III. Certification Statement:
I Chandra C. Farmer, P.E. certify to the best of my knowledge that the addition of
the volume of wastewater to be permitted in this project has been evaluated along the route to the receiving
wastewater treatment facility and that the flow from this project is not anticipated to cause any capacity
related sanitary sewer overflows or overburden any downstream pump station en route to the receiving
treatment plant under normal circumstances, given the implementation of the planned improvements
identified in the planning assessment where applicable. This analysis has been performed in accordance
with local established policies and procedures using the best available data. This certification applies to
those items listed above in Sections I and II plus all attached planning assessment addendums for which I
am the responsible party. Signature of this form certifies that the receiving collection system or treatment
works has adequate capacity to transport and treat the proposed new wastewater.

98 % and 0.281 MGD of the Available Capacity (E) in Pump Station
Wilson's Mills ; and that
b. The rate of activation of this obligated, not yet tributary capacity is currently approximately
0.05 MGD per year; and that
c. A funded Capital Project that will provide the required planned capacity, namely
Wilson's Mlll_s WWPS Upgrade is in design or under construction with

The station has 0.1756 MGD in capacity available to be used as flows are converted from
paper to actual flow and this is more that the maximum of 0.125 MGD that is expected to be
activated in the next 30 months,

this flow to be permitted, without a significant likelihood of over -allocating capacity in the system
infrastructure.
I understand that this does not relieve the collection system owner from complying with G.S. 143-
215.67(a) which prohibits the introduction of any waste in excess of the capacity of the waste disposal

On February 22, 2005, the Division of Water Quality received a flow reduction request for
residences in Johnston County. The letter requests an allowable flow rate of 80 GPD per residential
bedroom based on the evaluated data for three similar existing subdivisions.
The water use data provided between November 2003 and October 2004 with daily readings
taken during November 20C14 was analyzed by central office and regional office staff with additional
lriformatlon requested. Based upon this data and the County response to our additional fafa3rmatiorl
requests, the Division hereby approves the use of 80 GPD per residential bedroom, with a minimum
of 160 gpd for one and two bedroom units in all applicable non -discharge permit applications,

As part of the Fast Track Sewer Application for Millcreek Subdivisions, it is required that a Cover Letter
accompany the application.
This project was previously approved to a different outfall location. This permit revision pumps the flow
to a different outfall and includes an off -site force main for those purposes. The flows have not changed
and the pump station has only received minor updates for the new pumping distance.
This project will include the construction of a single-family residential subdivision within the Town of
Wilson's Mills, NC. This development will include 86 single family lots in the Millcreek Subdivision. On
Millcreek side, the proposed public sanitary sewer system gravity to a proposed public pump station on
site and pump to the permitted public system at The Cottages of Wilsons Mills. The pump station was
designed to account for future development totaling 150 single family lots. The required flow allocation
for the 86 lot currently being permitted is 20,640 gpd. See the Pump Station report for more details.
