On April 14,2014, a site inspection was conducted for the Edwards Wood Products (wet deck) facility located
on SR 1611, Scotland County, North Carolina. A copy of the Compliance Inspection Report is enclosed for
your review. Mr. Leon -Barnes, site manager was also present during the inspection and his time and
assistance is greatly appreciated. Permit coverage authorizes the discharge of stormwater from the facility to
receiving waters designated as Shoe Heel Creek, a Class C SW waters located in the Lumber River Basin.
The site visit and file review revealed that the subject facility is covered by NPDES. Stormwater General
Permit-NCG210000, Certificate of Coverage-NCG210343.
As a result of the inspection, the facility was found to be in compliance with the conditions of the NCG210343
permit. Please refer to the enclosed Compliance Inspection Report for additional comments and
observations made during the inspection.
Please be advised that violations of the NPDES Stormwater General Permit are subject to a civil
penalty assessment of up to $25,000 per day for each violation. If you or your staff has any questions,

This COC is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the
memorandum of Agreement between the state of North Carolina and the U.S. Environmental Protection
Agency, dated October 15, 2007 (or as subsequently amended.)
The General Permit authorizes discharges of Stormwater and specifies your obligations for discharge controls,
management, monitoring, reporting, and record keeping. Please review the new permit to familiarize yourself
with all of the changes. Parts III and IV contain the Standard Conditions, including Compliance and Liability,
Reporting, Monitoring and Records requirements; Operation and Maintenance obligations; and Definitions.
Your facility has six months from receipt of the COC to update its Stormwater Pollution Prevention Plan
(SPPP) to comply with changes in SPPP requirements. Other changes are effective immediately. Please note
that Tier 3 Actions (if applicable) are triggered by four benchmark exceedances beginning on the effective
date of the renewal permit and do not count prior exceedances. Please visit our website above to review the
new General Permit carefully.
Please note that the Stormwater Permitting Unit is in the process of moving to the Division of Energy, Mineral,
and Land Resources (DEMLR). Your coverage under the General Permit is transferable only through the
specific action of DWQ and/or DEMLR. This permit does not affect the legal requirements to obtain other
permits which may be required by DENR, nor does it relieve the permittee from responsibility for compliance
with any other applicable federal, state, or local law, rule, standard, ordinance, order, judgment, or decree.

In response to your renewal application for continued coverage under stormwater General Permit NCG210000 the Division of
Water Quality (DWQ) is forwarding herewith the reissued stormwater General Permit. This permit has been reissued pursuant to
the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between the state of North
Carolina and the U.S. Environmental Protection Agency, dated October 15, 2007.
The following information is included with your permit package:
• A new Certificate of Coverage
• A copy of stormwater General Stormwater Permit NCG210000
• A copy of the Technical Bulletin for the General Permit
• Five copies of the Discharge Monitoring Report (DMR) Form
• Five copies of the Qualitative Monitoring Report Form
The General Permit authorizes discharges of stormwater only, and it specifies your obligations with respect to stormwater
discharge controls, management, monitoring, and record keeping. Please review the new permit to familiarize yourself with all
the changes in the reissued permit.
The more significant changes to the General Permit include the following:
• Permit cover page, second paragraph - The General Permit now may cover activities that DWQ determines to be similar in
either the process, or in the exposed materials, to the Timber Products Industry.
• Part I Section A - A new provision that facilities draining to 303(d) listed waters, or in watersheds with an approved TMDL,
may not be eligible for continued coverage at the next renewal of the General Permit.
• Part I Section B second paragraph - A new clarification that the permit does not authorize discharges that DWQ determines
are wastewaters.
• Part II Section A - The required contents of the Stormwater Pollution Prevention Plan have been expanded and clarified.
• Part II Section 8 Table 1 - A new requirement to sample stormwater discharges twice per year for those facilities with
exposed piles of certain materials remaining on site longer than seven days.
• Part II Section B Tables 2 and 3 and following - For permittees with exposed piles, there are new provisions requiring the
permittee to execute Tier One and Tier Two response actions, based on the first benchmark exceedence (Tier One) and the
second consecutive benchmark exceedence (Tier Two). Tier Two requires that the permittee institute monthly monitoring
instead of twice -per -year monitoring, until three consecutive monitoring events show no benchmark exceedences.
• Part li Section B - For permittees with exposed piles, a new provision that four exceedences of any particular benchmark
will trigger increased DWQ involvement in the permittee's stormwater management and control actions. DWQ may direct
the permittee to apply for an individual permit, or may direct the implementation or installation of specific stormwater control
measures.
• Part II Section C - Clarification that under the qualitative monitoring provisions of the permit; the permittee is obligated to
respond to repeated observations of stormwater pollution. DWQ may impose additional stormwater management
requirements if the permittee is non -responsive, or if the responses are ineffective.
Your coverage under the General Permit is transferable only through the specific action of DWQ.

On September 18, 2007,J, Hughie White from the Fayetteville Regional Office of the Division
of Water Quality, conducted a site inspection at the Edwards Wood Products Inc — Wet Deck facility
located on SR 1611, Scotland County, North Carolina. Thank you for your time during the inspection,
as well as Mr. Byrd. Your time and assistance is greatly appreciated. Stormwater from this facility
drains to Shoe Heel Creek, a Class C Sw waters located in the Lumber River Basin. The site visit and
file review revealed that the subject project is covered by NPDES Stormwater General Permit-
NCG210343.
Accordingly, the following observations were noted during the Division of Water Quality
inspection (please see the attached addendum for information about your permit):

ADDENDUM
The National Pollutant Discharge Elimination System (NPDES) program was established under the
federal Clean Water Act and then delegated to the Division of Water Quality for implementation in
North Carolina. The NPDES permitting program for stormwater discharges was established in 1990.
Phase I focuses on site and operations planning to reduce pollutant sources.
Through the NPDES permitting program industrial facilities that fall into one of the subject ten
categories are required to obtain permit coverage under a general permit or an individual permit,
depending upon the facilities SIC code and the industrial activity occurring at the facility. There are
currently 19 active general stormwater permits in North Carolina. One condition that is applicable to
both the general permits and individual stormwater permits is the requirement to develop and implement
site -specific comprehensive stormwater pollution prevention plans (SPPP). These plans are required to
include a comprehensive evaluation of the site and operations to reduce pollutant sources and prevent
pollutant discharge.

monitoring forms, and a Notice of Intent [which is the application of for coverage under a NPDES
General Stormwater Permit] can be found at this web site.
The following items are a subset of permit requirements and are listed to assist you and help bring your
attention to certain permitting issues, process and condition requirements of your permit. That said;
please see the above -mentioned web site in order to obtain a copy of the permit such that you may fully
comply with all the conditions therein. Failure to properly comply with conditions of the permit, life
those bulleted below, constitutes violations and is subject civil penalty assessment of up to
$25,000.00 per day.
• Industrial facilities that fall into one of the subject ten categories are required to obtain permit
coverage under a general NPDES stormwater permit or an individual NPDES stormwater permit
All persons desiring to have facilities covered by a General Permit must register with the
Division of Water Quality (DWQ) by the filing of a Notice of Intent (NOI) and Applicable Fees.
• This Notice of Intent (NOI) must be submitted and a Certificate of Coverage issued prior to any
discharge of stormwater associated with the industrial activity, process wastewater, and/or mine
dewatering.
• Once the Notice of Intent is received, DWQ will review and determine whether a Certificate of
Coverage (COC) may be issued. If this Certificate of Coverage is issued the facility is covered
by the General Permit. That is, the permittee is authorized to discharge stormwater, process
wastewater, and/or mine dewatering pursuant to the type of General Pen -nit until the permit
expires of is modified or revoked.
• Any other point source discharge to surface water of the state is prohibited unless it is an
allowable non-stormwater discharge or is covered by another permit, authorization or approval.
• There are currently 19 active general permits. Permit conditions vary accordingly; however, most
. of the permits have following condition requirements (you must read your entire permit to ensure
full compliance):
o Development and compliance with the Stormwater Pollution Prevention Plan
o Collection, reporting, and recording of Analytical Monitoring
o Collection, reporting and recording of Qualitative Monitoring
o Collection, reporting and recording of Vehicle Maintenance Monitoring
o Records — Visual monitoring shall be documented and records maintained at the facility
along with the Stormwater Pollution Prevention Plan. Copies of the analytical monitoring
results shall also be maintained on -site. The Pennittee shall retain records of all
monitoring information, including all calibration and maintenance records and all original
strip chart recordings for continuous monitoring instrumentation, and copies of all reports
required by this general permit for a period of least 5 years for the date of the sample
measurement, report or application.
o Expiration -- The permittee is not authorized to discharge after the expiration date of the
general permit. In order to receive automatic authorization to discharge beyond the
expiration date, the pennittee shall submit forms and fees as are required by the agency
authorized to issue permits no later than 180-days prior to expiration date. Any permittee
that has not requested renewal at least 180 days prior to expiration, or any permittee that
does not have a permit after the expiration and has not requested renewal at least 180
days prior to expiration, will be subject to enforcement. Failure to renew your permit is
a violation.
o Transfer — The Certificate of Coverage (COC) issued pursuant to this general permit is
not transferable to any person expect after notice to and approval by the Director. The
Director may require modification or revocation and reissuance of the Certificate of
Coverage -to change the name and incorporate such other requirements as may be
necessary under the Clean Water Act. The Permit is NOT transferable.
o Name Change, Closure or Facility Ownership change — Pennittee is required to notify the
Division in writing in the event the permitted facility is sold or closed. The Division of
Water Quality views changes of name or ownership as a modification that requires the
Director's approval and reissuance of the permit. Name and ownership changes required
you to complete a Name/ownership Change Form from the Division and mail it back to
the Division of Water Quality along with all appropriate information.
o Proper Operation and Maintenance is a requirement of the permit.

Inspection Summary:
The Stormwater Pollution Prevention Plan has been developed and implemented. A detailed site map of the facility
needs to be included as part of the prevention plan. The site map needs to show all outfall locations and drainage areas.
Also, the Spill Prevention and Response Plan needs to be modified with more detail. A copy of the Certificate of
Coverage and a copy of the permit were available during the inspection. The qualitative monitoring records showed that

In accordance with your request for permit renewal received July 6, 2005, we are forwarding herewith
Permit No. WQ0018481, dated August 24, 2005, to Edwards Wood Products, Inc. for the continued operation of
the subject wastewater recycle system.
This permit shall be effective frolri the date of issuance until July 31, 2010, shall void Permit No.
WQ0018481 issued January 29, 2001, and shall be subject to file conditions and limitations as specified therein.
Please take note of the new conditions, which include buffer distances (Condition Number 4), the establishment
of a waste level gauge in the storage pond (Condition Number 12), and the establishment of a protective
vegetative cover (Condition Number 13). Please pay particular attention to the monitoring requirements in this
permit. Failure to establish an adequate system for collecting and maintaining the required operational
information will result in future compliance problems. .
If any parts, requirements, or limitations contained in this permit are unacceptable, you have the right'to
request an adjudicatory hearing upon written request within thirty (30) days following receipt of this permit. This
request must be in the form of a written petition, conforming to Chapter 150B of North Carolina General Statutes,
and filed With the Office of Administrative Hearings, 6714 Mail Service Center, Raleigh, NC 27699-6714.
Unless such demands are made this permit shall be final and binding.

continued operation of a 864,000 GPD wastewater recycle system consisting of an existing recycle pond (60 ft. x
170 ft. x 4 ft.), 2 -- 60 hp pumps, and 60 movable sprinklers to serve Edwards Wood Products, Inc., with no
discharge of wastes to the surface waters, pursuant to the application received July 6, 2005, and in conformity
with the project plan, specifications, and other supporting data subsequently filed and approved by the
Department of Environment and Natural Resources and considered a part of this permit.
This permit shall be effective from the date of issuance until July 31, 2010, shall void Permit No.
WQ0018481 issued January 29, 2001, and shall be subject to the following specified conditions and limitations:
1. This permit shall become voidable unless the facilities are constructed in accordance with the conditions of
this permit, the approved plans and specifications, and other supporting data.
2. This permit is effective only with respect to the 'nature and volume of wastes described in the application
and other supporting data.
3. The facilities shall be properly maintained and operated at all times.
4. The following buffers shall be maintained;
a) 100 feet between treatment/storage units and any wells,
b) 50 feet between treatment/storage units and surface waters, and
c) 50 feet between treatment/storage units and property lines.
d) 10 feet between disposal (wetted) area and upslope ditches, drains, and surface water diversions,
e) 25 feet between disposal (wetted) area and downslope ditches, drains, and surface water
diversions,
f) 100 feet between disposal (wetted) area and wells,
g) 50 feet between,disposal (wetted) area and public right of ways or property lines,

Some of the buffers specified above may not have been included in previous permits for this waste
treatment and disposal system. These buffers are not intended to prohibit or prevent modifications,
which are required by. the Division, to improve performance of the existing treatment facility. These
buffers do, however; apply to modifications of the treatment and disposal facilities that are for the
purpose of increasing the flow that is tributary to the facility. These buffers do apply to any
expansion or modification of the irrigation areas and apply in instances in which the sale of property
would cause any of the buffers now complied with, for the treatment and disposal facilities, to be
violated; The applicant is advised that any modifications to the,existing facilities will require a permit
modification.
5. This permit is not transferable. In the event there is•a desire for the facilities to change ownership, or there
is a name change of the Permittee, a formal permit request must be submitted to the Division of Water
Quality (Division) accompanied by an application fee, documentation from the parties involved, and other
supporting materials as may be appropriate. The approval of the request will be considered on its merits
and may or may not be approved.
6. In the event that the facilities fail to perform satisfactorily, including the creation of nuisance conditions, the
Permittee shall take immediate corrective action, including those actions that may be required by this
Division, such as the construction of additional or replacement treatment or disposal facilities.
7. The residuals generated from these treatment facilities must be disposed in accordance with General Statute
143-215.1 and in a manner approved by the Division.
The issuance of this permit shall not relieve the, Permittee of the responsibility for damages to surface or
groundwaters resulting from the operation of this facility.
The facilities shall be effectively maintained and operated as a non -discharge system to prevent the
discharge of any wastewater resulting from the operation of this facility.
10. Diversion or bypassing of untreated wastewater from the treatment facilities is prohibited.
11. Freeboard in the recycle pond shall not be less than two feet at any time.
12. A waste -level gauge, to monitor waste levels in the storage pond, shall be installed within 60 days of
issuance of this permit. This gauge shall have readily visible permanent markings indicating the maximum
liquid level at the top of the temporary liquid storage volume, minimum liquid level at the bottom of the
temporary liquid storage volume, and top of the damelevations. Caution must be taken not to damage the
integrity of the liner when installing the gauge,
13. A protective vegetative cover shall be established and. maintained on all earthen basin embankments
(outside toe of embankment to maximum pumping elevation), berms, pipe runs, erosion control areas, and
surface water diversions. Trees, shrubs, and other woody vegetation shall not be allowed to grow on the
earthen basin dikes or embankments. Earthen basin embankment areas shall be kept snowed or otherwise
controlled and accessible.
14. Any monitoring deemed necessary by the Division to insure surface and ground water protection will be
established and an acceptable sampling reporting schedule shall be followed.
15. Adequate inspection, maintenance, and cleaning shall be provided by the Permittee to insure proper
operation of the subject facilities.

16. The Permittee or his designee shall inspect the wastewater recycle facilities to prevent malfunctions and
deterioration, operator errors and discharges which may cause or lead to the 'release of wastes to the
environment, a threat to human health, or a nuisance. The Permittee shall maintain an inspection log or
summary including at least the date and time of inspection, observations made, and any maintenance,
repairs, or corrective actions taken by the Permittee. This log of inspections shall be maintained by the
Permittee for a period of three years from the date of the inspection and shall be made available to the
Division or other permitting authority, upon request.
17. Any duly authorized officer, employee, or representative of the Division may, upon presentation of
credentials, enter and inspect any property, premises or place on or related to the recycle system at any
reasonable time for the purpose of determining compliance with this permit, may inspect or copy any
records that must be maintained under the terms and conditions of this permit, and may obtain samples of
groundwater, surface water, or leachate.
18. The annual administering and compliance fee must be paid by the Permittee within thirty (30) days after
being billed by the Division. Failure to pay the fee accordingly may cause the Division to initiate action to
revoke this permit as specified by 15A NCAC 2H .0205 (c)(4).
19. Failure to abide by the conditions and limitations contained in this permit may subject the Permittee to an
enforcement action by the Division in accordance with North Carolina General Statute 143-215.6A to 143-
215.6C.
20. The issuance of this permit does not exempt the Permittee from complying with any and all statutes, rules,
regulations, or ordinances which may be imposed by other government agencies (local, state, and federal)
which have jurisdiction, including but not limited to applicable river buffer rules in 15A NCAC 2B.0200,
erosion and sedimentation control requirements in 15A NCAC Chapter 4 and under the Division's General
Permit NCG010000, and any requirements pertaining to wetlands under 15A NCAC 2B .0200 and 2H
.0500.20.
21. A set of approved plans and specifications for the subject project must be retained by the Permittee for the
life of this project,
22. Noncompliance Notlflcatlon:
The Permittee shall report by telephone to the Fayetteville Regional Office, telephone number (910) 486-
1541, as soon as possible, but in no case more than 24 hours or on the next working day following the
occurrence or first knowledge of the occurrence of any of the following:
a. Any occurrence at the wastewater treatment facility which results in the treatment of significant
amounts of wastes which are abnormal in quantity or characteristic, such as the dumping of the contents
of a basin or tank, the known passage of a slug of hazardous substance through the facility, or any other
unusual circumstances;
b. Any process unit failure, due to known or unknown reasons, that renders the facility incapable of
adequate wastewater treatment, such as mechanical or electrical failures of pumps, aerators,
compressors, etc.;
c. Any failure of a pumping station, sewer line, or treatment facility resulting in a by-pass directly to
receiving waters without treatment of all or any portion of the influent to such station or facility; or
d. Any time that self -monitoring information indicates that the facility is not in compliance with its permit
limitations.

Occurrences outside normal business hours may also be reported to the Division's Emergency Management
personnel at telephone number (800) 858-0368, or (919) 733-3300. Persons reporting such occurrences by
telephone shall also file a written report in letter form within five (5) days following first knowledge of the
occurrence, This. report must outline the actions taken or proposed to be taken to ensure that the problem
does not recur.
21. Upon classification of the wastewater treatment and spray irrigation facilities by the Water Pollution
Control System Operators Certification Commission (WPCSOCC), the Permittee shall designate and
employ a certified operator to be in responsible charge (ORC)'and one or more certified operator(s) to be
back-up ORC(s) of the facilities in accordance with 15A NCAC 8G ' .020I. The ORC shall visit the w
facilities in accordance with 1SA NCAC 8G ,0204 or as specified in this permit and shall comply with all
other conditions specified in these rules.
22. The Permittee, at least six (6) months prior to the expiration of this permit, shall request its extension.
,Upon receipt of the request, the Commission will review the adequacy of the facilities described therein,
and if warranted, will extend the permit for such period of time and under such conditions and Iimitations as
it may deem appropriate.

permit is reissued pursuant to the requirements of North Carolina General Statute 143-215.1 and the
Memorandum of Agreement between the state of North Carolina and the U.S. Environmental Protection
Agency, dated December 6, 1983.

I am writing in response to your correspondence requesting representative outfall status at the subject facilities, dated
December 17, 1999. After discussions with your consulting engineer, Mr. J. Thurmon Horne, we have determined
that your facilities do not require representative outfall status.
The general stormwater permit covering your facility only requires analytical sampling from outfalls which discharge
runoff from Vehicle Maintenance Activity areas. As per Mr. Horne, vehicle maintenance activities are restricted to
one drainage area at each of the subject sites, therefore sampling is already only required at one outfall at each of
these facilities.
Please note that the analytical sampling results, which you submitted with your correspondence, were below the
permit cut-off concentrations for all parameters. Those results allow you to suspend the annual analytical sampling
until the last year of the permit. For more information on this issue, please review Part I1, Section C of the permit.
Qualitative monitoring is still required at all outfalls, twice a year.

In accordance with the provisions of the stormwater discharge permits for the above
subject facilities, I am requesting that outfall 01 be designated as the representative
outfall for the Marshville plant and that outfall 01 be designated as the representative
outfall for the Laurinburg plant.
At each of these plants, the nature of operations are such that these outfalls are
representative of the stormwater runoff from these facilities. In the opinion of our
consulting engineer, Mr. J. Thurman Horne, P.E. of Horizon Engineering & Consulting,
Inc., the discharge from these outfalls is substantially identical to the discharges from the
other outfalls at these facilities and that additional analytical 'sampling at the other
outfalls should not be necessary.
We are aware that, regardless of your decision, we are required to continue with the
required qualitative monitoring at all outfalls.

Ken Averitte, Fayetteville Regional Office, contacted concerning the subject facilities request for
coverage under NCG2t0000. He was familiar with the site and indicated that the facility
operated a recycle system for the wet deck operation. All runoff from the wet deck was routed to
a pond and recycled to the log pile. He saw no indication of discharge from the pond. Some SW
runoff did occur from other parts of the operation. He indicated that this was a very clean
operation and recommended issuing coverage.
A quick search of existing databases did not turn up a non -discharge recycle permit for this
facility.

Employee Training Program
1. I titroduction
State and Federal regulations require that companies involved in certain types of
industrial activities with exposure to rainfall, obtain a "Stormwater Discharge
Permit". These permits contain:requireme.nts that Include the preparation of a
stormwater pollution prevention plan.
This company has obtained a stormwater discharge permit.and has developed a
stormwater pollution prevention plan. The stormwater pollution prevention plan
Is a tool for implementing practices to minimize the potential for pollutants to be
discharged off site as a result of exposure to rainfall.
il. Purpose of Employee Training Program
An integral part of the stormwater pollution prevention plan is the inclusion of
employee training and interaction. This training program is intended to acquaint
you with the stormwater pollution prevention program as a whole and to
familiarize you with the appropriate specific aspects. This training should help
you to be aware of actions or precautions you can take to assist in minimizing the
potential, for pollutant runoff. It is also Intended to encourage your comments
and suggestions.
III. Stormwjtter Pollution Prevention Team
A team has.been established for overseeing the implementation of the
stormwater pollution prevention plan. This team may be changed from time to
time but now consists of the following. members:

The team has the lead role in overseeing stormwater management activities but
stormwater management and activities to minimize pollutant runoff is every

IV. Spill Prevention and Response
Avoiding and controlling the release of pollutants through spills and leaks is a key
component of stormwater management. The stormwater pollution prevention
plan for this company contains best management practices for spill prevention
and response.
Employees playa vital role in helping to avoid spills and leaks of materials that
might.otherwlse enter a drain, ditch, etc. that could transport the pollutants off
site. Employees should be mindful that they are involved in many day-to-day
activities,that could impact whether spills or leaks occur.
For the most part, employees should use good common sense in avoiding
situations that increase the potential for mishaps occurring. Employees should
be particularly.mindful of the following:
1. Avoid placing chemicals and liquid materials in areas adjacent to
strains, ditches or other type conveyances.
2. Store materials in a proper manner to minimize the potential for
punctures or spills:
3. Use only sound containers, suitable for the type of material being
held.
4. Store containers on a firm, level surface. Avoid leaving barrels,
pales, etc. tilted since this increases potential for overturning.
S. Avoid storing chemicals and liquids in heavily trafficked areas.
6. Avoid storing flammable materials In proximity to potential
ignition sources (e.g. flames, welders, sparks, etc.).
7. Do not leave open containers exposed to rainfall.
8. Use care when filling tanks, containers and equipment so as to
avoid overfilling and spillage.

V. Good Housekeeaine
Good housekeeping practices aid in minimizing the release of pollutants in
stormwater by directly reducing the exposure of materials to runoff conditions
and by lessening the probability of spill or leaks occurring due to unsafe
conditions. Employees are constantly involved In activities that directly affect the
orderliness and cleanliness of the company. Each employee should understand
that it is Important that work activities must include conscious effort to keep
areas free of extraneous debris, unused equipment, materials, etc. and generally
an orderly manner.
Employees should.give particular attention to the following:
1. Avoid allowing the accumulation of excess materials especially in
areas exposed to precipitation.
2. Avoid overfilling waste containers (e.g. dumpsters, roll off'boxes,
trash cans, etc.). Full containers should be properly disposed and
replaced.
3. Avoid accumulating junk equipment, parts, etc. in areas exposed to
precipitation and/or in a disorderly manner.
4. Place all waste material in proper storage containers.
VI. Materials Management Pra -ces
A significant potential for pollutant discharge is associated with management of
materials used in the manufacturing processes. Where possible, these materials
should be kept in places where there Is no exposure to direct precipitation.
Employees should be aware thatthey share in the responsibility to use good
judgment and make every reasonable effort to minimize the potential for
pollutant runoff as a result of material handling practices.
Employees should be especially attentive to the following:

1. Liquid materials (e.g. solvents, paints, finishes, oils, lubricants, etc.)
should be kept in designated areas Indoors, in proper containers
and in an orderly manner.
2. Wherever possible, any materials that must be stored outside
should be done so in a manner to minimize potential for pollutant
runoff. Certain practices that can help include:
a. Proper stacking to minimize the exposed surface area.
b. Avoid,storing materials immediately adjacent .to storm
drains, swales, ditches or other stormwater conveyances.
c. Minimize, as much as practical, the accumulation of excess
materials in exposed areas.
3.. Unusable materials should be properly discarded off site to avoid
the accumulation of unnecessary exposed materials.
4. After use, the unused portion of materials that can eventually be
used should be returned to its appropriate location and kept in a
proper manner.
