Skvarla, III Secretary On March 21, 2013, a site inspection was conducted for the Riley Paving Asphalt Plant facility located at 6644 Glendon -Carthage Road, Moore County, North Carolina. A copy of the Compliance Inspection Report is enclosed for your review. Ms. Laurie Branson was also present during the inspection and her time and assistance is greatly appreciated. Permit coverage authorizes the discharge of stormwater from the facility to receiving waters designated as a UT of Little Creek, a Class C water in the Cape Fear River Basin. The site visit and file review revealed that the subject facility is covered by NPDES Stormwater General Permit-NCG160000, Certificate of Cove rage-NCG 160187. As a result of the inspection, the facility was found to be in compliance with the conditions of the NCG160000 permit. Please refer to the enclosed Compliance Inspection Report for additional comments and observations made during the inspection. Comments • As part of the inspection permit requirements and conditions were reviewed • Proper sampling locations and sampling techniques were also reviewed during the walk through portion of the facility. As a safety note please maintain a right of way to each sampling location. • it was noted that a sampling event for the 2nd half of 2012 was not performed due to personnel changes and staff reorganization.
