NPDES Permit NCO031828
Vanceboro WWTP
Grade III Biological WPCS
Craven County
Dear Mr. Braxton:
Division personnel have reviewed and approved your request for modification of the subject permit.
Please insert these change pages into your existing permit and discard the old pages. We regret any
inconvenience this causes your organization.
The modified permit includes the following significant changes from the existing permit:
1. Monitoring has been reduced to weekly for pH, dissolved oxygen, BOD, total suspended solids,
NH3 as N, fecal coliform, and upstream and downstream temperature in Section A. (1) as a
policy is in development regarding facilities with higher classifications due to nutrient limits.
2. Monitoring has been reduced to 2/week for TRC in Section A. (1) as a policy is in development
regarding facilities with higher classifications due to nutrient limits.
3. Compliance schedule has been removed in in Section A. (1) as footnotes 9 and 10 as the
increased monitoring no longer applies.
Please note that this permit is not transferable except after notice to the Division. The Division may
require modification or revocation and reissuance of the permit. This permit does not affect the legal
requirements to obtain any other Federal, State, or Local governmental permit that may be required.
If you have any questions or need additional information, please do not hesitate to contact Brianna
Young of my staff at (919) 707-3619.
Sincerely,
DOCUS,igned by:

Permit NC0031828
Footnotes:
1. The permittee shall submit discharge monitoring reports electronically using the NC DWR's eDMR
application system [see Section A. (6)].
2. Upstream = at NCSR 1440. Downstream = approximately 2 miles downstream from the outfall.
3. The Division shall consider all effluent TRC values reported below 50 µg/L to be in compliance with the
permit. However, the Permittee shall continue to record and submit all values reported by a North Carolina
certified laboratory (including field certified), even if these values fall below 50 µg/L.
4. The monthly average effluent BOD5 and TSS concentrations shall not exceed 15% of the respective influent
value (85% removal).
5. For a given wastewater sample, TN = TKN + NO2-N + NO3-N, where TN is Total Nitrogen and TKN is Total
Kjeldahl Nitrogen.
6. TN Load is the mass load of Total Nitrogen discharged in a given period of time. See Section A. (2)
Calculation of Total Nitrogen Loads.
7. The monthly average for total phosphorus shall be the average of composite samples collected monthly.
8. Mercury must be monitored once during the permit cycle. See Section A. (5) Effluent Mercury Analysis.
ALL SAMPLES SHALL BE FROM A REPRESENATIVE DISCHARGE EVENT.
THERE SHALL BE NO DISCHARGE OF FLOATING SOLIDS OR VISIBLE FOAM IN OTHER THAN
TRACE AMOUNTS.
