This permit is issued pursuant to the requirements of North Carolina General Statute 443-215.1 and the Memorandum of Agreement between North Carolina and the US Environmental Protection Agency dated October 15, 2007 (or as subsequently amended). Please take notice that this certificate of coverage is not transferable except after notice to the Division of Water Quality. The Division of Water Quality may require modification or revocation and reissuance of certificate of coverage. Mine dewaterine may not start until you have received annroval of vour O&M Plan from the Wilmington Regional Office. I NEED "PHIS FOR THAT FINAL PHASE. ITIANKING YOU, Best Management Practices To avoid storm water runon from outside the process area berms will be constructed along the perimeter of the borrow pit. Where the surrounding grade is higher than the top of slope in the borrow pit the use of swales along the berms will be used to help direct storm water. Storm water in the swales will pass through sediment traps, improving water quality. The storm water will be diverted into an inactive borrow pit. Once there the water will have time to recharge back into the ground and also allow the suspended solids to settle. This water may also be used in irrigating wetlands adjacent to the borrow pit being dewatered. To avoid storm water runoff the use of berms and swales will again be the method. Properly grading the area around the borrow pit will ensure runoff be kept to a minimum. Runoff will be treated the same as runon. It will be diverted through swales and into said inactive borrow pit. Grass seed, silt fence, erosion control blankets and gravel sediment traps will be used in controlling any problem areas. The BMP Plan will be managed daily by one of several competent people employed by the permittee. The permittee will inspect the site once every seven days to ensure BMP Plan requirements are being enforced. Effluent Limitations and Ground Water Monitori Shallow monitoring wells will be placed along the perimeter of the borrow pit adjacent to wetlands. Wells will be checked every three days during dewatering operation. When dewatering is not taking place the permittee will check wells every seven days along with BMP Plan duties. Accurate records will be kept of each well in a log. To maintain surrounding hydrology, water of the proper quality from existing inactive borrow pit or from the borrow pit will be used. Dispersion methods will be through sprinkler heads or flathead diffusers. The diffuser heads will ensure sheeting of water to eliminate all erosion in the wetlands. Dispersion lines will be fed from floating pump(s) surrounded by a turbidity curtain. Floating pump(s) will not allow the pump(s) to draw sediment and the turbidity curtain minimizes turbid water reaching the pump(s). All water quality tests will be performed by a certified lab in accordance with table 6 and table 9. Day to Day Operations Currently the permittee removes approximately one foot of overburden to access sand which is processed into mortar sand. Below that sand is a layer of sand which is not suitable for processing into mortar sand but is usable as "fill dirt". This layer varies from 10 to 13 feet thick. Below the "fill dirt" is course sand that is suitable for processing into concrete sand. As of now only 4 feet of the "fill dirt" layer is above water. The permittee would need to dewater down approximately 8 feet in order to remove the "fill dirt". Once the "fill dirt" is removed dewatering would end except for extreme rainfalls. The plan is to pump the water from the active borrow pit into a nearby, much larger, "idle" borrow pit. There it will have a chance to have suspended solid settle. From the "idle" pit the water will then travel through a sediment trap and into pipes. The pipes lead to a smaller retention pond where the water quality will have a chance to improve yet again. The flow from the "idle" pit to the retention pond will be controlled by the elevations of the pipes. The pipes will be set at a high enough elevation to allow time for the water entering the "idle" pit to improve in quality. Once in the retention pond the water will again pass through a sediment trap and then be allowed to follow natural contours down to Sandy Hill Creels. To limit draining of the wetlands adjacent to the borrow pit, permittee intends to section off the borrow pit and dewater smaller areas. Dewatering will be limited to approximately one acre pits. After removing "fill' layer the pit will be flooded to help prevent the wetlands from draining. Dewatering Quantities Due to methods of excavation, dewatering volumes shall be greater at first than day to day operations. Below are some proposed volumes and calculations. 1 acre = 43,559.86 square feet 1 acre x 1 foot thick = 43,559.86 cubic feet .13368 gallons per cubic foot Dewatering 1 acre, 7 feet deep would equal 2,280,000 +/- gallons The pump capacity is 1300 gpm, 78,000 gph, that equals 29 +/- hours of pumping The "idle" borrow pit is approximately 5.61 acres = 244,370 square feet 2,280,000 gallons = 304,790 cubic feet 304,790 cubic feet means a rise in the water level of 1.25 feet in the "Idle" pit According to calculations, 2.28 million gallons will be pumped out of the borrow pit for every one acre section. This converts to approximately 29 hours of continuous pumping. After the initial pump, day to day pumping will be far less. 2 to 4 hours (156,000— 312,000 gallons) a day is projected to be sufficient to maintain suitable water levels. This number will vary, some days dewatering will be used to irrigate adjacent wetlands. Heavy rains will also have an effect on pumping regiments. The lack of rain will mean most dewatering will go to irrigate the wetlands. The area of the "idle" borrow pit in which the water will be pumped is approximately 5.61 acres (244,370 sgft.). This means the water level will rise 1.25 feet in the "idle" pit. By setting the outfall pipes into the smaller retention approximately .63 feet higher than the average water level we can allow 14 +/- hours of pumping before overflow.
