If buffer restoration is the method you are requesting, be sure to include a detailed planting plan to include plant type, date of plantings, the date of the one-time fertilization in the protected riparian buffers and a plan sheet showing the proposed location of the plantings. The ridge line of the addition will be in a North/South direction. The gutter is to release the runoff at or near ground level onto a concrete splash pad on the east side of the addition. The concrete splash pad will be installed somewhat into the earthen ground so that it is permanent. The gutter will release the runoff from the west side of the addition onto the concrete sidewalk outside of the buffered area. The sidewalk will serve as a level spreader for the very minute amount runoff from the west side of this addition. The maintenance will consist of the owner inspecting the splash pad and sidewalk to make sure there is neither compromise of structural integrity nor degradation of its adjacent earthen material on a monthly basis and after each rainfall event of 1" or more of rain. If there is structural problems, the item should be repaired by replacement or re- pouring the concrete. If there is any degradation of the earthen material, the area should be sodded immediately. Additionally, the three newly planted trees on the NCDENR's list will be monitored for 5 years. If the tree dies, the tree should be replaced immediately.
