-This project is located adjacent to the Neuse River
Class - C NSW, Neuse River Basin
-Simply, this site is a POOR (worse than poor) location for a
golf course. As proposed, this site and the activities
associated with the golf course will degraded water quality
of the Neuse adding nutrient load to this sensitive water
basin.
Specifically, golfing Holes numbered as 15,4,6 and 7 (on the
attached map) are located in the floodplain directly adjacent
to the Neuse river. Of these sites number seven (7)
juxtaposed on an intermittent drain that flows downstream
into the Neuse floodplain is poorest location and absolutely
should be moved. (lets discuss)
-It was noted that impacts to many of the higher quality
wetlands have been avoided.
RRO Recommendations
-Move course number 7, and if possible the remaining holes
located adjacent to the River.
-Stormwater controls, including grassed diversion swales,
velocity dissipators, and potential development of several
stormwater ponds should be required to be designed into this
development. Perhaps a closed irrigation system, where storm
water is used to irrigate the course. (Note: the consultant
was not sure how the course was going to be irrigated.)

APPROVAL of 401 Water Quality Certification and ADDITIONAL CONDITIONS

Dear Goodwin:
You have our approval to place fill material in 1.889 acres of wetlands or waters for the purpose of a golf
course/residential community at River Ridge, as you described in your application dated 15 March 1996. Ailer
reviewing your application, we have decided that this fill is covered by General Water Quality Certification
Numbers 2732 and 2671. These certifications allow you to use Nationwide Permit Numbers 14 and 26 when
they are issued by the Corps of Engineers.
This approval is only valid for the purpose and design that you described in your application. If YOll
change your project, you must notify us and YOll may be required to send liS a new application. For this
approval to be valid, you must follow the conditions listed in the attached certification, Additional conditions
are that:
1. a flow dissipater device shall be installed in the stream channel at the upper end of the central wetl:md
to encourage sheet now of water across the wetland:
2. A 50 foot undisturbed buffer shall be maintained along the Neuse River except at locations shown on
the 30 April 1996 submittal,
3. stormwater from the golf course shaH not directly discharge into waters of the State and
4. deed restrictions shaH be added to all lots with jurisdictional wetlands to prevent future fill.
In addition, you should get any other federal, state or local pennits before you go ahead with your project.
If you do not accept any of the conditions of this certification, you may ask for an adjudicatory hearing.
You must act within 60 days of the date that you receive this letter. To ask for a hearing, send a written
petition which conforms to Chapter 150B of the North Carolina General Statutes to the Office of Administrative
Hearings, P.O. Box 27447, Raleigh, N.C. 27611-7447. This certification and its conditions are final and binding
unless you ask for a hearing.
This letter completes the review of the Division of Environmental Management under Section 401 of the

Except at fairwal crossings. require the maintenance and or establislunent of 50-
foot forested buffers bel ween fairways and streams on the course. For the
fairways directly adjacent to the Neuse Rivert a 100-foot forested buffer is
recommended between the fairways and tho river.

Realign hole number seven and tbe adjacent lots so that this tributary and
associated wetlands can be preserved.
S\ormwater ponds need to be incorporated into the course lalou.t to minimize the
addition of toxic su.bstances to the Neuse River. Wetland WL16K is aloeation
where it would appear a stomlwater pond could be installed or the wetland
expanded to treat runoff. WL 170 impacts should be reduced near the road
crossing and be considered for a stormwater treatment area. The wetland impact
for WL loa should be reduced or avoided by shifting the fairway toward the
clubhouse: area.. A stormwatcr bMin is also recommended for this drain. A
stormwater basin should also be considered near WL13I. Another area to
consider a stormwater basin is between fairways four and five in the vicinity of
WL4C-2. A stormwater basin should also be incorporated into hole number
seven.
4.
Cloarins of the wetland number 17 should be minimized to the opening needed
tor the fairway. Retaining the remainder in woodland will provide water quality
functions, including processing nutrients.
Wetland WLROOI should be avoided becal1se it is providing water quality
functions and mnphJbian breeding sites.

Staff biologists with the North Carolina Wildlife Resources Commission have
reviewed the subject application for 401 Water Quality Certifica.tion with respect to
anticipated project impacts on aquatic habitats. A site visit wa.'J made on April 10, 1996.
OUf comments are provided in accordance with certain provisions of the Fish and
Wildlire Coordil1utton Act (Stat. 401, as amended; 16 U.S.C. 661 et. l.leq.), and Section
40 1 (b) of the Clean Water Act of 1971 (as amended), and North Carolina General
Statutes (G.S. 113-131 etseq.).
The proposed project involves the filling of 0.234 acres under Nationwide 14 ftl1d
fllUng of approximately 1.655 aores Wldcr Nationwide 26. The total area of wetlands on
the site is unknown.
Wetlands on this site include floodplain areas and one intermittent channel and
backwater (hole number seven) that is directly connected to the Neuse River. Therefore,
we question the permitting ofthis project under a nationwide permit.
The configuration of hole number seven is of special concern because the pluns
call for the :fi II of this drain and a portion of the backwater area. The toxic runoff from
this fairway willllkely drain directly into the remaining portion of this tributary and into
the Neuse River.
We request that the followina modifications be incorporated into this permit to
help mitigate the adverse impacts to aquatic habitats and water quality in the Neuse
River:
1. Place deed restrictiotUl on the remaining property to prevent further wetland
destruction by current or future owners

The purpose of this letter and application package is to request Nationwide Permits 14
and 26 and Section 401 Water Quality Certification for the project known as River
Ridge. This project, owned by Mr. R.E. Goodwin, is located near Auburn, NC (Wake
County). The site is shown on the attached plans and USGS Topo Quad vicinity map.
A Nationwide Permit 26 will be necessary to impact 1.655 acres (see map) of
jurisdictional wetlands above headwaters for the development of a residential
subdivision and golf course. An additional 0.234 acres of impacts for a road crossing is
requested under Nationwide Permit 14. Non-mechanized wetland clearing will occur on
this site; the proposed hand clearing does not require a permit. All impact and clearing
areas are shown on the attached site development plan.
The attached WETLAND IMPACT TABLE contains information regarding the sizes and
types of wetland that are to be impacted. Preliminary designs were reviewed with John
Dorney of DEM and were revised based on his input so that wetland impacts were
minimized and / or avoided.
