On December 13, 2013, the Division of Energy, Mineral and Land Resources received your request to
rescind your coverage under Certificate of Coverage Number NCG210422. In accordance with your
request, Certificate of Coverage Number NCG210422 is rescinded effective immediately.
Operating a treatment facility, discharging wastewater or discharging specific types of stormwater to
waters of the State without valid coverage under an NPDES permit is against federal and state laws and
could result in fines. If something changes and your facility would again require stormwater or
wastewater discharge permit coverage, you should notify this office immediately. We will be happy to
assist you in assuring the proper permit coverage.
If the facility is in the process of being sold, you will be performing a public service if you would inform
the new or prospective owners of their potential need for NPDES pen -nit coverage.

I inspected two of these sites:
(-NCG210422 - National Salvage and Service Corp can be rescinded as they have never built the
facility and it is still an empty field.
- NCG140020 - S&W Ready Mix Concrete Company, LLC still has product onsite and also about a
dozen gallon jugs of an unknown liquid strewn around the site. (see photos). I spoke with Mr.
Gay and told him that we would not be able to rescind until the product was removed. He will
contact us once the site is ready for rescission.
- We plan to inspect NCG080434 - Trimac site next week.

PROJECT DESCRIPTION
The project will consist of developing an approximately 20 acre site in the ETJ of Warsaw, NC,
Duplin County into a used railroad tie processing facility. Used and worn out railroad ties (and
potentially used power poles) will be shipped into the site by rail where they will be sorted. The
ties are usually at least 15 to 20 years old. Those ties suitable for use as landscape timbers and
repurposed for other similar uses will be shipped out by truck to various wholesalers and
retailers. Those ties that are not in a reusable conultlon'will be turned into wood chins on the
site, trucked out and sold as fuel for a nearby cogeneration facility.

general permit. This permit is issued pursuant to the requirements of North Carolina General Statute 143-
215.1 and the Memorandum of Agreement between North Carolina and the US Environmental Protection
Agency dated October 15, 2007 (or as subsequently amended).
Please take notice that this certificate of coverage is not transferable except after notice to the
Division of Water Quality. The Division of Water Quality may require modification or revocation and

We received the attached NOI to cover this facility (in Warsaw, Duplin Co.) under NCG21. The discharge will be to a UT
to Turkey Creek in the Cape Fear basin. It looks like they'd been in contact with you back in January. If the Wilmington
