Hurricane Florence Pipe Replacement WBS#: 15403.1010020 (DWQ Permit Fee: $240) Dear Mr. Shaver and Ms. Steenhuis: The North Carolina Department of Transportation plans to replace an existing 3’ x 3’ x 60’ in length concrete box culvert with two (2) 60” in diameter by 60’ in length CMPs at location Lat: 34.056300, Long: -78.160496 on US 17- Bus. where it crosses a UT to Middle Swamp (C; Sw) across from the Brunswick County Government Complex, 0.05 miles SW of SR 1401 Galloway Road. NCDOT would like to request a waiver from the depth specifications of the regional conditions 3.6.1 of the Nationwide Permit 3 and the corresponding General Condition 11 of the Water Quality General Certification No. 4132. Due to the geomorphologic fall of the stream channel, burying both of the inverts of the new (2) 60” CMPs 1’ below the natural streambed elevation would result in a greater than 8% slope causing a high flow erodible condition. NCDOT plans to bury the inlet 1’ and install the pipe on a 3 % slope, which would set the outlet approximately 1.37’ perched above the natural streambed elevation. Approximately 10 LF of riprap grouted with flowable fill is proposed to be placed in the stream channel as a flume to protect from further scour and destabilization. (See Attached Permit Drawings). By copy of this letter and enclosures, NCDOT is requesting issuance of Nationwide 3 approval from the US Army Corps of Engineers and 401 Water Quality Certification (WQC) #4132 approval from the Division of Water Resources (DWR). A method of debiting $240 to process the WQC request has been provided as noted in the subject line of this application.
