On 9/25/2012, the Division of Water Quality received your request to rescind your coverage under
Certificate of Coverage Number NCG080860. In accordance with your request, Certificate of Coverage
Number NCGO80860 is rescinded effective immediately.
Operating a treatment facility, discharging wastewater or discharging specific types of stormwater to
waters of the State without valid coverage under an NPDES permit is against federal and state laws and
could result in fines. if something changes and your facility would again require stormwater or
wastewater discharge permit coverage, you should notify this office immediately. We will be happy to
assist you in assuring the proper permit coverage.
If the facility is in the process of being sold, you will be performing a public service if you would inform
the new or prospective owners of their potential need for NPDES permit coverage.

In accordance with your application for a discharge permit received on October 7, 2009,
we are forwarding herewith the subject certificate of coverage to discharge under the subject state
— NPDES general permit. This permit is issued pursuant to the requirements of North Carolina
General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the
US Environmental Protection Agency dated October 15, 2007 (or as Subsequently amended),
]'lease take notice that this certificate of coverage is not transferable except after notice to
the Division of Water Quality. The Division of Water Quality may require modification or
revocation and reissuanec of the certi f icate of coverage.
Per the requirements of the Catawba Riparian Buffer Rule, all stormwater drainage to
stream buffers, from portions of this site that have been constructed after .Lune 30, 2001, must be
discharged through a correctly designed level spreader or another device that meets diffuse flow
requirements per 15A NCAC 213 .0243. Diffuse flow requirements are described in Chapter 8 of
the North Carolina Stormwater BMP Manual, available at:

This permit does not affect the legal requirements to obtain other permits which may be
required by the Division of Water Quality or permits required by the Division of Land Resources,
Coastal Area Management Act or any other federal or local governmental permit that may be
required.

Describe:
There area outside the USPS facility is entirely paved with asphalt. The area is sloped so all stormwater flows
to a central low spot. The stormwater is conveyed off site via a cut in the concrete curb with a concrete swale
leading off site. There is also a concrete barrier wall (-5' tall) around the back portion of the parking area with
razor wire at the top. Where the concrete barrier wall meets the curbed parking area with chain link fence there
are vertical cutouts in the concrete barrier wall that allows the stormwater to drain from the parking area in
larger storm events. Therefore there are two stormwater outfalls on site.
