REGAN Secretary TRACY DAVIS Director On May 17, 2017, a site inspection was conducted for the Barnhill Contracting Company -Rockingham Plant facility located at 185 Dicks Road, Rockingham, Richmond County, North Carolina. A copy of the Compliance Inspection Report is enclosed for your review. Ms. Tracey Wilson, QC Tech, Mr. Mike Smith, Superintendent, and Mr. Dustin Smith, Foreman, were also present during the inspection and their time and assistance is greatly appreciated. The site visit and file review revealed that the subject facility is covered by NPDES Stormwater General Permit NCG160000 under Certificate of Coverage NCG160023. Permit coverage as renewed in October 2014 authorizes the discharge of stormwater from the facility to receiving waters designated as Polecat Creek, a" Class WS-III waterbody in the Cape Fear River Basin. However, this was a typo as the actual receiving waters is an unnamed tributary to Hitchcock Creek (Midway Pond, Steeles Mill Pond), a Class C. waterbody in the Yadkin -Pee Dee River Basin. As a result of the inspection, the facility was found to be in compliance with the conditions of NPDES Stormwater General Permit NCG160000. Please refer to the enclosed Compliance Inspection Report for additional comments and observations made during the inspection. Please be advised that violations of the NPDES Stormwater General Permit are subject to a civil penalty assessment of up to $25,000 per clay for each violation. Reviewed facility's Stormwater Pollution Prevention Plan (SPPP) and semi-annual monitoring records from the second half of 2014 as well as all of 2015 and 2016. Facility's SPPP is complete with all permit -required components and is reviewed/updated annually. Analytical Monitoring records for the reviewed period indicate no exceedances of permit benchmark values for either of the facility's two outfalls. Vehicle maintenance is not conducted onsite. After the records review, observations were made at several catch basins/inlets, secondary containment area as well as stormwater ditches and outfalls. Facility appeared to be well operated and maintained and in compliance with the conditions of NPOES General Stormwater Permit NCG160000. This permit is reissued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between the state of North Carolina and the U.S. Environmental Protection Agency, dated October 15, 2007 (or as subsequently amended.) The following information is included with your permit package: • Anew Certificate of Coverage • A copy of stormwater General Permit NCO160000 • A copy of a Technical Bulletin for the General Permit • Five copies of the Discharge Monitoring Report (DMR) Form • Five copies of the Qualitative Monitoring Report Form The General Permit authorizes discharges of stormwater only, and it specifies your obligations with respect to stormwater discharge controls, management, monitoring, and record keeping. Please review the new permit to familiarizc yourself with all the changes in the reissued permit. The more significant changes in the General Permit since your last Certificate of Coverage include the following: • Part 1 Section A — This part explains that the No Exposure Exclusion from permitting option may be available to the permittee. • Part Ii Section A — Several minor expansions and clarifications of the required content of the Stormwater Pollution Prevention Plan have been added. Please be sure that your plan is updated to comply with the new requirements, • Part II Section B — Analytical monitoring frequency has been increased to twice per year. • Part Il Section B — Analytical monitoring for pH and Total Petroleum Hydrocarbons (TPH) have been added. • Part II Section B — New provisions require the permittee to execute Tier One and Tier Two response actions, based on the fast benchmark exceedence (Tier One) and the second consecutive benchmark exceedence (Tier Two). Tier Two requires that the permittee institute monthly monitoring instead of twice -per -year monitoring, until three consecutive monitoring events show no benchmark exceedences. The previous provisions for averaging of analytical results and cutoff concentrations have been removed. • Part II Section B — New provisions establish that four exceedences of any particular benchmark will trigger increased DWQ involvement in the permittee's stormwater management and control actions. DWQ may direct the permittee to apply for an individual permit, or may direct the implementation or installation of specific stormwater control measures. • Part II Section B — Separate monitoring parameters for discharges from vehicle maintenance areas have been removed (previously in Part II Section D.) • Part 11 Section C. -- Qualitative monitoring must now be conducted during a representative storm event. This annual summary of only the analytical monitoring results (if any) should be submitted to the local DWQ Regional Office. The Annual Summary DMR reporting form will be posted on the Stormwater Permitting Unit's website in the near future. • Part III Section E — Item 9, requires the reporting of spills to DWQ, a provision not previously included in NCG160000. This plant is to be relocated approximately 3000 ft. onto property owned by Vulcan Materials, from whom we presently lease our plant site. This move is required by Vulcan so that they can quarry materials from the area where the plant is now located We anticipate to have the plant productive operation by March 1, 1996. I have enclosed the maps pertaining to the new plant site. Please advise me of your recommendations of the necessary procedure so that we can be in compliance and covered under this general permit. Rockingham Plant State Road 1117, Galestown Rd. Rockingham Richmond County to receiving waters designated as an unnamed tributary to Hitchcock Creek in the Yadkin -Pee Dee River Basin in accordance with the effluent limitations, monitoring requirements, and other conditions set forth in Parts 1, II, III and IV of General Perni t No. NCGI60000 as attached. This Certificate of Coverage shall become effective February 17, 1995. This Certificate of Coverage shall remain in effect for the duration of the General Permit. Signed this day February 17, 1995.
