Dear Mr. Roth:
In accordance with your permit major modification request received July 9, 2019, we are
forwarding herewith a modified Attachment A certified September 19, 2019, to Synagro Central, LLC for
the subject residuals management program.
Modifications to the subject Attachment are as follows: Addition of 300 dry tons per year from the
L.B. Stovall Water Treatment Plant (SCG644033) located in South Carolina.
The modified Attachment A shall be effective from the date of certification until February 28, 2021
(i.e., expiration date of the current permit), shall void Attachment A of Permit No. WQ0035207 issued
November 13, 2015 that was previously certified on June 21, 2019, and shall be subject to the conditions
and limitations as specified therein, as well as those specified in the above -referenced permit. Please replace
Attachment A of Permit No. WQ003 5207 that was certified on June 21, 2019 with the modified Attachment
A. Please note that the Permittee shall submit a renewal application no later than September 1, 2020.
If any parts, requirements or limitations contained in this certification are unacceptable, the
Permittee has the right to request an adjudicatory hearing upon written request within 30 days following
receipt of this permit. This request shall be in the form of a written petition, conforming to Chapter 150B
of the North Carolina General Statutes, and filed with the Office of Administrative Hearings at 6714 Mail
Service Center, Raleigh, NC 27699-6714. Otherwise, this certification shall be final and binding.
