On September 17, 2014 the Division of Energy, Mineral and Land Resources received your request to
rescind your coverage under Certificate of Coverage Number NCG 160112. In accordance with your request,
Certificate of Coverage Number NCG 160112 is rescinded effective immediately.
Operating a treatment facility, discharging wastewater or discharging specific types of stormwater to waters
of the State without valid coverage under an NPDES permit is against federal and state laws and could result
in fines. If something changes and your facility would again require stormwater or wastewater discharge
permit coverage, you should notify this office immediately. We will be happy to assist you in assuring the
proper permit coverage.
If the facility is in the process of being sold, you will be performing a public service if you would inform the
new or prospective owners of their potential need for NPDES permit coverage.

Sorry that I had not responded. Please see the attached inspection reports from 10/8/2014.
I recommend to rescind NCG160006, but not NCG160112.
I talked to David Glover of Barnhill Contracting Company which agreed that he was fine with keeping the NCG160112
permit active, as the railway was still being used to move construction materials. The area currently has stockpiled
construction materials and equipment. k

I received a call from Tracy Wilson at Barnhill Contracting. She mentioned that they were under the impression that
NCG160112 was the permit that would be rescinded — located on Tom White Road. She said there is no activity going on
at that location. And that NCG160006 would stay active. Please confirm which information is correct and I will make
contact with her.
