This application form is for use by public bodies seeking NPDES stormwater permit coverage for Regulated Public
Entities (RPE) pursuant to Title 15A North Carolina Administrative Code 2H .0126. A complete application
package includes this form and three copies of the narrative documentation required in Section X of this form.
This application form, completed in accordance with Instructions for completing MPOES Small M54 Stormwater
Permit Application (SWU-270) and the accompanying narrative documentation, completed in accordance with
Instructions for Preparing the Comprehensive 5tormwater Management Program Report (SWU-268) are both
required for the application package to be considered a complete application submittal. Incomplete application

Attach three copies of a comprehensive report detailing the proposed stormwater management program for
the five-year permit term. The report shall be formatted in accordance with the Table of Contents shown
below. The required narrative information for each section is provided in the Instructions for Preparing the
Comprehensive Stormwater Management Program Report (SWU-268). The report must be assembled in the

1. STORM SEWER SYSTEM INFORMATION
1.1. Population Served: 4560 permanent residents based on 2007
Census data from the NC Data Center. This is the most recent
Year for which data is available. No seasonal population is
Recognized.
1.2. Growth Rate: 2.4% annualized 10-year growth rate based on the
2000 U.S. Census Data and 2007 data from the NC Data Center.
1.3. Jurisdictional and NIS4 Service Areas: There is no ETJ. The
Jurisdictional and service areas are the same, i.e. 7.58 square
Miles.
1.4. MS4 Conveyance System: The town Stormwater system is made up
Of a network of pipes, open channels, catch basins, and curb and
Gutter with storm drain inlets. In general the system is very
effective moreover; the Town of Valdese has few problems with
local flooding. McGalliard Creek is the only receiving streams listed
as impaired due to poor bio-classification.

3. EXISTING WATER QUALITY PROGRAMS
3.1. Local Programs: Public Water Supply Watershed Ordinance
The Town of Valdese complies with North Carolina
Requirements for its Water Supply Watershed. The Town Code of
Ordinances (Article XIII, Sections 130-149) establishes overlay
Zones on its zoning map which designate a Public Water Supply
Watershed area. These regulations apply to new development
Requiring a Sedimentation/Erosion Control Plan. The ordinance
Allows cluster development in all Watershed areas, requires
Vegetative buffers as appropriate, establishes High Density
Development standards including a requirement for engineered
Stormwater controls, and requires proper maintenance and upkeep
Of Stormwater control structures. The ordinance also establishes
Remedies and criminal penalties for violation of the Article.
3.2. State Programs: The Town of Valdese is in compliance with the
Requirements of the North Carolina Sediment and Erosion Control
Program.

7.1.2. Target Audiences: Town of Valdese residents, employees, school

7.2.2. Storm Sewer System Map: A storm sewer system map
Showing the system's pipes, open channels, catch basins, curbs
and gutters, storm drain inlets and waterways was completed by
the employees of the Town of Valdese, in conjunction with the
assistance of the Western Piedmont Council of Governments. On
this electronic/paper map the location of each outfall was
determined using GPS locator equipment. Additions and
corrections to the map will be made annually. Copies of the map
will be available at Town Hall or at the Public Works Department
For the public to view.

7.2.3. Regulatory Mechanism: The town will use existing guidelines as
spelled out under the Sewer usage ordinance to address illicit
connections, illegal discharges, and right of entry to private property
for inspection. The ordinance details enforcement procedures and
penalties for dumping, spills, and willful illicit connections.
7.2.4. Enforcement: The property owner will be notified in writing of any
Illicit connection, discharge, dumping, or spill and given a
Reasonable amount of time to correct the problem. If the problem is
Not corrected within this time, the town will repair the problem and
Bill the property owner for costs. A system of penalties or fees may
Be established for repeat or willful violations.
7.2.5. Detection and Elimination: Illicit discharges will be detected using
Dry weather screening. Beginning at the outfall points, the inspector
Will observe any dry weather (no rain for 72 hours) flow in the
Stormwater system. Any such flow will be regarded as a possible
illicit discharge. The inspector will attempt to locate the origin of the
Discharge by tracking upstream in the Stormwater system and
Observing any unusual color, appearance, or odor. If necessary,
Right -of -entry to private property will be employed to trace the
Discharge to its source. Employees of the Fire Department and
Other town employees will be alerted to look for illicit connections
as part of their normal inspection duties.
7.2.6. Non-Stormwater Discharges: None of the listed non-Stormwater
Discharges are currently considered significant contributors of
Pollutants to the MS4.
7.2.7. Occasional incidental non-stormwater discharges: Charity car
Washes will not be treated as illicit discharges. These car washes
Must be registered with the Town prior to their occurrence. The
Town will provide information to the participants to minimize the
Contribution of the charity car washes to Stormwater pollution. The
Town will limit the total number of charity car washes, which may
Occur per year.
7.2.8. Outreach: Town employees will be informed of the hazards
Associated with illegal discharges and improper disposal of waste

7.2.9. Decision Process: After considering a number of alternatives,
Valdese has chosen what appears to be the most reasonable and
Cost effective mechanism for detecting and eliminating illicit
Discharges. The Town plans to use its existing MS4 system map
In addition, locate outfalls by means of inexpensive GPS devices.
Town employees will be trained to look for illicit discharges as part
of their regular work routine, paying particular attention to priority
Areas during periods of dry weather. In the case of failed septic
Systems, the Town will coordinate with the County Health Dept.
7.2.10. Evaluation: The town formed a Stormwater advisory group,
consisting of the members of the town's planning board, on August
24, 2009, charged with the task of reviewing Stormwater issues and
offering input for the Stormwater program on an as needed basis.
7.3. Construction Site Stormwater Runoff Control: The Town of Valdese will
Rely on the State Erosion and Sediment Control Program and the Division
Of Water Quality's general Stormwater permit program for construction
Activities to meet the construction site Stormwater runoff control
Requirement.
7.4. Post -Construction Stormwater Management in New Development and
Redevelopment
7.4.1 Stormwater Management Options: The Town of Valdese will adopt
before the end of permit year an ordinance addressing post -
construction runoff from new development or re -development
projects that disturb one acre or more (including projects that
disturb less than one acre that are part of a larger common plan of
development or sale disturbing one acre or more). All such projects
shall be required to apply for locally issued construction permit
coverage under one of the following Stormwater management
options:
7.4.1.1. Low Density Projects. Projects shall be permitted as low density if the
Project meets the following:
No more than two dwelling units per acre or 24 percent built -upon area
BUA for all residential and non-residential development;

7.4.1.2. High Density Projects: Projects exceeding the low -density threshold
(established above in low -density section) shall implement Stormwater

7.4.2. Operation and Maintenance: The Valdese program for control of post -

7.5.5. Vehicular Operations: An inspection program for vehicles and equipment
