8. PROJECT SUMMARY: The applicant proposes to construct 422 linear feet of
sheetpile sills with marsh plantings for a living shoreline project, replace bulkheading
and three existing culverts along an existing gravel two -track and then do road
maintenance to the gravel surfaces of the two -track and parking/turnaround area.
Project Setting
The site of the proposed development is located at 305 Audubon Drive, Corolla, Currituck
County (±2.25 miles north of the Dare County line), adjacent to the Currituck Sound. This
property was originally known as the Palmer Island Club and then subsequently renamed The
Pine Island Hunt Club. Approximately 30 years ago several parcels totaling ±3,000 acres were
donated to the National Audubon Society. The hunt club continued to operate until 2005 at
which time the Audubon Society took over full management.
All proposed development will take place within the confines of one large parcel
(ID#0128000002A0000) that is ±384 acres in size. Within this parcel is a subdivision known as
Pine Island Estates that is also owned by the Audubon Society. Based on aerial photography,
this parcel contains ±30.3 acres of 404 wetlands, ±162.2 acres of coastal wetlands and ±161.5
acres of highground. Existing man-made features within the highground area include several
single-family dwellings, the 1913 hunting lodge, several storage buildings, sheds, and garages.
A private asphalt roadway (Audubon Dr.) provides access to the property from Ocean Trail
(NC -12) as well as to the subdivision (Clarion Loop).
A ±180'x95' bulkheaded waterfowl impoundment is located within an area of 404 -wetlands
adjacent to the highground area. The impoundment is connected to a nearby man-made canal
via a 6" pipe. This canal is ±660'x8' and extends from the adjacent waterbody into the
highground area. The majority of the canal shoreline has been bulkheaded with an exception of
a section adjacent to Coastal Wetlands.
An elevated ±12' wide gravel two -track roadway extends from the highground area, through a
large area of coastal wetlands and over a waterway via a bulkheaded "land bridge" with three
15" culverts, to the shoreline area where a gravel parking/turn around area, boat launch and
docking facility are located. The bulkheading along the land bridge is showing signs of failure.
CAMA Major Permit #107-15 authorized the reconfiguration of this docking facility and all
proposed improvements to the facility have been completed. The facility is comprised of:
• ±160' of bulkheaded shoreline.
• A±4,100 ft' gravel parking/turn around area.
• A 14' wide concrete boat ramp and a 20'x4' courtesy pier that is located on the west side
of the parking area.
• A ±24'x16' storage building that is located immediately landward of normal water level
(NWL) with a 20'x14' platform over the water on the north side of the parking area.
• A±32'x25' building overthe waterwith a±47'x7' and 23'x10' L-shaped platform located
on the south side of the parking area.
• A ±75'x32' open water basin surrounded by ±234' of slotted vinyl breakwater
constructed under walkways.

With the exception of the docking facility, the shoreline of the property is miles in length, natural
and abuts coastal wetlands that are dominantly black needlerush (Juncus roemerianus) and
giant cordgrass (Spartina cynosuroides).
The waters of the Currituck Sound in this area are classified as SC, are considered Joint
Waters and is closed to shellfish taking. There is ±525' of open water between the project
shoreline and marsh islands located to the west of the project site. Existing water depths within
the project area are <_1.5' below NWL and the bottom substrate is made up of fine sands and
silts. Submerged Aquatic Vegetation (SAV) was not found growing within or adjacent to the
proposed development area; however, an SAV survey conducted by Quible & Associates found
coverages of 95-100% of Widgeon grass (Ruppia maritima) growing in depths >_1.5' below
NWL.
Develooment Proposal
The applicant proposes to create a living shoreline through the construction of a 422' long
wood and/or vinyl sheetpile sill system that is broken up into five 72' sections and one 62'
section. Each section will be in an alternating V shape, with 10' of overlap and 5' gaps between
the sills. The sills will have a 1" gap per linear foot for water transfer and will average ±25'
waterward of NWL with a maximum of ±33'. When complete, a ±5,500 ft2 area between the sills
and NWL will be planted with native coastal wetland plant species (no shallow bottom filling is
proposed).
In addition, the applicant proposes to replace the bulkheading and culverts on the land bridge.
The three existing 24'x15" culverts will be excavated out and replaced with three 24'x36"
culverts to improve water flow. This will require that a ±24'x15' area of the land bridge be
excavated to a depth of 4'. A 75' section of bulkhead will be constructed on the north side of
the land bridge and a 79' section of bulkhead will be constructed along the south side of the
land bridge. The majority of this bulkheading will be replaced within the existing alignment with
a 0.5' maximum distance waterward of the alignment. The proposed bulkheading will extend
landward of NWL and will be aligned on the landward side of coastal wetlands along the
roadway. All excavated material will be loaded onto a dump truck and transported to a 30'x20'
highground area near the Lodge where it will be stored until the completion of the bulkheading
and culvert replacements. The excavated material will then be returned and additional material
brought in to raise the land bridge roadway elevation 1'-2' above the existing roadway grade.
Upon completion of the land bridge, the applicant proposes to conduct maintenance to the
gravel two -track roadway and parking/turn around area. This roadway has developed potholes
in the 2' wide gravel tracks along its length. It was indicated that gravel repairs will only be
added to the existing gravel areas and roadway expansion is not proposed.
Anticipated Impacts
• The construction of the breakwater sills along the proposed alignment will result in the
disturbance of ±422 ft2 of shallow bottom located in the PTA and EW AEC's.
• The construction of the bulkhead along the proposed alignments will result in the filling of
±40 ft2 of PTA and EW AEC's with clean fill.

• The replacement of the culverts will require the excavation and temporary relocation of ±50
cubic yards of material within the Estuarine Shoreline AEC.
• The temporary relocation and storage of excavated material will result in the disturbance of
±600 ft2 of highground area.
Bulkhead and culvert installation, backfilling and grading will result in ±1,373 ft2 of land
disturbance within the Estuarine Shoreline AEC.
• The proposed culvert and bulkhead replacement will temporarily increase turbidity within the
adjacent waterbody.
• The proposed maintenance of the gravel two -track road and parking/turn around area
encompasses a ±9,587 ft2 area within the Estuarine Shoreline AEC; however, it is estimated
that ±5,940 ft2 of this area is existing impervious gravel area.

The applicant proposes to construct 422 linear feet of sheetpile sills with marsh plantings for a
living shoreline project, replace bulkheading and three existing culverts along an existing gravel
two -track and then do road maintenance to the gravel surfaces of the two -track and
parking/turnaround area.
The site of the proposed development is located at 305 Audubon Drive, Corolla, Currituck
County (±2.25 miles north of the Dare County line), adjacent to the Currituck Sound.
The development proposal involves the Public Trust Area (PTA), Estuarine Waters (EW), and
Estuarine Shoreline (ES) Areas of Environmental Concern (AEC's).
I have reviewed the Rules of the Coastal Resources Commission (CRC) as they pertain to this
project and my findings are as follows:
15A NCAC 07H.0208 Use Standards
Paragraph (a) addresses General Use Standards, and sub -paragraph (1) precludes uses that are
not water dependent within the EW and PTA and lists uses that may be considered water
dependent.
Consistent: The proposed development is consistent with the intent of this rule.
Paragraph (a)(2)(A) states that the location, design, and need for development, as well as the
construction activities involved shall be consistent with the management objective of the
Estuarine and Ocean System AEC and shall be sited and designed to avoid significant adverse
impacts upon the productivity and biologic integrity of coastal wetlands, shellfish beds,

submerged aquatic vegetation as defined by the Marine Fisheries Commission, and spawning
and nursery areas.
Consistent: The proposed development is consistent with the intent of this rule.
Paragraph (a)(2)(B) states that development shall comply with state and federal water and air
quality standards.
Consistent: The proposed development is consistent with the intent of this rule.
Paragraph (a)(2)(C) states that development shall not cause irreversible damage to documented
archaeological or historic resources as identified by the N.C. Department of Cultural Resources.
Consistent: The proposed development is consistent with the intent of this rule.

approximate the location of normal high water or normal water level."

Subparagraph (7)(C) states, 'Bulkhead backfill material shall be obtained from an upland source
approved by the Division of Coastal Management pursuant to this Section, or if the bulkhead is a
part of a permitted project involving excavation from a non -upland source, the material so
obtained may be contained behind the bulkhead."
Consistent: The applicants have indicated that clean fill will be used.
Subparagraph (7)(D) states, `Bulkheads shall be permitted below normal high water or normal
water level only when the following standards are met:
(i) the property to be bulkheaded has an identifiable erosion problem, whether it results from
natural causes or adjacent bulkheads, or it has unusual geographic or geologic features, e.g. steep
grade bank, which will cause the applicant unreasonable hardship under the other provisions of
this Rule;
(ii) the bulkhead alignment extends no further below normal high water or normal water level
than necessary to allow recovery of the area eroded in the year prior to the date of application, to
align with adjacent bulkheads, or to mitigate the unreasonable hardship resulting from the
unusual geographic or geologic features;
(iii) the bulkhead alignment will not adversely impact public trust rights or the property of
adjacent riparian owners;
(iv) the need for a bulkhead below normal high water or normal water level is documented
by the Division of Coastal Management;
(v) the property to be bulkheaded is in a nonoceanfront area.
Consistent: The proposed development approximates NWL; however, the five standards
listed can be met at the proposed bulkhead location.
15A NCAC 07K 0209 Coastal Shorelines
(c) Management Objective. The management objective is to ensure that shoreline development
is compatible with the dynamic nature of coastal shorelines as well as the values and the
management objectives of the estuarine and ocean system. Other objectives are to conserve and
manage the important natural features of the estuarine and ocean system so as to safeguard and
perpetuate their biological, social, aesthetic, and economic values; to coordinate and establish a
management system capable of conserving and utilizing these shorelines so as to maximize their
benefits to the estuarine and ocean system and the people of North Carolina.
Consistent: The proposed development is consistent with the intent of this rule.
(d) Use Standards. Acceptable uses shall be those consistent with the management objectives in
Paragraph (c) of this Rule. These uses shall be limited to those types of development activities
that will not be detrimental to the public trust rights and the biological and physical functions of
the estuarine and ocean system. Every effort shall be made by the permit applicant to avoid,
mitigate or reduce adverse impacts of development to estuarine and coastal systems through the

planning and design of the development project. In every instance, the particular location, use,
and design characteristics shall comply with the general use and specific use standards for
coastal shorelines, and where applicable, the general use and specific use standards for coastal
wetlands, estuarine waters, and public trust areas described in Rule .0208 of this Section.
Development shall be compatible with the following standards:
(1) All development projects, proposals, and designs shall preserve and not weaken or eliminate
natural barriers to erosion including peat marshland, resistant clay shorelines, and cypress -gum
protective fringe areas adjacent to vulnerable shorelines.
Consistent: The proposed development is consistent with the intent of this rule.
(2) All development projects, proposals, and designs shall limit the construction of impervious
surfaces and areas not allowing natural drainage to only so much as is necessary to adequately
service the major purpose or use for which the lot is to be developed. Impervious surfaces shall
not exceed 30 percent of the AEC area of the lot, unless the applicant can effectively
demonstrate, through innovative design, that the protection provided by the design would be
equal to or exceed the protection by the 30 percent limitation. Redevelopment of areas
exceeding the 30 percent impervious surface limitation may be permitted if impervious areas are
not increased and the applicant designs the project to comply with the intent of the rule to the
maximum extent feasible.
Consistent: The proposed development is consistent with the intent of this rule
(3) All development projects, proposals, and designs shall comply with the following mandatory
standards of the North Carolina Sedimentation Pollution Control Act of 1973:
(A) All development projects, proposals, and designs shall provide for a buffer zone along the
margin of the estuarine water which is sufficient to confine visible siltation within 25 percent of
the buffer zone nearest the land disturbing development.
Consistent: The proposed development is consistent with the intent of this rule.
(B) No development project proposal or design shall permit an angle for graded slopes or fill
which is greater than an angle which can be retained by vegetative cover or other erosion -control
devices or structures.
Consistent: The proposed development is consistent with the intent of this rule.
(C) All development projects, proposals, and designs which involve uncovering more than one
acre of land shall plant a ground cover sufficient to restrain erosion within 30 working days of
completion of the grading; provided that this shall not apply to clearing land for the purpose of
forming a reservoir later to be inundated.
Consistent: The proposed development is consistent with the intent of this rule.
(4) Development shall not have a significant adverse impact on estuarine and ocean resources.
Significant adverse impacts include development that would directly or indirectly impair water
quality standards, increase shoreline erosion, alter coastal wetlands or Submerged Aquatic

Vegetation (SAV), deposit spoils waterward of normal water level or normal high water, or
cause degradation of shellfish beds.
Consistent: The proposed development is consistent with the intent of this rule.
(5) Development shall not interfere with existing public rights of access to, or use of, navigable
waters or public resources.
Consistent: The proposed development is consistent with the intent of this rule.
(7) Development shall not cause irreversible damage to valuable, historic architectural or
archaeological resources as documented by the local historic commission or the North Carolina
Department of Cultural Resources.
Consistent: The proposed development is consistent with the intent of this rule.
(8) Established common-law and statutory public rights of access to the public trust lands and
waters in estuarine areas shall not be eliminated or restricted. Development shall not encroach
upon public accessways nor shall it limit the intended use of the accessways.
Consistent: The proposed development is consistent with the intent of this rule.
(10) Within the Coastal Shorelines category (estuarine and public trust shoreline AECs), new
development shall be located a distance of 30 feet landward of the normal water level or normal
high water level, with the exception of the following:
(A) Water -dependent uses as described in Rule 07H .0208(a)(1) of this Section;
Consistent: The proposed development is consistent with the intent of this rule.
(G) Grading, excavation and landscaping with no wetland fill except when required by a
permitted shoreline stabilization project. Projects shall not increase stormwater runoff to
adjacent estuarine and public trust waters.
Consistent: The proposed development is consistent with the intent of this rule.
(H) Development over existing impervious surfaces, provided that the existing impervious
surface is not increased.
Consistent: The proposed maintenance of the two -track gravel road and parking/turn
around area is consistent with the intent of this rule
Based on my review of the applicable subsections of the North Carolina Administrative Code,
the permit application and plans, I recommend a Major Modification to MP#107-15 be issued to
the National Audubon Society for the development with the following condition:
1) A turbidity curtain is to be properly installed on both sides of the bulkhead & culvert
replacement area until that portion of the project is complete.

Existing Conditions
The site is a +/- 383.58 -acre parcel of land located along the Currituck Sound in Pine Island,
Corolla, North Carolina. The site is owned by the National Audubon Society Inc. (Audubon)and
all land and wetlands are in conservation (CAMA Plan Sheet 1).
The upland portion of the property is predominantly covered by maritime forest with areas of
maintained grasses and an asphalt and gravel access road. A historic hunting lodge is located
on the property and used by Audubon for housing and operations. Wetlands along the shoreline
contain wax myrtle, groundsel bush, black needle rush, giant cordgrass, bull rush, and cattails.
A di goad runs from the existing historic hunting lodge through the marsh to two existing
�„r„ap tiaK structures, bulkheading, concrete boat ramp, and docking facility along the shore of the property
znn (CAMA Plan Sheet 2). The boat house, storage building and associated docks and ramp are
currently used by Audubon for access to the Currituck Sound and what is shown as Baum
Creek on the USGS Topographic Quadrangle. In addition, a local ecotourism company that
offers kayak tours of the marsh islands and waterways of the Currituck Sound uses the access.
A land bridge created by bulkhead with three 15" RCP culverts connections provides access
across the water to the waterfront facilities. The marsh shoreline for the entire property is
experiencing substantial erosion and loss of emergent wetland shoreline. The shoreline around
the boat house and land bridge are especially threatened and much of the marsh mat is being
undermined resulting in large sections of coastal marsh slumping into the sound and creeks.
Proposed Work
Proposed work requiring a Major Modification to CAMA Major #107-15 includes the construction
of 422 linear feet of Marsh Sill (vertical timber and/or vinyl wall) and accompanying marsh
plantings to create a "Living Shoreline". The Marsh Sill structure will be placed offshore of the
marsh as shown on the attached CAMA Plan Sheet 2 to create a quiescent area for marsh
restoration. Five (5) 72 linear feet long sills and one 62 linear feet sills are proposed. Each
Marsh Sill will be in an alternating V shape, with 10 feet overlaps and five feet gaps as shown
on the attached CAMA Plan Sheet 2. The Marsh Sill will create an area of +/- 5,500 SF for
marsh restoration using native emergent wetlands species.
The sills and marsh restoration are intended to help better protect the property from the
prevailing SW winds and to restore and strengthen the shoreline. In addition, two new
bulkheads are proposed to replace the existing failing bulkheads along the land bridge to help
protect the existing road. As well as replacing the bulkheads Audubon wishes to replace the
existing 15' culverts with three new larger 36" culverts to improve flow within the system. To
accommodate the new bulkhead and culverts, 1 to 2 feet of fill is proposed within an area of
1,373 SF between the two bulkheads. Maintenance of the existing historic gravel road is also
proposed. No expansion of the road is proposed, only maintenance of existing two track
surfaces and the parking/turnaround area at the exsiitng docking facilities. Roughly a 9,587 SF
area of this road falls within the AEC. All proposed work is shown on the attached CAMA Plan
Sheets 2 and 3.
SAV Findings
A SAV evaluation was conducted by Quible & Associates on July 1st, 2019 reconfirming the
SAV survey completed on August 30th, 2017. SAV surveying consisted of a cursory analysis of
SAV throughout the Site to understand the extent and coverage of SAV. Throughout the area of
review, water depths, substrate types, and SAV identification was performed. A survey grade
GPS RTK Network was used to collect water depths within the area of review. Coverages of 95-

100% Rupia maritime (Widgeon Grass) were found in the 1.5 to 3 feet water depth range with
some occurrence (<5%) of Myriophyllum spicatum (Eurasion Watermilfoil). In the near shore (0
to 1.5 ft range) environment, the substrate is predominately muck and old marsh mat with only
small traces (<5% or less) of SAV present very sporadically. The proposed sills are designed in
shallow water to avoid SAV impacts. An SAV Report is attached as Appendix A.
Need
The shoreline is eroding, and the marsh mat is being undermined which accelerates erosion
and results in the loss of emergent wetlands. The concern is that the marsh will erode, and the
existing "pond" will be connected to "Baum Creek" (Refer to CAMA Plan). Audubon would like
to take steps to strengthen the shoreline and curtail erosion to the maximum extent possible in
the locations as shown on the attached Figures. In addition, the land bridge is beginning to
wash out through and possibly underneath the old existing wooden bulkheads. This area needs
to be addressed before the historically used road becomes unusable.

I. Introduction
The purpose of this report is for Quible & Associates, P.C. (Quible) to provide state and
federal regulatory agencies with a review of a Submerged Aquatic Vegetation (SAV)
study conducted in the Currituck Sound immediately adjacent to and in close proximity of
the subject property (Study Area) located in Pine Island, Corolla in Currituck County.
The Physical Property (Site) is located on the west side NC Highway 12 N on Audubon
Drive in Corolla, NC (Exhibit A Relevant portion of USGS Topographic Quadrangle-
Mossey Islands).
The Study Area shown on the attached CAMA Plan, includes approximately 380 linear
feet of shoreline and extends 150 feet into the Currituck Sound. The August 30th SAV
review was conducted to examine the substrate of shallow waters adjacent to the Site
for the presence or absence of SAV, and to document the conditions that may relate to
SAV habitat. The SAV survey was conducted during the growing season as required by
resource management agencies.
Generally, SAV found in this area of the Currituck Sound prefers lower energy shallow
water areas where significant photic penetration through the water column to the
substrate persists. These species generally go dormant in the winter months as water
temperatures decrease and foliage dissipates.
II. Methodology
The accompanying base map (CAMA Plan Sheet 2) includes 2016 aerial photography
provided by Currituck County with the study area identified. Water depth surveying was
conducted throughout the Site on August 30th, 2017 and reconfirmed on July 1 s' 2019.
Depths were collected using survey -grade GPS using an RTK network. Water depths
are shown as contours on accompanying CAMA Plan and are relative to Normal Water
Level (NWL).
SAV surveying consisted of an in -water review (using mask and snorkel) and analysis of
SAV in the near shore where the proposed work is to occur and adjacent to the project
area. Throughout the area of review, water depths, substrate types, and SAV
identification was performed and general notes were taken about the conditions
observed.
III. Findings and Observations
On July 1st, 2019, the winds were light (+/- 10 mph from the SW) and wind tide and
precipitation rates resulted in slightly above Normal Water Level (NWL) conditions. This
was evident from biological indicators (barnacles) marsh edge water marks etc...
The creeks and open waters in and around the marsh islands on the Audubon Sanctuary
shoreline are historically SAV habitat. A formal series of transects were not established
due to the obvious presence of SAV; however, in areas immediately adjacent to the
shore (less than -1.0 feet of water) only ripped up SAV that was not rooted was
observed.
All areas of substrate that were greater than 1.5 feet in water depth supported SAV to
some degree on the date of the review. In general, the dominant species found was
Widgeon Grass (constituting 95% of all species observed) and thick beds (95%-100%
coverage on average) were observed in water greater than 1.5 feet below normal water

level. Aerial coverage averaged 45 percent with some beds of Widgeon Grass show
heavy seeding and other beds already beginning to dehisce.
IV. DISCUSSION and CONCLUSION
The findings of this study indicate that the Study Area does currently and is known to
historically support SAV.
The proposed Living Shoreline is sited in shallow waters to avoid adversely impacting
SAV and SAV habitat and promote emergent wetlands regeneration. SAV was not
found to grown in loose organic soils immediately around the boat house and in shallow
water less than 1.0 foot below Normal Water Level on the date of this survey.
