Bruesch Guilford Mills, Inc. 1754 NC Hwy 903 Kenansville, NC 28349 Subject: Rescission of NPDES Stormwater Permit Certificate of Coverage Number NCG 170140 Guilford Mills, Inc. — Wake County Wake County Dear Mr. Bruesch: On 8/8/2013, the Division of Energy, Mineral and Land Resources received your request to rescind your coverage under Certificate of Coverage Number NCG 170140. In accordance with your request, Certificate of Coverage Number NCG 170140 is rescinded effective immediately. Operating a treatment facility, discharging wastewater or discharging specific types of stormwater to waters of the State without valid coverage under an NPDES permit is against federal and state laws and could result in fines. If something changes and your facility would again require stormwater or wastewater discharge permit coverage, you should notify this office immediately. We will be happy to assist you in assuring the proper permit coverage. If the facility is in the process of being sold, you will be performing a public service if you would inform the new or prospective owners of their potential need for NPDES permit coverage. If you have questions about this matter, please contact Julie Ventaloro at 919 807-6370, or the Water Quality staff in our Raleigh Regional Office at 919-791-4200. We will take public comments through June 15. We will incorporate selected public comments, and re -issue the general permit on August 1, 2009. b) The revisions we are proposing are minor. For NCG17 the most significant change will be a little more detailed explanation of the requirements under the several elements of the SPPP, as identified in Section II.A. of the current permit text. c) The permit boilerplate is confusing as to your responsibility to renew 180 days in advance. For many past permit: cycles DWQ has taken on the responsibility to initiate permit renewal under the General Permits. In general, permittees should wait to hear from us on the renewal actions, boilerplate language not withstanding. d) However, in your case, we should have already mailed out your renewal notices with all the other NCG17 renewal .otices in early February of this year. So, it looks like there has been some sort of glitch, since we don't have responses from you on any of the four facilities you list below. It looks like we mailed the four renewal notices to the mailing address shown in our records, rather than to the revised address that you provided in January. Our database stile shows: Paul R. Bruesch Guilford Mills, Inc 5644 Hornaday Road Greensboro, NC 27409 e) I will send you another copy of the four renewal notices this afternoon, and will try again to change our database address to the one you provided in January.
