This permit is reissued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between the state of North Carolina and the U.S. Environmental Protection Agency, dated October 15, 2007 (or as subsequently amended.) A new Certificate of Coverage (COC) is included with this letter. In addition to the full permit, the 2017 print package on the website includes revised Discharge Monitoring Report (DMR) forms, Annual Discharge Monitoring Report forms, and Qualitative Monitoring Report Forms. The General Permit authorizes discharges of stormwater and wastewater (if applicable), and it specifies your obligations with respect to discharge controls, management, monitoring, and record keeping. Please review the new permit to familiarize yourself with all changes in the reissued permit. Your facility has six (6) months from receipt of the permit to update your Stormwater Pollution Prevention Plan (SPPP) to reflect any new permit requirements. Among the changes, the permittee now reports the sampling analytical results once a year (by March 1) to the Central Office in an Annual Data Monitoring Report (DMR), as specified in Part V, Standard Conditions, Section E, until electronic DMR reporting begins. However, benchmark exceedances or limit violations must be reported to the Regional Office within 30 days of receiving results. Note some benchmark values have changed. -!' North Carolina 2769(Hol2 414 707 9200 How does the new General Permit affect Fier Status? The first sample period of your permit begins in the fourth quarter of the year. Tier 3 actions in Part IV of your permit are triggered by benchmark exceedances on four (4) occasions beginning on the effective date of this permit and do not count prior exceedances. Likewise, Tier 2 actions are triggered by two consecutive benchmark exceedances beginning on the effective date of this permit and do not count prior exceedances. However, if your facility is already in Tier 2 (monitoring stormwater discharges monthly) or Tier 3, you must continue monthly monitoring until relieved through conditions of the permit or by DEMLR staff approval. When does electronic DMR reporting start? We are setting up our database with final permit parameters and the outfalls that permittees submitted on-line. All NCG24 Permittees will receive notification when our eDMR system is ready for these permittees to register and begin reporting monitoring data electronically. Submitting Outfall Information for E-Reporting The U.S. Environmental Protection Agency (EPA) finalized the National Pollutant Discharge Elimination System (NPDES) Electronic Reporting Rule in December 2015. The rule requires NPDES regulated facilities to report certain information electronically, instead of filing written paper reports. EPA is phasing in the requirements of the rule over a 5-year period. The first phase required regulated entities to submit Data Monitoring Reports (DMRs) electronically starting on December 21, 2016. While that deadline has passed, EPA is aware that NC is working on expanding the State's eDMR System (currently available to NPDES Wastewater Permit -holders) to include Stormwater Program DMR reporting. As soon as eDMR is available for your permit, we will notify you. In the meantime, we must collect information about the discharge outfalls at your facility to prepare the system to flow data to EPA as the new federal rule mandates. To submit outfall information to DEQ: Go to the following website and enter the discharge outfall number, type of discharge, receiving water information, representative outfall status information, and other details no later than August 31, 2017. The website will walk you through all steps. A Stormwater Pollution Prevention Plan has been developed and DMRs indicating no Flow have been recorded and submitted to Central Files as required by the permit. To date, facility personnel have cleaned out their two stormwater basins and placed rock check dams and filter socks along drainage paths leading to the basins. There are plans to vegetate the area where material in windrows has been relocated to further assist with potential pollutant removal. At the time of inspection, the facility appeared to be well managed with majority of operational activities kept under roof. When the McGill Delway Facility opened it represented the best technology and affordable design available to McGill. Through the years of operation at Delway and the design and construction of new McGill plants elsewhere in the world a number of design and operational improvements have been developed and implemented at the Delway Facility where at all feasible and beneficial. Compost Manufacturing Sequence . Composting at Delway is similar to the Glenville Compost Option, which has been in use for a number of years in Ireland, and calls'for more active management of the material within the building through earlier screening and significant curing indoors. This results in diminishing outside curing and operating a plant on a significantly smaller footprint. All materials are blended inside the building and then moved to aerated static piles for primary processing. The material is screened indoors after one week when Process to Further Reduce Pathogens (PFRP) has been achieved. The screened material is then returned to an aerated static pile for further processing/curing for an additional 14 plus days. At that point material can be moved a third time for further curing outside. In a well controlled aerated static pile environment the most intense biological activity takes place in the first few days. The early screening further homogenizes the mix, redistributes moisture and enzymes stimulating further rapid biodegradation. There is also a very significant space efficiency gained through the screening process. As discussed with you via telephone on 2/25/13 and confirmed via telephone with Ken Pickle of our Stormwater Permitting Unit on 2/26/13, the intent of the compliance schedule for existing dischargers such as your facility is to provide a schedule with reasonable time frames as to what actions, if any, it may take to ensure predictable compliance with all conditions of the permit. Based on your letter, there has been limited rainfall and limited discharges at the facility to provide sufficient data in order to determine the need for any additional BMPs. This is the type of information that can be included in your schedule of activities for determining what might be needed to achieve compliance. It would be reasonable to provide a phased plan of activities to include review of future/additional sampling results as compared to the established Benchmark Values, design and installation of potential BMPs, and consideration to revisions of the schedule as may be deemed necessary and approved by this office. As discussed with you via telephone on 2/25/13 and confirmed via telephone with Ken Pickle of our Stormwater Permitting Unit on 2/26/13, the intent of the compliance schedule for existing dischargers such as your facility is to provide a schedule with reasonable time frames as to what actions, if any, it may take to ensure predictable compliance with all conditions of the permit. Based on your letter, there has been limited rainfall and limited discharges at the facility to provide sufficient data in order to determine the need for any additional BMPs. This is the type of information that can be included in your schedule of activities for determining what might be needed to achieve compliance. It would be reasonable to provide a phased plan of activities to include review of future/additional sampling results as compared to the established Benchmark Values, design and installation of potential BMPs, and consideration to revisions of the schedule as may be deemed necessary and approved by this office. Please note that item 2(e) under the compliance schedule of the permit states that "This General Permit does not allow the continuation of the required compliance schedule beyond four years from the date of the initial issuance of the COC." Our expectation is that full compliance is achieved as soon as possible although we recognize that this will take some amount of time, which should be indicated in the schedule of activities. In considering your request for a six month extension to provide the aforementioned information, our office is not agreeable to this amount of time. However, we hereby grant an extension to March 31, 2013 to receive the schedule of activities as outlined in the General Permit. This is actually a Type 4 Composting facility under DWM regs (includes biosolids, food waste, etc.) —typically excluded from the General Permit; however, most processing, composting, and curing is done indoors here, and so potential discharges are considered stormwater only. Therefore, we allowed application under NCG24 and feel it's most expeditious to cover this site under a general permit. Ken Pickle has visited the site. The compost product is not moved outside into final curing piles until it has met PFRP and been cured an additional 14 days. Also, we are both familiar with the primary company contact, Noel Lyons, from the Compost Stakeholders' meetings. This site will discharge stormwater to New Hope Creek and Clear Run Swamp, both C;Sw waters. ' Narrative General ' McGill Environmental Systems of N.C., Inc. operates the Delway Facility in Sampson County. This facility is located at 1100 Herring Road in Rose Hill, North Carolina, 28458. ' When the McGill Delway Facility opened it represented the best technology and affordable design available to McGill. Through the years of operation at Delway and the design and construction of new McGill plants elsewhere in the world a number of design and operational ' improvements have been developed and implemented at the Delway Facility where at all feasible and beneficial. 1 Compost Manufacturing Sequence ' Composting at Delway is similar to the Glenville Compost Option, which has been in use for a number of years in Ireland, and calls for more active management of the material within the ' building through earlier screening and significant curing indoors. This results in diminishing outside curing and operating a plant on a significantly smaller Footprint. All materials are blended inside the building and then moved to aerated static piles for primary processing. The ' material is screened indoors after one week when Process to Further Reduce Pathogens (PFRP) has been achieved. The screened material is then returned to an aerated static pile for further processing/curing for an additional 14 plus days. At that point material can be moved a third ' time for further curing outside. In a well controlled aerated static pile environment the most intense biological activity takes place in the first few days. The early screening further homogenizes the mix, redistributes moisture and enzymes stimulating Further rapid biodegradation. There is also a very significant space efficiency gained through the screening process.
