Contracting Company Roseboro Asphalt Plant, Certificate of Coverage NCG160216 Sampson County Dear Mr. Glover: On June 26, 2018, a site inspection was conducted for the Roseboro Asphalt Plant facility located at 30 Boren Brick Road, Roseboro, Sampson County, North Carolina. A copy of the Compliance inspection Report is enclosed for your review. Ms. Tracey Wilson, Mr. Mike Smith and Mr. Dustin Smith were also present during the inspection and their time and assistance is greatly appreciated. The site visit and file review revealed that the subject facility is covered by NPDES Stormwater General Permit NCG160000 under Certificate of Coverage NCG160216. Permit coverage authorizes the discharge of stormwater from the facility to receiving waters designated as Big Swamp, a Class C;Sw waterbody in the Cape Fear River Basin. As a result of the inspection, the facility was found to be in compliance with the conditions of NPDES Stormwater General Permit NCG160000. Please refer to the enclosed Compliance Inspection Report for additional comments and observations made during the inspection. Please be advised that violations of the NPDES Stormwater General Permit are subject to a civil penalty assessment of up to $26,000 per day for each violation. There are other forms documenting facility inspections regarding plant operation and maintenance. This facility does not conduct onsite vehicle maintenance. Facility has a single stormwater discharge outfall. Analytical monitoring of stormwater discharges per the conditions of the NCG160000 permit has been conducted and recorded since 2014 when the plant became operational through 2017 and indicated no exceedances of benchmark values. Qualitative monitoring has also been conducted and recorded. Observations were made of site conditions including material handling and storage areas as well as the stormwater ditches/culverts that convey stormwater runoff from facility operations to the stormwater pondloutfall. At the time of inspection, facility appeared to be well operated and maintained and in compliance with the conditions of the NCG160000 permit.
