Bethany— I understand the question. In the past we received a lot of complaints and inquiries from EPA on these
facilities. We did a lot of work trying to affect the elimination of the wastewater discharge and the downstream impacts
were observed to serious/extensive. My recommendation is that we (DWR and DMLR) follow up with a site visit and
collect some samples to confirm they are managing the process water and comingled stormwater appropriately.
I would like to look at this facility (West Frasier Mill), Carolina Bark, and may be sample the stream (downstream from
Carolina Bark). I will follow up with Autumn and discuss with John Holley.

I completed an NCG50 Boiler Blowdown wastewater inspection in in September 2014.
I think the stormwater permit is predicated on the SIC code —thus the NCG21 Stormwater permit requirement.
The reality is that the wastewater volume is low, intermittent flow and piped underground where it exits in a
stormwater drainage ditch. It appeared during the Fall 2015 inspection, that the NCG50 wastewater eventually makes it
to the NPDES outfall, only when it rains, and carries it there. This is problematic for wastewater representative sampling
and was noted in the inspection. However, I also noted in the inspection that the aging boilers were being shutdown
with no plan to replace them. James indicated that "Blowdown wastewater" the only source of wastewater for the
facility will be eliminated by the next permit renewal in 2015. If this is still the case, then the facility will „no longer have
an NCG50 permit.
So in short — I think it depends on the actual rescission date of the current NCG50," if blowdown is eliminated by 2015"
then there will not be a wastewater permit at the facility. That leaves examining the SIC code to determine if the
stormwater permit requirement remains applicable to the facility.

Subject: West Fraser Mills stormwater outfall change
Hi John,
James Barham with West Fraser Mills in Northampton County called today (located at 4400 NC Highway 186 in Seaboard
and covered under Stormwater General Permit NCG210078) with an outfall question. The mill is located adjacent to
Carolina Bark, where a pond sends water that includes stormwater runoff from West Fraser's site to the Town of
Seaboard's POTW. Up to now, West Fraser have been collecting stormwater samples from an outfall actually located on
Carolina Bark's property (and probably mostly Carolina Bark runoff) near Bluejay Trail, which traverses the property.
He was thinking that that outfall probably shouldn't be a stormwater outfall under West Fraser's NCG21 permit
anymore, especially since some of the water is spray from the bark operation AND collected to be treated at a
POTW. He called us to confirm. I concurred (particularly if it's commingling with wastewater), and I advised him to send
us a letter documenting that change with their next Stormwater Data Monitoring Report (DMR) form, and that they
would update their Stormwater Pollution Prevention Plan accordingly. He said Autumn Romanski in DWR had been
out to the site to look at different outfalls related to boiler discharge, so I've copied her since she's probably familiar
with the site. You can view the aerial if you look up the address above on Google Maps.
If someone at the RRO's Stormwater Program wishes to visit the site to verify or talk with James more about confirming
the arrangement, you may contact him at 252-589-8265. Otherwise, I told him the documentation with their DMR
report to us and SPPP revisions should be sufficient.

A site map dated May 20, 2011, was included along with your letter, and I have reviewed
the drawing along with your request. I have also conferred with the Raleigh Regional Office
as to the site circumstances for both West Fraser and your tenant, Carolina Bark.
At this time, please continue sampling Outfall 001 as per your permit requirements. We
have rejected your request to cease sampling Outfall #001 based on review of the drawing.
Based on the drawing it appears that runoff from a portion of your industrial activity
operations originates within the same drainage basin as your tenant's operations, and is
discharged via Outfall #001, The small scale and limited detail of the drawing do not
provide a basis to conclude anything other than the flows from the two facilities are
commingled. You remain responsible for your portion of the pollutants being discharged
from Outfall #001, and your obligation to monitor for them.
If we have mis-interpreted the graphic representation of the site, or if you wish to propose
alternate locations to sample your segregated flows within the shared drainage basin, we
would be glad to reconsider this determination.

During our last stormwater inspection, I raised questions to Mr. Myrl Nisely about possibly altering
our analytical testing procedures for analyzing stormwater samples out of Outfall 001. Currently here
at Seaboard, we collect samples out of a few different outfalls, testing for different parameters
depending on what outfall we are collecting samples from, and what activities occur in those areas.
At this present time, we were instructed to keep sampling from outfall 001, although in the past we
were told verbally from DWQ that outfall 001 could be exempt due to the fact that this operating area
is leased out to another company, Carolina Bark LLC. If you will refer to the map enclosed, you will
notice that Stormwater outfall 001 to the far west of the property line, in which the map shows that a
"tenant bark mulching facility" operates within this area. West Fraser has no part of this business or
its business practices within this area, for this reason we would like to request to be exempted from
testing stormwater samples from outfall-001. Qualitative audits would thus be continued, we would
simply like to be exempted from.analytical monitoring.

Danny,
I'm cleaning up delinquent stuff on my desk, and would like RRO input on one action item for me.
In June 2011 West Fraser, our stormwater permittee under COC NCG210078, wrote to request that they be allowed to
cease sampling Outfall #001. They noted that the runoff discharged by that outfall was from their tenant, Carolina Bark
(Myrl's favorite permittee under our COC NCG210360).
However, based on my visits in the past to that site, it appears that the drawing they provided is in error as to the
location of Outfall #001, Further, it appears that while all the runoff from Carolina Bark may be routed through a new
Outfall (Let's call it Pond #1 outfall), so does some of the flow from West Fraser, still. So, their site is discharging out of
the same outfall that discharges all of Carolina Bark's stormwater.
On the basis of my interpretation of the graphic presentation in the drawing included in their letter (i.e., that flow from
West Fraser commingles with flow from Carolina Bark and is discharged via new Pond #1 outfall), I'm intending to deny
their request. It may be true that West Fraser is not the primary contributor to Pond #1 outfall. But the drawing
represents that they are a contributor.
Let me know if you -have any comment on my proposed course of action. I'd like to act early next week.

On December 2, 2010 Myrl Nisely of the Raleigh Regional Office carried out a stormwater inspection at
Seaboard Lumber Mill. The help of Russell Schwartz was greatly appreciated. The mill was in
compliance. Please see the attached inspection checklist for details. Highlights were as follows:
I . The elements of the program as outlined in the permit were available either as computer files
handled by Mr. Schwartz or as hard copies in his files. We discussed the need for placing this
information into the Stormwater Pollution Prevention Plan manual left from when the mill was
owned by International Paper. He expects to be able to update that manual by the end of
January, 2011. ��sf >�o—a�i� � C I/i vi or
2. Outfall 001 carries strong leachate fromCark treatment windrows placed immediately upstream
of that location. There has been an understanding that the outfai would be monitored by
Caroline Bark, an impression created during a DWQ inspection in February 2004. Please
understand that West Fraser, Inc. is to conduct semi-annual monitoring of this release in keeping
with current permit requirements.
3. Bark is conveyed to the south side of the mill nearest Carolina Bark, where it is ground and
loaded onto trucks that carry it next door. At times a finely divided bark dust accumulates under
a turn in the conveyor system. This is moved to the grinding operation for incorporation by
Carolina Bark.
4. Outfalls 002 (Boiler blowdown) and 003 (Vehicle Maintenance area and Kiln condensate) each
travel under railroad tracks where they join and eventually dissipate in a Swale along the tracks.
Outfall 002 has a metal screen that effectively holds back any stray wood wastes, resulting in a
clear now as it starts under the railroad tracks.

the chain link fence beside the chip truck loading station. It was agreed that these would be
removed to prevent the generation of a leachate from rainwater that could occur if the chips were
allowed to stay there and deteriorate.

In response to your renewal application for continued coverage under stormwater General Permit NCG210000 the Division of
Water Quality (DWQ) is forwarding herewith the reissued stormwater General Permit. This permit has been reissued pursuant to
the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between the state of North
Carolina and the U.S. Environmental Protection Agency, dated October 15, 2007.
The following information is included with your permit package:
• A new Certificate of Coverage
• A copy of stormwater General Stormwater Permit NCG210000
• A copy of the Technical Bulletin for the General Permit
• Five copies of the Discharge Monitoring Report (DMR) Form
• Five copies of the Qualitative Monitoring Report Form
The General Permit authorizes discharges of stormwater only, and it specifies your obligations with respect to stormwater
discharge controls, management, monitoring, and record keeping. Please review the new permit to familiarize yourself with all
the changes in the reissued permit.
The more significant changes to the General Permit include the following:
• Permit cover page, second paragraph — The General Permit now may cover activities that DWQ determines to be similar in
either the process, or in the exposed materials, to the Timber Products Industry.
• Part I Section A — A new provision that facilities draining to 303(d) listed waters, or in watersheds with an approved TMDL,
may not be eligible for continued coverage at the next renewal of the General Permit.
• Part I Section B second paragraph — A new clarification that the permit does not authorize discharges that DWQ determines
are wastewaters.
• Part II Section A — The required contents of the Stormwater Pollution Prevention Plan have been expanded and clarified.
• Part II Section B Table 1 — A new requirement to sample stormwater discharges twice per year for those facilities with'
exposed piles of certain materials remaining on site longer than seven days.
• Part 11 Section B Tables 2 and 3 and following — For permittees with exposed piles, there are new provisions requiring the
permittee to execute Tier One and Tier Two response actions, based on the first benchmark exceedence (Tier One) and the
second consecutive benchmark exceedence (Tier Two). Tier Two requires that the permittee institute monthly monitoring
instead of twice -per -year monitoring, until three consecutive monitoring events show no benchmark exceedences.
• Part II Section B — For permittees with exposed piles, a new provision that four exceedences of any particular benchmark
will trigger increased DWQ involvement in the permittee's stormwater management and control actions. DWQ may direct
the permittee to apply for an individual permit, or may direct the implementation or installation of specific stormwater control
measures.
• Part 11 Section C — Clarification that under the qualitative monitoring provisions of the permit, the permittee is obligated to
respond to repeated observations of stormwater pollution. DWQ may impose additional stormwater management
requirements if the permittee is non -responsive, or if the responses are ineffective.
Your coverage under the General Permit is transferable only through the specific action of DWQ.

Dear Ms. Lowe:
This letter is in response to your letter of May 19, 1998 to Bradley Bennett
regarding two types of discharges at the Subject Lumber Mill and the applicability of
permits required for these discharges. There are several air compressor discharges of
condensed water that do not discharge to the surface waters except in a storm event.
These discharges do not require further permitting; they are considered a part of the
discharge of stormwater from the site, which is discharge under the provisions of the
General Permit for stormwater, NCG210000. The other type of discharge is
regeneration water from boilers at the site. These discharges are covered under the
provisions of General Permit for cooling water, boiler blowdown, etc. in NCG500000,
rather than in NCG210000. We believe that your Certificate of Coverage, NCG500141,
covers these discharges.
In summary, the coverages under NCG210078 and NCG500141 are sufficient to
provide permit coverage for the discharges described in your May 19 letter. No other
permits should be needed for these discharges. If you have any questions please give

explained to him two circumstances that exist at Union Camp's Seaboard Lumber Mill
for which we would like to request coverage under General Permit No. NCG500000 if it
is required. He advised submitting the information to you. A detailed description of the

Neither water source was specifically named in the general permit notice of intent.
Union Camp would like the DEHNR to give either approval to discharge or exemption

DESCRIPTION OF PROCESS WATER SOURCES
REQUESTING COVERAGE OR EXEMPTION
Air Compre'ssoiDiscFiacge
The Seaboard Lumber Mill operates several small air compressors as part of the
lumber making process. Three of the compressors have an automatic.purge system
which eliminates condensed water from the compressor. Several other small
compressors are purged manually as needed.
The compressor water soaks into the ground and evaporates. The volume is too small
to create a discharge. During storm events, it is possible that the water could mix with
rainwater and be discharged to the storm ditch. The storm water is sampled for pH, oil
and grease, and total suspended solids as required by General Permit NCG210000.
Because there is no discharge except that associated with storm water, and the storm
water is covered under a general permit, Union Camp does not feel that coverage and
sampling is required under NCG500000. We would like your concurrence on this issue.
If coverage is required under NCG500000, we would like guidance on how and when to
sample since there is no discharge except during a storm event.
The Seaboard Lumber Mill operates two small industrial boilers that generate steam for
the lumber drying process. On approximately a monthly basis, each boiler goes
through a regeneration process of the water softening system. During that time,
approximately 650 to 700 gallons of salt (sodium chloride) water is purged from the
system. The water temperature is ambient with a pH of seven.
Union Camp believes that this water is covered by General Permit NCG210000 under
"similar wastewaters" because it is similar to boiler blowdown water. We would like

permit application. Unless such demand is made, this certificate of coverage shall be final and
binding.

Division of Environmental N/lanagen-font. The Division of Environmental Management may
require modification or revocation and rcissuance. of the certificate of coverage -
This permit does not affect the legal requirements to obtain other permits which may be

Land Resources, Coastal Area Management Act or any other Federal or LocaL governmental
permit that may be required.
