In accordance with your request, Certificate of Coverage Number NCG020834 is rescinded effective immediately.' Operating a treatment facility, discharging wastewater or discharging specific types of stormwater to waters of the State without valid coverage under an NPDES permit is against federal and state laws and could result in fines, if something changes and your facility would again require Stormwater or wastewater discharge permit coverage, you should notify this office immediately. They had to demonstrate this technically (not sure if it was Skagg's method or some other..) and did so, so we are good. No 0 & M will be required. Since they will discharge to C Sw, no issues for discharge volumes exist either. We have received an application for coverage of an existing borrow pit facility under NCG 02 from Camp Lejeune. The facility drains to an UT to Shelter Swamp Creek (class C; Sw) in Holly Ridge (Onslow County). No vehicle maintenance, no haz. waste, but are dewatering. DEMLR gave them an E&SC approval, but stated a mining permit is not needed. Does the WiRO have any concerns about issuing this facility a COC for this general permit? Thanks. (SEGi), on behalf of the USMC Camp Lejeune, is submitting the enclosed Notice of Intent (NOI) for permit NCG020000 and $100A0 filing fee. The need to submit this application became apparent once it was determined that dewatering of a borrow pit, which is approximately 48 acres in size, became necessary. Excavation within the pit will not intercept groundwater, and therefore, only, precipitation that accumulates within the pit will be pumped out, treated and then discharged into an intermittent stream. The general contractor (The Whiting -Turner Contracting Company) and Base representatives met with Ms. Willis, who directed the contractor and the -Base to submit the NO[. According to Ms. Willis, analytical monitoring will require following the guidance found in Section B of the NCG020000, which will be submitted quarterly, to the DWQ.
