Hi Todd,
I understand and agree that this is something that would normally be addressed earlier. When Cara submitted the
prospectus (and Draft Mit Plan for that matter) we were unaware of the ESA, and I have since learned this has been a
historically tough place to find credits for DMS and retail market. If the IRT were to entertain the idea of using the ESA as
the service area, would you like it to go back out on public notice or something like that before finalizing? I don't want to
re -start the clock on the mit plan review but am curious if that is your main concern. I am open to suggestions, or
obviously if it is a no-go, then we will move forward with Catawba 01 as the service area, as that was what has been
proposed since the beginning.

Hello all,
Now that we have received the IRT comments on the Draft Mitigation Plan, I wanted to revisit the proposed service area
for the Dogtown UMBI as we are preparing the final mitigation plan and instrument.
The draft mit plan and UMBI submitted by Cara in November 2018 had originally proposed the Catawba 018 -digit CU as
the service area. Rather than the entirety of Catawba 01, RES would like to request that the service area matches that of
the Catawba Expanded Service Area (ESA), including sections of Cataloging Units 03050101, 03050102, and 03050103, as
outlined in the attached figure from a 2018 DMS RFP. Please let me know your thoughts and if you would like to set up a
time to discuss. I have also attached a proposed service area map for Dogtown for reference.
