■ A Stormwater Pollution Prevention Plan Certification Form. This form certifies that you have
developed and implemented the Stormwater Pollution Prevention Plan (SPPP) required in your
permit. This form must be completed and returned to the Division within 30 days of receipt of
this letter. DO NOT send the SPPP with the signed form.
■ Five copies of Analytical Monitoring forms.
Five copies of Qualitative Monitoring forms.
■ A copy of a Technical Bulletin on the stormwater program which outlines program components
and addresses frequently asked questions.
■ A corrected Certificate of Coverage if you indicated a name or address change on the Renewal
Form returned to the Division.
Your certificate of coverage is not transferable except after notice to DWQ. The Division of Water
Quality may require modification or revocation and reissuance of the certificate of coverage.
This permit does not affect the legal requirements to obtain other permits which may be required by
DWQ or permits required by the Division of Land Resources, Division of Air Quality, Coastal Area
Management Act or any other Federal or Local governmental permits that may be required.

DEED OF EASEMENT
THIS DEED OF EASEMENT is made and entered into as of the 364n day of

JOHN STEPHEN MILLER, JR. and wife, MARY CARTER G. MILLER; and MECCA

referred to collectively as "Grantor") and CHARLOTTE CARTON PACKAGING LLC, a
Deleware limited liability company (hereinafter referred to as "Grantee'.
BACKGROUND STATENIENT
1. Grantor is the owner of that tract of land located in Pineville, Mecklenburg County, North
Carolina, which is more particularly described in Deed recorded in Deed Book 6180, at Page 104
in the Mecklenburg County Public Registry (hereinafter the "Miller Property"}.
2. Grantee is the owner of approximately 26.1 acres which lies adjacent to and to the Noqh
of the Miller Property which is described in Deed recorded in Deed Book Cii 3 , at Page
in the Mecklenburg County Public Registry, which description is hereby incorporated herein by
reference (hereinafter the "Charlotte Carton Property'.
3. Grantor has agreed to grant to Grantee an easement over and across a portion of the
Miller property in order to service and maintain a catch basin and related pipes and conduits
which are located on the Miller property and which service the Charlotte Carton Property.
STATEMENT OF AGREEMENT
NOW, THEREFORE, in consideration of the mutual covenants and premises set forth
herein, and for other good and valuable consideration, the adequacy of which is hereby
acknowledged, the parties do hereby agree as follows:
1. GRANT OF EASEMENT. Grantor does hmeby grant unto Cxrantee, its successors and
assigns, a perpetual, exclusive easement over the easement tract which is hereinafter described,

2. The property subject to this easement is described as follows:

that it shall do nothing that will interfere with the use and enjoyment of the easement so granted
or interfere in any fashion with the catch basin, pipes and conduits which are located within the
easement area.
4. COVENANTS RUNNING WITH LAND. The obligations, easements and conditions
contained in this Easement Agreement shall be appurtenant to and run with the title to the

Charlotte Carton Property, and they are made by the parties for the benefit of Grantee, each

5. NO RIGHTS OF PUBLIC. This Easement Agreement is not intended, and shall not be
construed, to grant any rights to the public in general.
