Page 3 of 3 SWU-231-101701 Attachment to Notice of Intent to Discharge Under NCGI60000 By Riley Paving, Inc. - Montgomery County Asphalt Plant September 25, 2007 (See attached Site Map/Grading Plan for further explanation) G) Narrative Description of Type of Industrial Activity and Products to be Manufactured at This Facility: This facility will use asphalt emulsion purchased from a petroleum products supplier and blend in crushed stone aggregates purchased from the adjacent Seagrove Quarry of Little River Stone, LLC (NPDES #NCG020695) to produce -various hot -mix asphaltic concrete products for use in surfacing highways, driveways, and parking lots. The asphalt emulsion is heated in a diesel -fired rotary drum to facilitate mixing with the stone products. The stone products are dried as required, with the exhaust from the drying process treated in a baghouse to minimize dust emissions, and then mixed with the heated asphalt emulsion. The resulting asphaltic concrete is loaded onto over -the - road haul trucks for transport to the paving site for lay down. 10) Best Management Practices for Stormwater Control: There will be no process wastewater generated at this facility, as no water is used in the process. Therefore, this NPDES General Permit will be for stormwater treatment and release only. During initial site grading, stormwater will be routed through three temporary sediment traps, each with stabilized collection channels and level spreader discharges, as described on the Erosion and Sediment Control Plan submitted to NCDENR/Div. Land Resources - Land Quality Section on 8/27/07. Near the end of the site grading work and for the life of the operation on this site, the bulk of the stormwater from the site will pass through a permanent dry extended detention basin for treatment prior to discharge through a perforated trickle discharge pipe which will feed water out over a well vegetated fescue pasture sloping down to an unnamed tributary to the Little River. All of this runoff will be collected by a system of suitably stabilized collection channels and adequately sized culverts and permanent slope drains for delivery to the sediment basin. Only a small portion of stormwater runoff from well grassed outside slopes of the site entrance/exit roads and the outside fill slopes of the plant and sediment basin areas will leave the site without passing through this permanent sediment basin. All of this flow will be sheet flow across well vegetated areas as it leaves the site.
