Dear Mr. Morton:
You have our approval to place fill material in 1,100 square feet of wetlands or waters for the
purpose of refurbish a boat basin by maintenance dredging and constructing new docks, ramps and
bulkheads at Shell Rock Landing Campground (end of SR 1503), as you described in your application
dated 3 May 1996, After reviewing your application, we have decided that this fill is covered by
General Water Quality Certification Number 3025.
This approval is only valid for the purpose and design that you described in your application, If
you change your project, you must notify us and you may be required to send us a new application,
For this approval to be valid, you must follow the conditions listed in the attached certification, In
addition, you should get any other federal, state or local permits before you go ahead with your
project.
If you do not accept any of the conditions of this certification, you may ask for an adjudicatory
hearing, You must act within 60 days of the date that you receive this letter. To ask for a hearing,
send a written petition which conforms to Chapter 150B of the North Carolina General Statutes to the
Office of Administrative Hearings, P.O. Box 27447, Raleigh, N.C. 27611-7447, This certification and
its conditions are final and binding unless you ask for a hearing.

8. PROJECT SUMMARY: The applicant proposes to refurbish the existing boat basin at the
campground by conducting maintenance dredging and constructing replacement docks, boat
ramps and new bulkheads around the basin,
9. NARRATIVE DESCRIYfION: The project site known as the Shell Rock Landing
Campground is located about 4 miles southwest of Swansboro at the end of State Road
#1503 which is also known as the Shell Rock Landing Road in Onslow County. The
project site consists of two deeded tracks of land owned by the respective applicants,
The property contains approximately 3.52 acres of land adjacent to the Atlantic
Intracoastal Waterway situated between Queens Creek and Saunder Creek near the
community of Bear Creek. The rural vicinity around Shell Rock Landing is an un-
zoned, unincorporated area in Onslow County, Like most other rural areas in Onslow
County, the project site is serviced by the county drinking water system, The entire
project site is located within the 575 FT. Estuarine Shoreline AEC that adjoins the
Outstanding Resource Waters (ORW) along this section of the sound. The surface
waters are also classified as "SA" and they are "open" to the harvesting of shellfish.
The aerial photographs referenced on the front of this report provides a 17 year
historical sequence of the project site from 1978 to 1995. The focal point of the
property and the subject of the CAMA / Dredge & Fill application is the man-made
boat basin originally excavated into the high ground , The project was first authorized
in November of 1970 by the Corps of Engineers Permit No, 265. Misters Morton,
have operated and maintained the property as a commercial boat ramp and campground
for the past several years, There are 16 boat slips in the basin. Although seven of the
old finger piers will be removed, the application states that only 16 wet slips will be
provide upon completion of the project. The emphasis of the proposed project is to
restore the usable water depths in the basin and stabilize the interior shoreline with
bulkheads. A late addition to the workplat drawing and applicant's permit request
includes the construction of a "fishing pier" on the primary shoreline providing
pedestrian access to the surface waters immediately adjacent to the AIWW.
As proposed, the require maintenance dredging / excavation has been divided into 4
sections: "A" is the northern leg of the basin with the shallowest water depths and the
most saltmarsh cordgrass involved; "B" is the entrance channel connecting the basin
'Nith the open waters adjacent to the AIW\V; "c" and "D" make up the east leg of the
basin and provide access to the boat ramp, The combined area of the basin is
approximately 24,370 sq. ft. or about 0,56 acres. The maintenance activities will
restore an overall water depth of -4 FT, on mean low tide. Some of the excavation
near the boat ramp and around the shoreline will be accomplished by a equipment such
as a backhoe. Other section of the basin will be dredged by using a small hydraulic
pump. The estimated spoil materials some 1,734 cubic yards of mud and sand will
1)lace in the highground dispos<J area on the north side of the basin. The spoil area is
a large open grassed field that slope towards the basin. The project plans show the
area will be dike with a vegetated berm. Maintenance dredging will displace about
1,125 square feet of marsh grass dominated by saltmarsh cordgrass.

Once of maintenance dredging has been accomplished, the shoreline will be stabilized
with bulkhead. Along the north side of basin "e" and "D", about 100 feet of new
bulkhead will be, installed. In order to create a straight alignment, the new bulkhead
will cut off an small boat slip measuring 10 ft. by 15 ft. and occupied by saltmarsh.
Elsewhere along the alignment, the bulkhead should be installed landward of the
narrow fringe (1.5 ft.) of marsh that skirts the shoreline, The same marsh grass
situation OCcurs along the shoreline in section "A". As proposed, approximately 255
feet of new bulkhead will be installed landward of the fringe marsh grass. All of the
existing finger-piers along the new bulkhead will be removed,
The workplat drawing also calls for the construction of a new dock running parallel to
the bulkhead in basin section "A" and "B". Approximately 400 feet of dock measuring
6 feet wide will connect access to the boat ramp, In combination with the maintenance
excavation, the new dock will allow 16 boats 20 to 25 feet long to be tied to the new
structure. . The existing boat ramp is located at the east end of basin "D". The 12 foot
wide ramp is in disrepair and the applicant proposes to not only resurface the ramp but
expand it to a full 18 feet wide. A small area of marsh grass on the side of the ramp
will be displaced by the new launching facility,
The last item being proposed is a fishing pier to be locate on the primary shoreline
adjacent to the AIWW. The overall length of the pier will be 55 feet and this includes
a 6 ft. wide by 80 ft. long T-Head platform, Although the water depths are shown to
be -3 ft. on mean low tide, the new pier appears to be within 15 feet of the of the
AIWW. There is no red channel marker near the proposed pier and so the workplat
drawing was c'orrected by this office using a black marker,
10. ANTICIPATED IMPACTS: The proposed project will displace approximately 1,685
square feet of saltmarsh cordgrass within the man-made boat basin, The build up of
sediments and marsh vegetation in the basin has been allowed to occur since the basin
was originally permitted about 26 years ago, The actual maintenance dredging will
restore the -4 foot water depth over approximately 24,370 square feet on subaqueous
bottomland. The new fishing pier on the AIWW will occupy an estimated 774 square
feet of estuarine surface waters on the Outstanding Resource Waters in this section of
the Western Bogue Sound ORW. If the overall length of the pier does not exceed the
length of the other pier along the same shoreline; it should not pose a problem to
navigation.
