Compliance Evaluation Inspection NOD — 2019 — PC — 0171 Town of Broadway Collection System Permit No.: WQCSDO014 Lee County Dear Mr. Bolich, NC Dept of Environmental Quality SEP 19 2019 Raleigh Regional Office Your letter sent on July 3011, 2019 to the Town of Broadway, was received shortly thereafter. The letter was in regards to the Compliance Evaluation Inspection conducted by Erin Deck and Zach Thomas. Both Ms. Deck and Mr. Thomas were extremely respectful and conducted their inspection in a professional manner. A few of their findings during the inspection require a response. 1. At the time of inspection, documentation of inspection of our high priority line was not recorded. There was also no documentation for a general observation of the entire system. Since receiving your letter, our public works director, Craig Buchanan, mowed all sewer outfalls and conducted an inspection of our entire system including the high priority line. He has recorded the date of his inspection on his calendar to serve as documentation. 2. It was also noted, though we have a Grease Control Program and send out notifications via water bills and newsletters regarding the importance of proper grease disposal, grease trap inspections at our local restaurants had not occurred. Since receiving your letter I have been to our four restaurants in town to inspect their grease traps and I have recorded my findings. We now have a file for annual grease trap inspections. 3. Lastly, your letter noted that an operation and maintenance plan was not available for review. Though we have the appropriate contacts of our contractors recorded and available if necessary, and we understand to contact the state in the event of a spill, this information and the proper procedures are not recorded in an appropriate manner. We are in the process of developing an Operation and Maintenance Plan including the necessary information to satisfy the states requirements. Once again, we thank you and your staff for the professionalism shown during this inspection. We hope our response to these issues is satisfactory.
