t acres (ac)
of interstream flats, former Carolina Bays, historic stream origins, and floodplains which had
been ditched, leveled, and drained to support agricultural and silvicultural activities. . Phase I
mitigation encompasses approximately 623 ac surrounding the historic origin of Harrison Creek
in the lower reaches of the wetland system. Phase I mitigation is providing up-front, in-kind
wetland restoration to compensate for NCDOT highway related projects in the region. Wetland
mitigation was performed prior to permit submittal and construction of specific highway
projects. Mitigation is in-kind and within basin, thereby replacing lost wetland functions and
acreage before impacts occur.

The Barra Farms Bank is a regionally and ecologically significant project site, which is located
within the Cape Fear River and South River regional wildlife corridors. The location, size and
contiguity of the property, as well as the potential for wetland and stream restoration,
enhancement, preservation and management, provide a unique opportunity to environmentally
enhance the Cape Fear River Basin. The basic goals of the Barra Farms Bank are as follows:

1. Temporary floodwater storage and attenuation
2. Conservation of groundwater discharge, thereby promoting greater recharge
3. Filtration and assimilation of nutrients and pollutants for downstream waters
4. Erosion control
5. Lower the suspended solids load to allow better light penetration and primary productivity
6. Food-web support from the import and export of detritus (debris, particle matter)
7. Major habitat for wildlife, especially listed species, thereby contributing to a wide range of
animals and plants in the area.
8. Provide a wildlife corridor to other State-owned or Conservation lands

The basic concepts of the Barra Farms Bank Management plan are as follows:

1. Wetland restoration and enhancement
2. Upland enhancement
3. Wildlife Management
4. Establish populations of 19 native tree species

The mitigation site (Site) is located on the lower portions of a broad coastal plain interstream
divide which supports the NC 210 highway corridor, extensive crop lands, small commercial and
residential development, hog farms, several state roads, and discharges influent waters into
Harrison Creek, a tributary of the Cape Fear River.

The Site contains the historic stream origin of Harrison Creek. Adjacent flats and ridges
comprise a watershed encompassing approximately 9.8 square miles (mi2) ofland with
groundwater and surface water discharging from these flats and terraces towards the Site. A
majority of the Site was cleared, ditched, drained, with wetlands effectively eliminated. The
drainage network in Phase I included approximately 100,800 linear feet (ft) of ditches and canals
distributed systematically throughout the Site. This drainage network redirected a 9.3 (mi2)
watershed into constructed canals and away from the historic origin of Harrison Creek.

All Phase I wetland and stream restoration and enhancement activities were completed on the
site from October, 1997 - January, 1998. Restoration of wetland hydrology consisted offilling
100,000+ linear feet of major canals and lateral ditches to redirect groundwater slope to the
restored section of Harrison Creek. In addition, more than 192,000 plants, consisting of 19
swamp forest, wet hardwood forest and upland pine hardwood species were planted in January,
1998. Stream and floodplain functions are being restored within the 4,400-foot stream reach on-
site and within the approximately 4,600-foot downstream segment of Harrison Creek.

Hydrologic and vegetative success criteria have been met in each of the four annual monitoring
reports since restoration was completed. Hydrologic regimes and water quality benefits have
been documented by research scientists from the Duke Wetland Center, Nicholas School of the
Environment, Duke University under the direction of Dr. Curtis Richardson (see research
abstracts following).

The Mitigation Banking Instrument (MBI) approved in February, 1999, provides for expansion
of the Barra Farms Bank to incorporate the remaining Phase II Barra land (1,817 acres). Adding
Phase II to the Bank will significantly improve the water quality, wildlife habitat and ecosystem
benefits already achieved in Phase I. Phase II restoration and enhancement activities will include
filling approximately 64,000 linear feet of ditches and planting approximately 475,000 native
trees.

The Mitigation Bank Review Team (MBRT) consisting of state and federal regulatory agencies,
have conducted several site visits and have expressed satisfaction with the ecological success and
progress to date in Phase I.
