coverage under Certificate of Coverage Number NCG070067. In accordance with your request,
Certificate of Coverage Number NCG070067 is rescinded effective immediately.
Operating a treatment facility, discharging wastewater or discharging specific types of
stormwater to waters of the State without valid coverage under an NPDES permit is against
federal and state laws and could result in fines. If something changes and your facility would
again require stormwater or wastewater discharge permit coverage, you should notify this office
immediately. We will be happy to assist you in assuring the proper permit coverage.
If the facility is in the process of being sold, you will be performing a public service if you would
inform the new or prospective owners of their potential need for NPDES permit coverage.

Hi Bethany — I left a voicemail yesterday about this but thought I`d follow up with an email to hopefully be a little more
clear. Hanson Brick East, LLC's "Farm Mine" is listed twice as having a sormwater permit COC. One listing is
NCG020505, which is correct. The other listing is NCG070067, which is incorrect,
The NCG070067 COC was originally obtained for our brick manufacturing plant site in Pleasant Garden which consists of
Plant #1, Plant #2 and the on -site mine. I`m not sure when, but somewhere along the way the Facility Name for this
COC got listed as the "PG Farm Mine" which already has coverage under the 020000 permit.
Below, I have copied the entries from the Active Permit Spreadsheet that I downloaded from the NCDENR website. The
first two entries show what is in the spreadsheet and the third entry below is what it should be. I didn't print out the
COC for NCG070067 due to this anomaly, but will do so once the facility name and address are correct.
Any help you could provide in getting this straightened out would be appreciated. If you need to contact me, either reply

Certificate of Coverage (COC) is ready for renewal and download from our we.bsite. Please follow the instructions below
and be sure to print your new COC for your records when you complete the renewal step.
1. Go to the following URL link: http://portal.ncdenr.orp/web/wq/ws/su/permit-renewal
2. Enter your COC Permit Number and unique PIN:

4. Click "SUBMIT." A confirmation screen should follow.

permit modification. This modification documents the change in name at the subject facility. All other terms and
conditions in the original permit remain unchanged and in full effect. This permit modification is issued under the
requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North
Carolina and the U. S. Environmental Protection Agency dated December 6, 1983.
If any parts, measurement frequencies or sampling requirements contained in this permit modification are
unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30) days
following receipt of this letter. This request must be a written petition conforming to Chapter 150B of the North

Your facility is currently covered for stormwater discharge under General Permit NCG070000. This permit expires
on March 31, 2003, The Division staff is currently in the process of rewriting this permit and is scheduled to have
the permit reissued by early spring of 2003. Once the permit is reissued, your facility would be eligible for
continued coverage under the reissued permit.
In order to assure your continued coverage under the general permit, you must apply to the Division of Water
Quality (DWQ) for renewal of your permit coverage. To make this renewal process easier, we are informing you in
advance that your permit coverage will be expiring. Enclosed you will find a Permit Coverage Renewal
Application Form. The application must he completed and returned by October 2, 2002 in order to assure
continued coverage under the general permit. Due to staff and budget constraints, letters confirming our receipt of
the completed application will not he sent.
Failure to request renewal within the time period specified, may result in a civil assessment oral least $250.00.
Larger penalties may be assessed depending on the delinquency of the request. Discharge of stormwater from your
facility without coverage under a valid stormwater NPDES permit would constitute a violation of NCGS 143-215.1
and could result in assessments of civil penalties of up to $10,000 per day.
Please note that recent fecleral legislation has extended the "no exposure exclusion" to all operators of industrial
facilities in any of the I I categories of "storm water discharges associated with industrial activity," (except
construction activities). If you feel your facility can certify a condition of "no exposure", i.e. the facility industrial
materials and operations are not exposed to stormwater, you can apply for the no exposure exclusion. For additional

If the subject stormwater discharge to waters of the state has been terminated, please complete the enclosed
