Operating a treatment facility, discharging wastewater or discharging specific types of stormwater to waters of the State without valid coverage under an NI'DES permit is against federal and state laws and could result in fines. If something changes and your facility would again require stormwater or wastewater discharge permit coverage, you should notify this office immediately. We will be happy to assist you in assuring the proper permit coverage. If the facility is in the process of being sold, you will be perflorming a public service if you would inform the new or prospective owners of their potential need for NPDES permit coverage. I have revised the NOI application to include treated wastewater discharging from the site in north easterly corner at the proposed rapid filter location. We constructed the proposed Ilter and ran tests. Basin 4 shall discharge when full onto the filter and through the filter discharging offsite. Therefore, in case there is any washout or other wastewater shall be treated and properly discharged from site through the rapid fi Iter. Southeastern Concrete exterior and truck washout is done on a concrete pad that is decanted through multiple concrete basins where water ph is reduced to 8.9 or less by a carbon dioxide system. The water is recycled for use in dust control on site throughout the day. Therefore, in case there is any washout or other wastewater shall be treated and properly discharged from site through the rapid filter. I have darkened lines for drainage areas as requested and included three copies for you. I have also sent you pictures of the test and other fabric information. Replace the flotation frame and the Sheen Sweep is ready to reuse. OillWater Separators Oillwater separators efficiently remove MOST of the oil as oily water passes through the system. Again, on most oillwater separators, a residual rainbow sheen remains at the point of final discharge. Simply provide Adsorb -it` as a final filtration media and the final discharge oil sheen is eliminated. See a simple Polishing Filter Pack Unit design with screen plates covered with Adsorb-ito, and a drop -in Oh Water Separator Filter Curtain design. Makeup water is from non potable well water supply system. This system is also connected to the City water in case the well is ever unavailable. Cross connection controls are installed to City standards. Domestic water is City water and wastewater is discharged to a septic tank/lateral field There is no wastewater discharged from site. The aqueous solution Recover is now used to prevent the need for wash out of the inside of the mixer drums. Currently 36 ounces of Recover are combined with 40 gallons of water and left to coat one drum's interior over night. The solution prevents any leftover concrete from hardeninglsettling in the drum. It loses potency by the next morning and doubles as mix water for new concrete. Washout wastewater has been eliminated, Water used for exterior washing of trucks is captured in concrete storage basins. Exterior wash water is contained in the four wash out basins located in the area north east of the batch plant facility. The water ponded is dependent upon both evaporation and percolation to maintain current conservation level. A carbon dioxide system is expected to reduce the Ph to below 8(if needed on temporary basis). The accumulation of fines in the exterior wash water pond will have to be excavated from time to time and go the resulting material will be hauled to an acceptable landfill. Wash out water where fines have settled out is pumped into a tank where water is used on the entire site for dust control as needed. The basin area is complete with a concrete berm to allow for a one -foot freeboard in case of excessive rainfall. The concrete berms keep the washout on site where it percolates into a rapid filter and slowly discharged to a ditch. The rest of site drains off site from existing catch basins on site and surface flow. Ascorbic acid is also used with water for exterior truck wash. The wash water is collected in a series of four blocked concrete lined storage basins. There is generally no discharge from the first basin fills up and is decanted from the top into the next basin in series. The fourth basin has relative clear wash water. The third basin in series will utilize a carbon dioxide system to reduce the Ph of the washout water to below 8 as required. Settled solids are periodically removed from each basin as needed to a drying basin and are used as road/sub-grade base material and deposited in landfill. Storage basins were being cleaned once every three days beforehand inside wash out water. With no wash water from the inside of any mixers being expelled, that occurrence is expected to become once every four months or so. 60 total trips/day x 40 gals wash/ after loading = 2,400 gals/day (*Total exterior wash water discharged to storage basins each day) 0 After solids settle out of the last basin, water is pumped out into a water tank and distributed on site for dust control. A typical tank contains 700 gallons. 700 gal x 6.5 trips per day = 4,550 gals /day for dust control In case water is not available from the last basin, non potable well water is used for dust control. Storage basin: 27' wide x 54' long x 3' deep = 4,374 ft3 (1' free board) 4,374 ft3 x 7.48 gal/ ft3 = 32,717 gal 32,717 gal _ 2,400 gal/day = 13.6 days 13.6 days x 4 basins = 54 days total CO2 Gas for Ph and Total Solids Control (if needed as temporary backup plan) In the event that use of the Recover Capture of washout has to be altered, Southeastern Concrete has installed a ph control and monitoring system that uses a IS CO2 gas system to lower the ph of process water and total suspended solids for any washout water discharged to the concrete basins. Typical treatment of similar installed systems that lower the washout Ph to 7.5 yield suspended solids in the range of 10-18 mg/l. Treated water in this range meets new State permit requirements for direct discharge. Southeastern Concrete proposes to install a 4 inch drain opening to drain any overflow from the final storage basin into a rapid filter drain to allow water to leave the site with TSS less than 10 mgll. This combination of treatment meets State discharge limits if required by permit. Work on trucks in garage is self contained. Oil from vehicles is recycled for heating garage in cold weather. Stormwater takes advantage of natural drainage and will cause the least amount of disturbance to the site. Storm Drainage The southeastern Concrete site is 3.7 acres. The effective drainage area is approximately 3.1 acres. Most of the existing site is gravel, crushed concrete and ABC stone. The site is bordered by an existing ditch on the west and an existing ditch on the North. The existing site drains to the west and some to the north. The aggregate storage area is sprayed down from well water and excess water is recycled by collecting excess in a cistern and re -pumping to spray on aggregate. The concrete wall keeps water on site. Because of using the "Recover Solution to wash trucks, there is not a direct source of discharging concrete wastewater off site. The storm water runoffs into the west ditch and north ditch efrom a very flat site. There is an existing concrete block wall that controls and prevents most of the stormwater leaving the site. Where stormwater is collected on the northeasterly corner of the property shall discharge to the existing ditch thorough riser barrel rapid filter. This filters water collected around the storage basin area. Also, the final storage basin may use an overflow drain into a filter drain. The base drainage map with proposed improvements riser basin and is complete. The log of admixture usage is ongoing and is logged monthly. 5. MAPS A. A site map showing location of storage piles, storage silos, fuel storage areas, buildings, entranceslexits, berms to keep stormwater off and on the site, water pollution control structures, best management practices needed to implement the SWP Plan, waste concrete piles, warehouses, any areas where left over concrete is dumped, where trucks are washed, etc and the normal stormwater flow direction across the site is provided. Storm Water Inspection and Maintenance. It is important to inspect and maintain stormwater structures and outlet areas on site. Stormwater shall inspect to NCDNR Land Quality standards for monitoring erosion and sedimentation control. Southern Concrete shall designate a stormwater compliance inspecting officer to Inspect the sight after every 0.5 inch of rain. All surface and pipe discharges shall be inspected. If any deficiency's are observed, then those deficiencies are documented and reported to the facility manager to be fixed or repaired. Repair dates shall be recorded. The Riser barrel rapid filter shall be inspected, to insure continuing operation. The filter beds may be raked, remove in excess material, use clean outs to maintain Perforated pipes. If needed, top layer of filter fabric may be replaced and re builds the bed.
