Thanks Sue— per our telephone discussion of 9/17/2019, PTAA proposes to proceed with the Rental Car Facilities
Relocation on the basis that the Air Cargo site components of the project are Airport facilities [15A NCAC 02B
.0267(2)(1?)] such that riparian buffer impacts are "Allowable with Mitigation" [15A NCAC 02B.0267(9)]. The Maior
Variance to the Water Supply Watershed rules issued by the EMC in October 2002 to PTAA addressed these same
proposed buffer impacts and included determination of no practical alternatives and mitigation (deemed successful in
2009 and 2013). The minor buffer impacts proposed at the Inman site would be "Exempt". Thanks again for your
continued help through this process and we look forward to addressing any of your concerns with the 404/401
application.

Richard,
I just realized that your IP for GSO states it's also requesting an Exemption from the Jordan Buffer Rules. Please submit a
separate Buffer Maior Variance Application for the project, we need to track the Variance separately from the 401
application and we need specific items addressed that are in the Variance Application Form. Please let me know if you
have any questions. Since this project will need to go to the EMC, if you cite the EA document in your application it
would be beneficial for their review if you could please specify pages/sections which are specifically relevant to the
Variance application.
