Comments: There will be 0.3 acre of hand clearing in wetlands for the replacement structure and onsite detour. There will be an additional 1.15 acres of hand clearing due to relocation of electrical transmission lines, however much of this area is not forested. No stream was identified at the bridge crossing. There vdll be 0.06 acre of temporary fill in the hand clearing areas for erosion control measures. E. Impact Justification and Mitigation 1. Avoidance and Minimization 1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: The replacement bridge Will be approAmately 32 feet longer, the proposed bridge Will have 3 spans as opposed to the 8 spans the current bridge has. The detour bridge Was lengthened to reduce impacts to wetland. The bridge is being replaced on existing alignment to avoid greater permanent Wetland impact. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: NCDOT Best Management Practices for Construction and Maintenance Activities will be implemented. Slopes in wetlands will be at 3:1. 2. Compensatory Mitigation for Impacts to Waters of the U.S. or Waters of the State 2a. Cumulative Impacts (DWR Requirement) 3a. Will this project result in additional development, which could impact nearby downstream water quality?* r Yes r No 3b. If you answered "no," provide a short narrative description. Due to the minimal transportation impact resulting from this bridge replacement, this project will neither influence nearby land uses nor stimulate growth. Therefore, a detailed indirect or cumulative effects study will not be necessary. 4. Sewage Disposal (DWR Requirement) 4a. Is sewage disposal required by DWR for this project?* r Yes r Nor N/A 5. What data sources did you use to determine whether your site would impact Endangered Species or Designated Critical Habitat? N.C. Natural Heritage Program database; USFWS-Raleigh Field Office website;biological surveys for protected species listed for Sampson County, which include red -cockaded woodpecker and pondberry. Habitat for pondberry exists within the study area, however no specimens were observed during surveys updated on June 4, 2019. All other species received biological conclusions of "No Effect", due to habitat not being present. There were no bald eagles nests observed within 660 feet of the project area on 9/15/2017.
