In accordance with your application for a discharge permit received on May 19, 2006, we
are forwarding herewith the subject certificate of coverage (COC) to discharge under the subject
state — NPDES general permit. This permit is issued pursuant to the requirements of North
Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina
and the US Environmental Protection Agency dated May 9, 1994 (or as subsequently amended).
Please note that this COC does not allow discharge from the irrigation of raw
material stockpiles, which is defined as a wastewater, from this site. This stipulation is a
result of the information presented in the application and gathered during technical review of
your request for an authorization to construct wastewater treatment system(s) at this plant.
Please take notice that this certificate of coverage is not transferable except after notice to
the Division of Water Quality. The Division of Water Quality may require modification or
revocation and reissuance of the certificate of coverage. This permit does not affect the legal
requirements to obtain other permits which may be required by the Division of Water Quality or
permits required by the Division of Land Resources, Coastal Area Management Act or any other
federal or local governmental permit that may be required.
An Authorization to Construct treatment facilities has been issued concurrently with.
this COC. The Asheville Regional Office, telephone number (828) 296-4500, shall be notified
at least forty-eight (48) hours in advance of operation of the installed facilities so that an in -place
inspection can be made. Such notification to the regional supervisor shall be made during the
normal office hours from 8:00 a.m. until 5:00 p.m. on Monday through Friday, excluding State
Holidays.

certification must be received from a professional engineer certifying that the permitted
facility has been installed in accordance with the NI'DES Permit, the associated
Authorization to Construct, and the approved plans and specifications. Please mail the
certification (attached) to the Stormwater Permitting Unit, 1617 Mail Service Center, Raleigh,
NC 27699-1617.
One (1) set of approved plans and specifications is being forwarded to you. The Permittee
shall maintain a copy of the approved plans and specifications on file for the life of the facility.

Summary
This facility submitted a Notice of Intent to be covered under General Permit NCG 140000 (Ready -
Mix Concrete). The stormwater and wastewater discharge drains to the Swannanoa River through
an NC DOT storm sewer system (Class C), in the French Broad Basin. This facility is located in
Buncombe County, handled by the Asheville Regional Office.

ATC Review
Site Plan and Calculations:
• Aggregate piles do not drain to the recycle system but to the stormwater pond (no
wastewater treatment). However, the submittal states these stockpiles are washed and will
not be irrigated (Why not? Is temperature not a problem?). NCG14 addresses "wetting of
(i.e., irrigating) stockpiles as wastewater but does not address rain falling on stockpiles... is
that just stormwater then? Not irrigated (see phone logs).
• In this case, yes. In 40 CI"R §122.26, the definition of "stormwater associated with an
industrial activity" includes stormwater discharges from "storage areas for raw materials."
The sand and aggregate piles at this site could be considered storage areas. Also, washed
stone runoff is different than the raw material stockpile stormwater runoff at cement
manufacturers, regulated by the effluent guidelines in 40 CFR §411. That runoff contacts

limestone, chalk, shale (aluminum and silica source), and iron ore piles —materials that result
in high pI-I or other concentrated contaminants. Because the regulations do not
specifically address ready -mix concrete stockpile stormwater runoff, because NCG14
only specifies stockpile irrigation runoff as wastewater, and because the runoff from
washed stone is significantly less contaminated than that in the cement industry, will
not require this site to treat aggregate pile stormwater runoff as wastewater. (Again,
this will not hold true if the site ever wets its stockpiles, so the COC will be written to
exclude that wastewater).
• Emergency spillway not shown for stormwater detention pond (but there is an emergency
swale to the north noted for overflow). This should be included to protect the earthen
structure. Recommended to engineer (see phone logs). Not part of ATC.
• Calculated runoff from 25-year, 24-hr storm (6" in Black Mountain). Does 567 sq. ft.
include the wastewater collection basin area as well? Yes (see phone logs).
• Is the 3000 gallon wastewater storage tank open to rainfall? Even if it had been disregarded
in the design, the volume collected in a 6" rain would be —39 cu. ft., or 294 gallons. So there
is still room in the tank (2,696 + 294 = 2,990 gal.)
• Water balance around recycle system was done properly, and assumptions for washouts, etc.
look reasonable. With deficit based on estimated water usage, as well as additional
storage tank (>12,000 gal), maintaining 1' freeboard in the recycle system should not
be a problem.
• The drainage area to the stormwater pond is 38,350 sq. ft., and the pond (7,991 cu. ft.) is
sized fora much smaller storm (-2.5"). This is fine, as long as it will receive slornmwater only
(however, the site should expect to discharge routinely and must fulfill monitoring
requirements for the permit.)
• Drainage area sketch received 6/20/06.

Spoke with 1". Sexton with Brooks & INIedlock Engineering (828.232.4700) on 6/12/06; Items
discussed:
✓ This is an existing site that was never permitted and is coming into compliance with
installation of the recycle system, etc. No E&SC plan is required.
✓ Apparently aggregate piles are not irrigated. The plant sometimes needs to add more water
into the mix to lower the temperature, but it does not vet down the storage piles. I
reiterated that this was important because it meant the difference between wastewater and
stormwater (and more information would be needed for an ATC to be approved in that
case), and that the COC will reflect this type of wastewater can not be discharged at this site.
✓ Drainage area to wastewater basin does include the basin itself. Requested a drawing to
delineate the drainage area on the map more clearly (will fax).
Follow up with P. Sexton re: fax on 6/20/06 to clarify drainage area to recycle system:
✓ Draimage area to wastewater basin includes only basin itself and concrete pad, which is raised
and pitched so that no run-on, except what falls on the pad, is captured/recycled. Trucks
pull in from the northeast corner. (See schematic faxed 6/20). All other stormwater on -site
directed to stormwater pond.
✓ Recommended emergency spillway on pond to direct overflow from larger storms into swale
designed for these flows (however, this is not part of the ATC).

We've received an NOI and ATC request from Black Mountain Creek in Swannanoa for coverage of
their existing facility under NCG 14 (NCG 140361) and retrofits to their treatment system. The site
discharges stormwater and potentially wastewater into the Swannanoa River (class C) through an
NCDOT storm sewer system. A copy of the NOI and attached calculations/narrative/site layout is
attached.
The site is proposing a recycle system designed to contain the 25-year storm. The calcs were
straightforward and looked reasonable. Apparently, this site will not be irrigating its aggregate
stockpiles (and I told the engineer that this wastewater would be excluded from the COC); I did not
consider rainwater falling on these piles as wastewater because the permit does not address it as
such.
Does the Asheville Regional Office have any concerns about issuing this facility a COC/ATC for this
general permit? If we don't receive any objections, we'll issue the COC in 30 days.

Process
The following information details the cement manufacturing
process.
Quarrying and crushing
The primary raw material for cement manufacture is calcium
carbonate or limestone. This is obtained from the quarry
where, after the removal of overburden, the rock is blasted,
loaded into trucks and transported to the crusher. A
multistage crushing process reduces the rock to stone less
than 25 mm in diameter. Most modern cement factories are
located close to a source of limestone as about 1.5 tons of
limestone are needed to produce one ton of cement.

The crushed rock is stored in stockpiles where, by a carefully
controlled process of stacking and reclaiming across the
stockpile, blending takes place and a uniform quality of raw
material is achieved. Systematic sampling and laboratory a4tl

Raw milling and homogenisation
Carefully measured quantities of the various raw materials are
fed, via raw mill feed silos, to mills where steel balls grind the
material to a fine powder called raw meal. Homogenising silos
are used to store the meal where it is mixed thoroughly to
ensure that the kiln feed is uniform, a prerequisite for the
efficient functioning of the kiln and for good quality clinker.

Burning
The most critical step in the manufacturing process, takes
place in the huge rotary kilns. Raw meal is fed into one end of
the kiln, either directly or via a preheater system, and
pulverised coal is burnt at the other end. The raw meal slowly
cascades down the inclined kiln towards the heat and reaches
a temperature of about 1 450 °C in the burning zone where a
process called clinkering occurs. The nodules of clinker drop
into coolers and are taken away by conveyors to the clinker
storage silos. The gas leaving the kiln is cleaned by
electrostatic precipitators prior to discharge into the
atmosphere.

Cement milling
The cement mills use steel balls of various sizes to grind the
clinker, along with a small quantity of gypsum to a fine powder
which is then called cement. Without gypsum, cement would
flash set when water is added and gypsum is therefore
required to control setting times. The finished cement is
stored in silos where further blending ensures consistency.

process ensures the consistency and quality of the end
product. Testing takes place at the stages of the

Cement despatch
Cement is despatched either in bulk or packed in 50 kg Bags
and distributed from the factory in rail trucks or road vehicles.
The 50 kg bags are either packed directly onto trucks or can
be palletised. The pallets can be covered by a layer of plastic
to offer further protection from the elements. Various types of
cement are sold, and more information on these can be found
in the Products area of the website.

PROJECT DESCRIPTION
This project consists of the permitting of stormwater and wastewater discharge from a concrete
ready mix plant located in Swannanoa, North Carolina.
SITE DESCRIPTION
The site consists of mostly cleared 1.0 acre parcel located 2493 U.S. Hwy 70. The site currently
consists of an operating ready -mix plant with associated equipment, buildings, & infrastructure.
Site topology is mainly level with cut banks at the south and east boundaries. The site slopes
from the cut banks to the northwest. The lowest area is at the northwest corner along U.S. Hwy.
70.
PURPOSE
The purpose is to obtain a NPDES General Discharge Permit NCG 140000 to discharge
stormwater and wastewater under the National Pollutant Discharge Elimination System (NPDES)
and to obtain an Authorization to Construct (ATC) to implement the necessary infrastructure to
comply with NPDES requirements.
PROCEDURES
The existing site layout and operating configuration was verified through a current site survey and
visual site inspection. A meeting was conducted on site with the owner, Asheville Division of
Water Quality Regional Office representative, and our office. Current site deficiencies were
noted. Engineering plans have been prepared to bring current site configuration to NPDES
permit compliance.
FINDINGS
To comply with NPDES requirements, Brooks & Medlock Engineering, PLLC (BME) has
provided engineering plans dated May 19, 2006 that depicts the necessary infrastructure required.
Effluent limits for the current site configuration can be achieved through a recycle system and a
water mass balance. The truck washdown area has been graded to allow all site wastewater to be
collected in a single small basin area; all other surface water will bypass the wastewater basin and
be treated as stormwater. The stockpile areas are located within the stormwater basin area and
consist of material that has already been washed and will_ not be wetted dp-wn. The truck
washdown area will cpllecfall material from the truck and drum washdown into a ramped
wastewater collection basin that will allow all heavy material and settable solids to settle out.
Wastewater will be skimmed from the top and flow into a 3,000 gallon storage tank. Wastewater
from the 3,000 gallon tank will be pumped by manual control panel operation to an existing
12,331 gallon storage tank used for concrete production. A high water alarm will be installed to
warn when the tank reaches 85% capacity. The 3,000 gallon storage tank has been sized from
calculations for the 25 year, 24 hour storm event and maximum daily water use classified as
wastewater. Calculations have been provided as Attachment "A". From the calculations
provided there is a water balance deficit of 814 gallons, therefore all recycle water is used in the
manufacture of concrete yielding a 0 discharge of wastewater effluent. All total suspended solids
and pH are contained on site and reused for concrete. The existing 12,331 also provides
additional storage above requirements. As an additional protection of settable solids for the
stormwater basin a retention pond has been provided. All stormwater will be collected and
pumped into the 12,331 gallon storage tank as needed. A Stormwater Pollution Prevention Plan
(SPPP) will be written as required by the NPDES permit in concurrence with the proposed plan.
