On July 6, 2015, the Division of Energy, Mineral and Land Resources received your request to rescind your
coverage under Certificate of Coverage Number NCG080872. In accordance with your request, Certificate
of Coverage Number NCG080872 is rescinded effective immediately.
Operating a treatment facility, discharging wastewater or discharging specific types of stormwater to waters
of the State without valid coverage under an NPDES permit is against federal and state laws and could result
in fines. If something changes and your facility would again require stormwater or wastewater discharge
permit coverage, you should notify this office immediately. We will be happy to assist you in assuring the
proper permit coverage.
If the facility is in the process of being sold, you will be performing a public service if you would inform the
new or prospective owners of their potential need for NPDES permit coverage.

general permit. This permit is issued pursuant to the requirements of North Carolina General Statute
143-215.1 and the Memorandum of Agreement between North Carolina and the US Environmental
Protection Agency dated October 15, 2007 (or as subsequently amended).
Please take notice that this certificate of coverage is not transferable except after notice to the
Division of Water Quality. The Division of Water Quality may require modification or revocation and
reissuance of the certificate of coverage.
This permit does not affect the legal requirements to obtain other permits which may be

We have a number of applications in-house for this company, one of which is located in your territory. According to the
application this is a vehicle maintenance facility. They discharge via M54 to Long Branch which is 303(d) listed for
eco/bio integrity for fish and benthos. From reading the CF basin wide plan (2005), 1 see there are a couple large
terminals nearby which may have contributed to the listing (phenols in ww disch.) and this facility may not be much of a
concern when compared to them, not sure. Anyway, should I go ahead and issue the permit or would you like to have a
look first?
