Project Summary: The applicants wish to construct a boardwalk, pedestrian bridge, gazebo, and dock for private use and are applying for a permit to do so. Field Investigation Report: .I.W, Taylor Page 2 9. Narrative Description: The property is located at 1465 B Street Extension (SR 1602) in the city of Bridgeton. The parcel is a 6.43-acre tract adjacent the Neuse River. Approximately 1/z acre of this site is developed with a single family residence adjacent to B Street, and this also includes a section of wooden boardwalk that is about 200' long (ref. NOV #09-17C revised). This section of boardwalk connects to the back fence gate down to an unnamed tributary (UT) that is on the property. The remainder of the property is undeveloped. Adjacent properties are developed with residential uses. The elevation of the high ground of the parcel is about 5' above the normal water level. Vegetation on this tract mainly consists of Section 404 Wetlands (approximately 6 acres), mixed trees and shrubs, and upland grasses. There are no Coastal Wetlands on site. This tract has approximately 1,800' of continuous shoreline along the Neuse River and a connecting unnamed tributary (UT). This UT bisects the tract. This UT runs approximately 910' from a culvert at B Street out to the Neuse River. This UT is about 40' feet across and the Neuse River is approximately 6,074' across at this location. This UT has an average depth of about -1.5' NWL. The Neuse River has immediate offshore depths of -2' NWL. These waters are not classified as a Primary Nursery Area and there is no submerged aquatic vegetation (SAV) present. This area is closed to shellfish harvest and is classified as SC; Sw, Nutrient Sensitive Waters. The substrate in the UT is soft without shell, and the substrate in the Neuse River is firm without shell. 10. Proposed Development: The applicants wish to construct a new wooden boardwalk, bridge, gazebo, and pier adjacent to the Neuse River in Bridgeton, Craven County. The proposed development will take place at 1465 B Street Extension (SR 1602) and is intended for their private use. As a part of this project, the applicants wish to reconstruct a 128' section of their existing boardwalk that is only about 1' above the wetland substrate. This new section will be elevated up to 3' above the wetland substrate and will be 6' in width. It will connect to the remaining 73' of existing boardwalk adjacent to the UT. From the reconstructed boardwalk, a footbridge will traverse the 40' wide UT. This bridge will be 6' wide and will be elevated 6' above the normal water level (NWL) of the UT. The UT's depth ranges from -8 inches to -1'/3 NWL feet at this location. The applicants propose to have a 10' & 11'4" wide gap, elevated at least 6' above the normal water level, in between the bridge's support pilings at the deepest area of the UT to allow for thru navigation. Once across the UT, a boardwalk will continue through the Section 404 Wetlands towards the shoreline along the Neuse River. This boardwalk will be 6' wide and approximately 410' long. It will be elevated at least 3' above the wetland substrate. There will be a 14' by 14' gazebo on the north side of the boardwalk. It will be located 55' from the Neuse River's shoreline. Taylor Page 3 run perpendicular to the shoreline and will be 6' wide and 48' long. The "T" platform at the waterward terminus of the structure will be 12' long and 12' wide. There are no boat slips proposed. The construction methodology of the project will utilize traditional manual labor of decking and pilings. 11. Anticipated Impacts: The proposed bridge will reduce the navigable opening of the UT from approximately 24' wide down to two openings, 10' & 11'4", as a set of the bridge's support pilings bisect the waterway. This portion of the bridge will be elevated 6' above the NWL to allow for thru navigation of the UT. Due to the natural depth limitations of the UT, this should not adversely impact the types of vessels that are currently able to utilize the tributary (i.e. 12' johnboats). The bridge will shade 240 ftZ of open water of the UT and the dock will shade 444 W of open water of the Neuse River. The remaining connections of boardwalk and the gazebo will shade 4,396 ftZ of Section 404 Wetlands. There is no submerged aquatic vegetation (SAV) in these waters. There are no Coastal Wetlands. These waters of the Neuse River are classified as SC; Sw, NSW waters. These waters are not Primary Nursery Area and are closed to the harvest of shellfish. Turbidity of the watercourse will not be affected due to the manual installation of the pilings. The canal is very shallow of no more than 2 ft.deep. We have owned the land since 1987 and have never had any boat traffic until 2007 when Mr. Warner put in a john boat and a kayak This footbridge will in no way obstruct his use of the canal. Our purpose is to access unused portions of our property and the Neuse River. To create a safe environment for us to share with our children, grandchildren and great-grandchildren, as well as teaching and, showing appreciation and respect for the beauty and resources of the Neuse River and the land. za _o? The finished construction will be 764 feet of boardwalk of which 125 feet will be reconstructed from 3 ft. wide and 18"from wetlands to 6' wide and Yabove wetlands. The 78 feet is finished and will remain the same.. The 161 ft. is partially constructed. And 400 feet will be of new construction. A footbridge across a manmade canal of 40 feet. That is partially constructed. A f© foot pier and 12'x12' deck into the Neuse River. A gazebo 14'x14' screened in shelter. This project will consist of NO Dredging and NO Disposal Area. Because all work will be manual labor and safest for the environment and the least amount of disturbance to the wetlands. Project Plan Is to finished the walkway 6 ft. wide and 3ft. above the wetlands. Will be made of posts and board construction of 4"x6"x8' Drapine uCA-C w/CE post set 8 ft apart and 2"x6"x6' Durapine uCA_C W/CE boards and 3 ft. above the wetlands. Galvanized 5/8" nuts, washers and bolts as well as #16 Galvanized nails throughout all the walkway construction. The foot bridge will be constructed of 6"x6"x14' Durapine uCA-C W/CE post and 2"x10x14' Durapine uCA-C W/CE for runners and covered with 2"x6"x6' Durapine uCA-C W/ce boards and continue at a width of 6 foot and will rise to 6 foot above the NWL.
