Explain the purpose of the proposed project,* Primary dune along NC 12 was severely eroded during Hurricane Dorian on Ocracoke Island, exposing the roadway of NC 12 to the ocean. Project would repair the dune to protect the roadway, install sandbags in two areas of severe erosion, and reconstruct the roadway and roadway shoulder to prestorm conditions. The sandbags are a temporary measure to protect the roadway until a long term project has been selected to maintain traffic. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* NCDOT plans to have a contractor excavate sand from the South Dock dredge spoil site to repair the damaged primary dune to the maximum dimensions of the permit drawings. The dimensions of the dune would be a maximum width of 50 feet and a maximum height of 10 feet. The approximate volume of sand for the entire dune repair to the maximum dimensions would be 45,500 yards. Two sandbag structures consisting of 3 layers of sandbags with lengths of 645' and 330' would placed in the two areas of severe erosion for slope stabilization. The sandbag structure would be 20' wide and 6' high. Sand bags would be hydraulically filled from the swash zone of the adjacent beach and would be approximately 1,000 yards in volume. The roadway and roadway shoulder would be reconstructed and restored to prestorm conditions. American Beach Grass would be planted within 45 days of completion of dune reconstruction. Comments: As a result of Hurricane Dorian, MHW is currently within the area to be repaired. Approximately 1.07 acres below MHW will be filled with beach quality sand from the dredge spoil site to repair the dune. Roadway would remain on its existing alignment. No additional right-of-way will be required from NPS. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: All work will be from the roadway and dune in environmentally sensitive areas and within 300 feet on the beach of viable sea turtle nests. Equipment operations will be limited to the roadway and the areas to be repaired, and restricted from operating in areas of the beach outside the project area.
