On May 17, 2017, a site inspection was conducted for the Barnhill Contracting Company -Rockingham Plant
facility located at 185 Dicks Road, Rockingham, Richmond County, North Carolina. A copy of the
Compliance Inspection Report is enclosed for your review. Ms. Tracey Wilson, QC Tech, Mr. Mike Smith,
Superintendent, and Mr. Dustin Smith, Foreman, were also present during the inspection and their time and
assistance is greatly appreciated. The site visit and file review revealed that the subject facility is covered by
NPDES Stormwater General Permit NCG160000 under Certificate of Coverage NCG160023. Permit
coverage as renewed in October 2014 authorizes the discharge of stormwater from the facility to receiving
waters designated as Polecat Creek, a" Class WS-III waterbody in the Cape Fear River Basin. However, this
was a typo as the actual receiving waters is an unnamed tributary to Hitchcock Creek (Midway Pond, Steeles
Mill Pond), a Class C. waterbody in the Yadkin -Pee Dee River Basin.
As a result of the inspection, the facility was found to be in compliance with the conditions of NPDES
Stormwater General Permit NCG160000. Please refer to the enclosed Compliance Inspection Report for
additional comments and observations made during the inspection.
Please be advised that violations of the NPDES Stormwater General Permit are subject to a civil
penalty assessment of up to $25,000 per clay for each violation. If you or your staff have any questions,

Inspection Summary:
Met with Tracey Wilson, CC Tech, Mike Smith, Superintendent, and Dustin Smith, Foreman. Reviewed facility's Stormwater
Pollution Prevention Plan (SPPP) and semi-annual monitoring records from the second half of 2014 as well as all of 2015
and 2016. Facility's SPPP is complete with all permit -required components and is reviewed/updated annually. Analytical
Monitoring records for the reviewed period indicate no exceedances of permit benchmark values for either of the facility's two
outfalls. Vehicle maintenance is not conducted onsite. After the records review, observations were made at several catch
basins/inlets, secondary containment area as well as stormwater ditches and outfalls. Facility appeared to be well operated
and maintained and in compliance with the conditions of NPOES General Stormwater Permit NCG160000.

This COC is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the
memorandum of Agreement between the state of North Carolina and the U.S. Environmental Protection
Agency, dated October 15, 2007 (or as subsequently amended.)
The General Permit authorizes discharges of stormwater and specifies your obligations for discharge controls,
management, monitoring, reporting, and record keeping. Please review the new permit to familiarize yourself
with ali of the changes. Parts III and W contain the Standard Conditions, including Compliance and Liability,
Reporting, Monitoring and Records requirements; Operation and Maintenance obligations; and Definitions.
Your facility has six months from receipt of the COC to update its Stormwater Pollution Prevention Plan
(SPPP) to comply with changes in SPPP requirements. Other changes are effective immediately. Please note
that Tier 3 Actions (if applicable) are triggered by four benchmark exceedances beginning on the effective
date of the renewal permit and do not count prior exceedances..Please visit our website above to review the
new General Permit carefully.
Your coverage under the General Permit is transferable only through the specific action of DEMLR. This
permit does not affect the legal requirements to obtain other permits which may be required by DENR, nor does
it relieve the permittee from responsibility for compliance with any other applicable federal, state, or local law,
rule, standard, ordinance, order, judgment, or decree.

On September 7, 2011, Mark Brantley, Environmental Chemist, from the Fayetteville Regional Office
of the Division of Water Quality, conducted a site inspection at the Richmond County Asphalt Plant located at
185 Dicks Road, Rockingham in Richmond County, North Carolina. A copy of the Compliance Inspection
Report is enclosed for your review. Mrs. Tracey Wilson and Mr. Mike Smith were also present during the
inspection and their time and assistance is greatly appreciated, Stormwater from this facility drains to an
unnamed tributary of Hitchcock Creek, a Class C stream, located in the Yadkin -Pee Dee River Basin, The site
visit and file review revealed that the subject facility is covered by NPDES Stormwater General Permit-
NCG 160000.

In response to your renewal application for continued coverage under stormwater General Permit NCG160000 the Division of Water Quality
(DWQ) is forwarding herewith the reissued stormwater General Permit. This permit is reissued pursuant to the requirements of North Carolina
General Statute 143-215.1 and the Memorandum of Agreement between the state of North Carolina and the U.S. Environmental Protection
Agency, dated October 15, 2007 (or as subsequently amended.)
The following information is included with your permit package:
• Anew Certificate of Coverage
• A copy of stormwater General Permit NCO160000
• A copy of a Technical Bulletin for the General Permit
• Five copies of the Discharge Monitoring Report (DMR) Form
• Five copies of the Qualitative Monitoring Report Form
The General Permit authorizes discharges of stormwater only, and it specifies your obligations with respect to stormwater discharge controls,
management, monitoring, and record keeping. Please review the new permit to familiarizc yourself with all the changes in the reissued permit.
The more significant changes in the General Permit since your last Certificate of Coverage include the following:
• Part 1 Section A — This part explains that the No Exposure Exclusion from permitting option may be available to the permittee.
• Part Ii Section A — Several minor expansions and clarifications of the required content of the Stormwater Pollution Prevention Plan have
been added. Please be sure that your plan is updated to comply with the new requirements,
• Part II Section B — Analytical monitoring frequency has been increased to twice per year.
• Part Il Section B — Analytical monitoring for pH and Total Petroleum Hydrocarbons (TPH) have been added.
• Part II Section B — New provisions require the permittee to execute Tier One and Tier Two response actions, based on the fast benchmark
exceedence (Tier One) and the second consecutive benchmark exceedence (Tier Two). Tier Two requires that the permittee institute
monthly monitoring instead of twice -per -year monitoring, until three consecutive monitoring events show no benchmark exceedences. The
previous provisions for averaging of analytical results and cutoff concentrations have been removed.
• Part II Section B — New provisions establish that four exceedences of any particular benchmark will trigger increased DWQ involvement in
the permittee's stormwater management and control actions. DWQ may direct the permittee to apply for an individual permit, or may
direct the implementation or installation of specific stormwater control measures.
• Part II Section B — Separate monitoring parameters for discharges from vehicle maintenance areas have been removed (previously in Part II
Section D.)
• Part 11 Section C. -- Qualitative monitoring must now be conducted during a representative storm event.

• Part It Section C — The permittee is required to keep a written record of his response to problems identified by his qualitative monitoring
observations.
• Part III Section E -- Item 2. requires submittal of a new reporting form, the Annual Summary DMR. This annual summary of only the
analytical monitoring results (if any) should be submitted to the local DWQ Regional Office. The Annual Summary DMR reporting form
will be posted on the Stormwater Permitting Unit's website in the near future.
• Part III Section E — Item 9, requires the reporting of spills to DWQ, a provision not previously included in NCG160000.
Your coverage under the General Permit is transferable only through the specific action of DWQ.
This permit does not affect the legal requirements to obtain other permits which may be required by DENR, nor does it relieve the permittee

by virtue of the Delaware General Corporation Law DOES HEREBY CERTIFY.:
FI RST: That the Board of Directors of said corporation by the
unanimous written consent of its members, filed with the Minutes of the
Board, adopted a resolution proposing and declaring advisable the following
amendment to the Certificate of Incorporation of said corporation:
RESOLVED: That it is declared advisable to amend the Certificate
of Incorporation of this corporation by adding to Article Seventh
so that, as amended, said article shall read as follows:
"SEVENTH: Subject to the limitations imposed by this Article
SEVENTH, the business affairs of the Corporation shall be

not be eliminated hereby (i) for any breach of the Director's duty
of . loyalty to the Corporation or its Stockholders, (ii) for acts or
omissions not in good faith or which involve intentional misconduct
or a. knowing violation of law; (iii) under .Section 174 of the
General Corporation Law of the State of Delaware, (iv) for any
transaction from which the director derived an improper personal

AGREEMENT AND PLAN OF CORPORATE SEPARATION & REORGANIZATION
KNOW ALL MEN BY THESE PRESENTS:
WHEREAS, ASHLAND-WARREN, INC.,.a Delaware corporation,
("Ashland -Warren") and NORTH CAROLINA BITULITHIC, INC., a newly
organized Delaware corporation ("North Carolina Bit"), are both
wholly -owned direct subsidiaries of ASHLAND OIL HOLDINGS, INC.,
also a Delaware corporation ("Holdings");
WHEREAS, Ashland -Warren is, and has been through its
predecessors since 1900, actively engaged in the business of
highway construction throughout the United States;
WHEREAS, Ashland -Warren is, and has been through its
predecessors for more than five (5) years, actively engaged
in the business of highway construction in the State of
North Carolina through the North Carolina Divisions (as
defined below);
WHEREAS, the respective managements of Ashland -Warren
and Holdings deem it to be in the best business interests of
each corporation that certain assets, property and business
of the North Carolina Divisions be assigned, transferred and
delivered to a subsidiary of Holdings rather than to a
subsidiary of Ashland -Warren which would further,require a
distribution of stock in such a subsidiary of Ashland -Warren
to Holdings;
WHEREAS, Ashland -Warren has offered to transfer certain
assets of the aforesaid North Carolina Divisions, subject to
certain liabilities, as defined below, to North Carolina Bit,
in a transaction qualifying as a tax-free reorganization
under Sections 351, 355 and 368(a)(1)(D) of the Internal
Revenue Code, as amended (the "Code"); and
WHEREAS, North Carolina Bit and Holdings respectively
desire to accept the aforesaid offer, subject to the terms
and conditions set forth herein.
NOW THEREFORE, it is mutually agreed as follows:
1. Effective the close of business, June 22, 1980,
Ashland -Warren shall assign, transfer and deliver to
North Carolina Bit the following described assets, property
and business with expedition consistent with orderly pro-
cedure, upon and subject to the terms and conditions here-
inafter set forth;
The entire property, business and assets of every kind,
nature and description, wheresoever located, reflected
on the balance sheets existing as at June 22, 1980,
(the "Balance Sheets") of the below -listed divisions
located in North Carolina (the "North Carolina Divisions")

2. Effective the close of business, June 22, 1980,
North Carolina Bit shall assume and undertake all of the debts,
liabilities and obligations expressly set forth on the afore-
said Balance Sheets, subject to paragraph 3 below.
3. Ashland -Warren hereby agrees to use its best
efforts to as and to secure and deliver all necessary
consents for such assignments, to North Carolina Bit, all of
its contracts and leases, and rights thereunder, as reflected
on the Balance Sheets, together with any and all contracts
which are based on bids now outstanding or on future bids
which are accepted.
If Ashland -Warren is not able to obtain the necessary
consents in respect of any or all of such contracts and
leases, or if the obtaining of such consents is delayed for
any period of time, North Carolina Bit and Ashland -Warren
mutually agree that Ashland -Warren shall perform, fulfill
and complete, as necessary, all obligations on said con-
tracts and leases and that (a) Ashland -Warren may elect to
promptly convey and deliver to North Carolina Bit any and
all payments and benefits received on said contracts and
leases in consideration of and return for North Carolina
Bit providing to Ashland -Warren all labor, materials,
equipment, supplies or other essential items needed for the
performance or completion of such obligations by Ashland -
Warren; or (b) North Carolina Bit shall provide, at reason-
able charges to Ashland -Warren, such materials, equipment,
supplies or other essential assets which are needed for the
performance or completion of work by Ashland -Warren on any
uncompleted contracts. In either of such events, -Ashland -
Warren specifically obligates itself to indemnify and pro-
tect North Carolina Bit and save it harmless from any and
all claims, suits or liabilities for injuries to property,
injuries to persons including death, and from any other
claims, suits or liabilities arising out of the performance
of such obligations subsequent to the date hereof.
4. Ashland -Warren and North Carolina Bit further
agree to execute such further instruments and to perform
such other acts as may be necessary and proper to carry out
this Agreement and Plan of Corporate Separation & Reorgani-
zation, including but not limited to the finalization of
the actual Balance Sheets existing as at June 22, 1980.

THIRD: The nature of the business, the purposes to
be conducted or promoted are:
1. To engage in the business of prospecting, explor-
ing, testing, digging, d'riliing,,,boi ng, mining, quarrying,
exploiting, operating and extracting oil, gas, coals and
other hydrocarbons, minerals, ores and all other compounds,
organic and inorganic, an'd`in connection therewith to pur-
chase, acquire, hold, 6w"n", lease, sublease, mortgage, sell,
assign, transfer, convey or otherwise dispose of any of the
aforesaid substances, either separately or together with the
land.in, on or under which t#iey are located; to purchase,
acquire, hold, own, lease, sublease, mortgage, sell, assign,

said substances, either separately or together with the land

hydrocarbon royalties, and rights and all other royalties,
rights and privileges; and to purchase, acquire, hold, own,
.drill, dig, maintain, operate and dispose of oil and gas
wells, and other wells, mines and quarries for the produc-
tion, removal or extraction of other hydrocarbons, coal,
minerals, ores and any other compounds, organic and inorganic.
2. To engage in the business of purchasing or other-
wise acquiring, refining, producing, processing, blending
manufacturing, warehousing and storing in bulk, transporting,
distributing,'exporting and importing and wholesale or
retail marketing and supplying of organic and inorganic
compounds and products, including, but not limited to, crude
petroleum, refined petroleum products, natural and hydro-
carbon gases, coals, minerals, ores, carbon blacks, naphthas,
fuel oils, lubricants, asphalts, natural and synthetic
rubber, latex, industrial resins, plastics, polymers,
copolymers, petrochemicals and the derivatives, products and
byproducts thereof, whether basic or intermediate industrial
items or finished consumer items.
3. To purchase or otherwise acquire, produce, manu-
facture, process, refine, treat and store any substances,
products or compounds which.may be useful in the manufacture
a
or production of any of the products or substances enumer-
aced in Clause 2 above or which may be advantageously
manufactured or produced in connection therewith, and to use,
sell, deal in, transport, distribute, market or otherwise

dispose of, either in their natural form or in any altered,
refined, fabricated or manufactured form, any of the products
and substances referred to in this clause 3.
4. To engage in the business of construction, pur-
chasing, acquiring, owning, leasing, subleasing and operating
facilities commonly referred to as gasoline service stations
for the retail distribution and sale of gasoline, motor oils
and other petroleum products, garages and automotive repair
shops, and purchasing or otherwise acquiring, selling or
otherwise disposing of goods, wares, merchandise, commodities,
materials and services customarily sold, handled,. distributed,
or supplied by gasoline service stations, garages and automo-
tive repair shops.
5. To carry on and conduct a general contracting and
engineering business, including the designing, construction,
enlarging, repairing, painting, grading, draining, paving,
macadamizing, removing or otherwise engaging in any work in
connection with surfacing or constructing roads, highways,
airports, manufacturing plants, bridges, piers, docks,
mines, shafts, water works, railroads, railway structures,
building and structures of every category and all iron,
steel, wood and masonry and earth construction, whether such
work or construction is for public authorities or private
owners, and to execute, accept, or receive any -contracts or

assignments of contracts therefor or related thereto or
connected therewith.
6. To manufacture, repair, quarry, purchase or other-
wise acquire and to use, lease, sell or otherwise dispose of

any and all materials.and supplies which may be used in the
general contracting business.
7. To purchase or otherwise acquire, manufacture,
produce, transport, sell, market at wholesale or retain or
-otherwise dispose of, import, export, distribute, provide
and deal in and with, whether as principal or agent, or
through franchise dealers, distributors or otherwise, goods,
wares, merchandise, materials, equipment and services of
every kind and description, whether now known or hereafter
discovered or invented, and to engage in and participate in
any industrial, manufacturing, mining or mercantile business
of any kind or character whatsoever.
8. To engage in research and development activities in
any scientific areas in which the Corporation is presently
interested or in which it may be interested in the future,
including but not limited to nuclear energy, radiochemistry
and similar related fields of nuclear science, and to
develop and exploit any inventions and discoveries and to
manufacture, own, operate, produce, sell, or license to
others equipment, facilities and products of every nature
resulting from such research and development activities; and
to render services of a scientific, technical or managerial
nature to any person, firm, partnership, association,
corporation, syndicate, trustee or government or subdivision
thereof, engaged in any lawful enterprise or business or in
the lawful exploitation of any patents or patented items,
�? processes or ideas.
9. In connection with all the foregoing and with any
other present or future businesses of the Corporation, to
purchase or otherwise acquire, lease, erect, construct, lay,
install, develop, own, operate, maintain, sell, transfer,
convey, mortgage, create liens upon or otherwise dispose of
drilling and mining rigs, field equipment, derricks, pumps,
pipelines, conduits, pumping stations, meters, refineries,
smelters, buildings, manufacturing and processing plants,
laboratories, storage tanks, tractors, motor vehicles,
airplanes, tank stations, tank cars, railroad cars, locomo-
tives, tank wagons and tank trucks, tankers, barges, boats
and ships, land and water transportation terminals, piers,
docks and all other buildings, machines, engines,,facili-
ties, installations, vehicles, vessels, apparatus, equipment
and all rights and privileges therein useful in the business
of the Corporation.
10. To operate, manage, supervise or control all or
part of the business and property of any corporations,
association, firm or entity, or to take part therein; to
make, enter into, perform and carry out contracts and agree-
ments of every kind and description, including but not
limited to joint ventures and reciprocal concessions, with.
any person, corporation, firm, association, partnership,
syndicate, trustee, or government or subdivision thereof,

provided that the business or transaction engaged in pursu-
ant to such contract or agreement is one which the Corpora-
tion is authorized to carry on or engage in by this Certif-

icate of Incorporation or by the laws of the State of
Delaware.
11. To acquire by purchase, exchange, lease, conces-
sion, condemnation or power of eminent domain, or otherwise;
to own, hold, use, invest in, develop and operate; and to
sell, assign, lease, transfer, convey, exchange, mortgage,
pledge or otherwise dispose of or deal in and with, real and
personal property of every class or description and all
rights and privileges therein, wheresoever situate, which
may be useful in the conduct of the business of the Corpora-
tion.
12. To develop, apply for, obtain, register, lease,
take licenses in respect of, purchase or otherwise acquire,
and to hold, own, use, operate, enjoy, grant licenses in
respect of, manufacture under, introduce, sell, assign,
mortgage, pledge or otherwise dispose of any and all inven-
tions, devices, formulae, processes, improvements and modi-
fications thereof, letters patent and all rights connected
therewith or appertaining thereunto, copyrights, trademarks,
trade names, trade and business secrets, trade symbols, and
other indications of origin and ownership, franchises,
licenses, grants and concessions granted by or recognized
under the laws of the United States of America or of any
State or subdivision thereof,or of any other country or sub-
division thereof, necessary, proper, convenient or advan-
tageous in connection with the business of the.Corporation.
13. To acquire by purchase, exchange or otherwise all,
or any part of, or any interest in, the properties, assets,

business and good will of any one or more persons, firms,
associations or corporations; to pay for the same in cash or
property or stock or obligations of the Corporation or
otherwise; to hold, own, operate, reorganize, liquidate,
.sell, dispose of the whole or any part thereof subject to
the laws of the State of Delaware and in connection therewith,
Ao assume or guarantee performance of any liabilities,
obligations or contracts of such persons, firms, associations
or corporations, and to conduct the whole or any part of any
business thus acquired.
14. To organize or cause to be organized under the
laws of any state, district, territory, nation, colony,
province or government, a corporation or corporations for
the purpose of transacting, promoting or carrying'on any or
all the objects or purposes for which the Corporation is
organized, and to dissolve, wind up, liquidate, reorganize,
merge or consolidate any such corporation or corporations or
to cause the same to be dissolved, wound up, liquidated,
reorganized, merged or consolidated.
15. To subscribe for, purchase or otherwise acquire,
and to hold, mortgage, pledge, sell, assign, transfer,
exchange or otherwise dispose of securities; to pay for the
same in cash, property or securities, or any combination
thereof; and to exercise, as owner or holder of any securi-
ties, any and all rights, powers and privileges in respect
thereof. The term "securities" as used in this Certificate
of Incorporation includes without limitation of the gener-

notes, mortgages or other evidences of indebtedness and
certificates, receipts or other instruments representing
rights to receive, purchase or subscribe for the same, or

purposes of the Corporation, without limit as to amount,
including, without in any way limiting the generality of the
foregoing, the acquisition of property by conditional sale
agreement or other title retention or security arrangement
involving deferral of the purchase price; to issue, sell,
exchange or otherwise dispose of its own securities in such
amounts, on such terms and conditions, for such purposes and
for such consideration, now or hereafter permitted by the
laws of the State of Delaware and by this Certificate of
Incorporation, as the Board of Directors of the Corporation
may determine; and to secure such securities, to the extent
now or hereafter permitted by the laws of said State and by
this Certificate. of Incorporation, and as the'Stockholders
may determine, by mortgage upon, or the pledge of, or the
conveyance or assignment in trust of, the whole or any part
of the properties, assets, contract rights, business and

17. To the extent now or hereafter permitted by the

acquired or contracted for by the Corporation, or any of its
wholly -owned subsidiaries, or in which or in whom or in the
business of which or of whom the Corporation or any of its
wholly -owned subsidiaries shall have any interest, direct or
indirect, including but not limited to the power to guarantee
the performance of any undertaking or obligation for the
payment of dividends on stocks or shares, or the performance
of sinking fund or other obligations of any securities.
18. To carry out any of or all the foregoing purposes
to the same extent and as fully as natural persons could do,
and as principal or agent and alone or with associates; and
to execute from time to time such general or special powers
of attorney to such person or persons as it may determine,
granting to such person or persons such powers as it may
deem proper, and to revoke such powers of attorney as and
when it may desire.
19. To such.extent-as a corporation organized under
the General Corporation Law of the State of Delaware may now
or hereafter lawfully do, to do, either as principal or
agent and either alone or in connection with other corporations,
firms or individuals, all and every thing necessary, suitable,
convenient or proper for, or in connection with, or incident
to, the accomplishment of any of the purposes or the attain-
ment of any one or more of the objects herein enumerated, or
.designed directly or indirectly to promote the interests of
the Corporation or to enhance the value of its properties;
and in general to engage in any lawful act or activity -for
which corporations may be organized under the General Corpora-
tion Law of the State of Delaware.
The foregoing provisions of this Article THIRD shall be
construed as purposes, objects and powers and each as an
independent purpose, object and power. The foregoing enumera-
tion of specific purposes, objects and powers shall not be
held to limit or restrict in any manner the purposes, objects
and powers of the Corporation, and the purposes, objects and
powers herein specified shall, except as otherwise provided
in this Article THIRD, be in no wise limited or restricted
by reference to, or inference from, the terms of any provi-
sions of this or any other Article of this Certificate of
Incorporation.
FOURTH: The total number of shares of stock which the
Corporation is authorized to issue is ONE THOUSAND (1,000)
shares'of Common Stock, without par value.
FIFTH: The holders of the Common Stock shall, as such,
have the right, pro rata, according to their total respec-
tive holdings of Common Stock and on such terms and condi-
tions as the Board of Directors may determine, to purchase

or subscribe for any of the authorized but unissued shares
of Common Stock which the Corporation may hereafter issue;
provided, however, that any such right to purchase or sub-
scribe for any such shares of Common Stock or any such obli-
gation shall be nontransferable.
SIXTH: The incorporator is Frank J. Smith, Jr., whose
mailing address is 2500 Elm Street, Ashland, Kentucky 41101.
SEVENTH: Subject to the limitations imposed by this
Article SEVENTH, the business affairs of the Corporation
shall be managed by the Board of Directors, and the Directors
need not be elected by ballot unless required by the By-laws
of the Corporation.
The following powers shall not be vested in the Direc-
tors but shall be reserved in and exercised only by the
Stockholders of the Corporation:
A. The power to declare dividends.
B. The power to borrow money and/or to
mortgage, pledge or otherwise encumber assets

to receiving waters designated as an unnamed tributary to Hitchcock Creek in the Yadkin -Pee Dee River Basin
in accordance with the effluent limitations, monitoring requirements, and other conditions set forth in Parts I,11, III
and IV of General Permit No. NCG160000 as attached.
This Certificate of Coverage shall become effective February 17, 1995.
This Certificate of Coverage shall remain in effect for the duration of the General Permit.

This letter is in reference to our conversation on June 14
concerning the Stormwater Certification for the Highway
Constructors Asphalt Plant in Richmond Co. This plant is
to be relocated approximately 3000 ft. onto property owned by
Vulcan Materials, from whom we presently lease our plant
site. This move is required by Vulcan so that they can
quarry materials from the area where the plant is now located
We anticipate to have the plant productive operation by March
1, 1996.
I have enclosed the maps pertaining to the new plant site.
Please advise me of your recommendations of the necessary
procedure so that we can be in compliance and covered under
this general permit.

The posting of this certificate certifies that an erosion and sedimentation control
plan has been approved for this project by the North Carolina Department of
Environment, Health, and Natural Resources in accordance with North Carolina
General Statute 113A - 57 (4) and 113A - 54 (d) (4) and North Carolina
Administrative Code, Title 15A, Chapter 4B.0007 (c). This certificate must be posted at
the primary entrance of the job site before construction begins and until establishment of
permanent groundcover as required by North Carolina Administrative Code, Title 15A,
Chapter 4B.0027(b).
